Nghe An Provincial People's Committee requests directors of departments, branches and sectors; chairmen of People's Committees of districts, cities and towns; heads of public service units under the Provincial People's Committee to review and complete the project on reorganizing the apparatus, streamlining the payroll and restructuring the staff, civil servants and public employees approved by the Provincial Party Standing Committee, and submit it to the Provincial People's Committee for approval (through the Department of Home Affairs) for implementation.

The document requires completion time in May 2019.

This is one of the contents of the official dispatch of the Provincial People's Committee signed by Chairman of the Provincial People's Committee Thai Thanh Quy in early April regarding the implementation of Notice No. 1516-TB/TU of the Provincial Party Standing Committee.

Previously, on February 13, the Provincial Party Standing Committee announced the approval of the project to reorganize the apparatus, streamline the payroll and restructure the staff, civil servants and public employees of localities and units, after listening to the appraisal results report on January 8.

According to information from the Department of Home Affairs of Nghe An province, up to now, 36/36 projects of departments, branches, sectors, and public service units under the Provincial People's Committee have been completed by the Appraisal Council established by the Provincial Party Committee.

Previously, on August 30, 2018, 21/21 districts, cities and towns had their project approved by the Appraisal Council, however, they still had to be supplemented and revised because they had not yet met the target of reducing 10% of public service units and staff as required.

The appraisal results show that most of the projects have set out goals and targets for restructuring the apparatus and streamlining the payroll from now until 2021 and the following years, in which: Each agency and unit must reduce at least 1 internal organization; reduce at least 10% of affiliated public service units; reduce at least 10% of payroll compared to 2015; in 2025, reduce another 10% compared to 2021; in 2030, reduce another 10% compared to 2025.

The projects also ensure that there is no increase in the number of focal points and affiliated intermediary organizations; some departments: Health, Agriculture and Rural Development, Transport, Natural Resources and Environment... identify and implement well the autonomy plan for affiliated public service units. Currently, the departments and branches are completing the submission to the Provincial People's Committee for approval.
