The Ministry of Finance has pioneered the pilot project of allocating public vehicle usage expenses to 6 Deputy Ministers and leaders with a position allowance coefficient of 1.25 (Directors General and equivalent). Accordingly, the monthly expenses for transporting these officials from their residence to their workplace are calculated based on the number of kilometers and the unit price according to popular 4-seat taxi companies on the market. Each individual is allocated a budget for two round trips during the working day.

A Deputy Minister said that he and his colleagues strongly supported this policy and that he had personally purchased two prepaid taxi cards (each worth VND5 million) through a company that specializes in providing transportation services. With his title and the distance from home to work, he was covered for transportation costs of about VND7 million.

A representative of the Ministry of Finance’s Department of Public Asset Management said that the allocation of public vehicles will be done cautiously, not massively, to ensure efficiency. Initially, only travel expenses for leaders from home to work will be allocated. However, according to experts, this policy needs to be expanded to solve the biggest problem with the budget, which requires limiting the number of vehicles and fleets of vehicles.

According to a recent report from the Ministry of Finance, the cost of paying drivers' salaries, depreciation, repairs, gasoline, etc. in a year to "feed" each public car is equivalent to about 320 million VND.
