Chairman of Nghe An Provincial People's Committee: Review, transfer, and restructure commune-level officials and civil servants 'right person, right job, right expertise, right profession'
Nghe An Provincial People's Committee has just issued a Notice of Conclusion of Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Le Hong Vinh at the Conference to assess the situation after more than 1 month of implementing and operating the 2-level local government model.

In the coming time, the Chairman of the People's Committee of Nghe An province assigned departments, branches and sectors in charge to continue developing training materials, manuals, training and professional development for cadres, civil servants and public employees, especially at the commune level, to meet the work requirements of the new situation.
Maintain standing units to provide guidance, timely professional support, and promptly resolve issues and situations arising from the grassroots. Review all legal documents, mechanisms, and policies of the Central Government applicable to localities or issued by localities (before and after the arrangement of commune-level administrative units, operating the 2-level local government model) in implementing 2-level local government and socio-economic development.
Focus on directing synchronous and effective implementation, promptly adjusting, resolving and removing obstacles and shortcomings within authority or proposing to competent authorities for appropriate adjustments, creating the most favorable conditions for localities to maximize resources, potentials and advantages for socio-economic development.
In particular, for the Department of Home Affairs, the Chairman of the Provincial People's Committee assigned the Provincial Party Committee to coordinate with the Provincial Party Committee's Organizing Committee to review the current situation of the arrangement of cadres and civil servants at the commune level and advise on plans to arrange and transfer staff between communes and wards appropriately, restructure reasonably to improve the quality of the cadres and civil servants, ensure the right people, the right jobs, the right expertise and profession; enhance capacity for the commune level (both quantity and quality), complete the missing positions and titles; study more policies to ensure the rights of cadres and civil servants.
Previously, in Conclusion No. 586-KL/TU on continuing to improve, supplement, arrange and assign cadres, civil servants and public employees after the arrangement of commune-level administrative units, the Standing Committee of Nghe An Provincial Party Committee clearly stated: Transferring cadres and civil servants between communes and wards must ensure the following principles: It must be based on job positions, suitable to professional qualifications, skills, work experience, and the need to use cadres and civil servants of the receiving place and only transfer from places with surplus to places with shortage; from places with a lot of surplus to places with a little surplus; in special cases, when it is really necessary due to the need to arrange and use according to the job positions of civil servants, then consider many aspects and carefully consider to transfer from places with a little shortage to places with a lot of shortage.
The Standing Committee of the Provincial Party Committee also requested: For communes and wards that currently have 80 or more cadres and civil servants (excluding civil servants of the Military Command), make a list of cadres and civil servants, propose to transfer and second to work in communes that lack cadres and civil servants and have a roadmap to streamline the payroll according to regulations. Report the list to the Standing Committee of the Provincial Party Committee (through the Provincial Party Committee's Organization Board) before August 20, 2025.
Along with that, the Department of Home Affairs is required to continue to closely follow the Central Government's instructions to research and advise on the arrangement and reorganization of appropriate public service units (formerly district level) such as the Center for Culture, Sports and Communication, Project Management Board, Agricultural Service Center, etc.
Advise on the establishment of an interdisciplinary working group to provide guidance and technical support to resolve difficulties and problems related to groups of issues such as: land, finance, investment, administrative procedures, arrangement of cadres and civil servants, resolution of regimes and policies, transfer and secondment of civil servants... and closely monitor the implementation situation, especially at the commune level.
Compile a list of officials from ministries and branches seconded to support localities, work with relevant departments and branches to assign them to localities to ensure effective implementation.
The Department of Justice is assigned to preside over and coordinate with agencies and localities to advise the Provincial People's Committee to submit to the Provincial People's Council a Resolution detailing the scope of tasks and powers authorized to civil servants of the People's Committee at the commune level to carry out procedures in the field of authentication conveniently and effectively.
The Department of Finance shall preside over reviewing and advising on the arrangement, placement, and handling of headquarters, assets, finances, and equipment conditions after the arrangement, ensuring efficiency, proper purpose, and economy, without loss or waste; preside over and coordinate with the Department of Home Affairs to urgently advise on the arrangement of a working headquarters combined with a stable and long-term historical archive for the Provincial Historical Archives Center.
The Department of Science and Technology continues to ensure the operation, upgrading of information systems, technical infrastructure, data, and synchronous digital transformation to serve the management and operation of commune-level authorities and from the provincial to commune level smoothly, effectively, and without interruption.
For the People's Committees of communes and wards, the Chairman of the People's Committee of Nghe An province requested the leaders of the People's Committees at the commune level to uphold their sense of responsibility in directing and operating socio-economic development, stabilizing social order and safety in the areas under their management; need to proactively make plans to implement the Resolution of the Party Congress at the commune level and regular tasks within their authority to focus on directing effective and scientific implementation. Carefully study the Party's guidelines and policies, legal documents, and guidance documents of ministries, branches, and provincial agencies to ensure compliance with regulations.
During the performance of tasks, proactively and regularly contact and exchange with specialized departments and branches according to the industry and field (send documents directly to departments and branches or through hotlines of standing units; contact interdisciplinary working groups of the province,...) to receive specific instructions and answers.
Proactively review and evaluate the quantity and quality of cadres and civil servants; synthesize the needs for resolving regimes and policies for cadres and civil servants affected by the reorganization of the apparatus according to regulations; propose local needs to ensure the organization of the apparatus of the commune-level government associated with improving the quality of cadres and civil servants; send to the Department of Home Affairs to synthesize and coordinate with the Provincial Party Committee's Organization Board to advise the Provincial Party Committee's Standing Board.
