Cases of civil servants being accepted without examination from July 1
Officials in public service units, with a working period of 5 years (60 months) or more, are one of the accepted cases.
According to Circular 03/2019/TT-BNV dated May 14, 2019 of the Ministry of Home Affairs, from July 1, 2019, cases accepted into civil service without examination include:
- Civil servants in public service units who have worked as civil servants for at least 05 years (60 months) or more, calculated from the time of recruitment as civil servants (excluding probationary period);
- Salary earners in the armed forces (army, police) and those working in cryptography, who have worked for at least 05 years (60 months) in the armed forces (army, police) or in cryptography, calculated from the time of official recruitment decision into the army, police or at cryptography organizations;
- Persons holding titles and positions (Chairman of the Board of Members, Chairman of the Company, Member of the Board of Members, Controller, General Director, Deputy General Director, Director, Deputy Director, Chief Accountant) at an enterprise that is a single-member limited liability company in which the State holds 100% of the charter capital or are appointed to represent the State capital holding management positions (Chairman of the Board of Directors, Chairman of the Board of Members, Member of the Board of Directors, General Director, Deputy General Director, Director, Deputy Director) at an enterprise in which the State holds more than 50% of the charter capital, and have worked with compulsory social insurance for at least 05 years (60 months), excluding probationary period.
Civil servant recruitment agencies must develop a project for promotion exams.
From July 1, 2019, when organizing exams or considering promotion of professional titles for civil servants, the competent agency or unit organizing exams or considering promotion of professional titles must develop an exam or promotion plan. The plan must be sent to the Ministry of Home Affairs or the Central Organizing Committee for comments before organizing.
The project includes the following contents:
- Report on the number and structure of civil servants according to current professional titles of agencies, organizations and units under management;
- The number of officials corresponding to the professional title taking the exam or being considered for promotion is still lacking according to the requirements of the job position;
- List of officials who meet the standards and conditions to be nominated to take the exam or be considered for promotion to professional titles;
- Subjects, standards, conditions, and documents of applicants for the exam or professional title promotion; content, format of the exam or professional title promotion, and exam time;
- Expected members to participate in the Examination Council or consider promotion of professional titles;
- Plan the time, location and other contents for organizing the exam or considering promotion of professional titles.
Conditions for passing the exam or considering promotion to a professional title
Also according to Circular 03/2019/TT-BNV, civil servants are determined to have passed the professional title promotion exam if they meet the following conditions:
- Officials who pass the professional title promotion exam must take all exams of all subjects, except for subjects exempted from exams according to the provisions of law;
- Each test must have a score of 50 points or more, and the tests are graded on a 100-point scale.
- Officials who pass the professional title promotion exam will follow the instructions of the Ministry of Professional Title Management for specialized civil servants on the content and form of professional title promotion exam for civil servants in the management sector and field.
