The price of lax management

(Baonghean) - Recently, there have been many violations involving cadres and party members. One of the reasons is the lax management of grassroots party organizations over organizations, units and party members. This is a lesson that needs to be seriously learned in order to build strong grassroots party organizations, comprehensive leadership based on the principle of collective leadership and individual responsibility.

Lax management

Through the inspection of the infrastructure project of Que Phong District Medical Center, invested by this unit, the Provincial Inspectorate concluded that the project had a total approved settlement value of more than 15.8 billion VND, the inspected construction and installation value was more than 10.3 billion VND, and the equipment was more than 4.1 billion VND. Violations discovered through the inspection were more than 4.3 billion VND, including construction and installation of more than 1.9 billion VND and equipment of more than 2.4 billion VND.

In which, Quang Vinh Construction & Trading Company constructed the headquarters and auxiliary works with violations of over 1.9 billion VND and Viet Thang Medical Equipment Joint Stock Company supplied equipment with violations of over 2.4 billion VND. For the above violations to occur, Mr. Mac Van Lam - Party Cell Secretary, Director of Que Phong District Medical Center, in terms of State management, was dismissed by the Department of Health; in terms of the Party, the Standing Committee of Que Phong District Party Committee issued a decision to discipline by removing the Party cell member from office.

The violations of the individuals and units involved have been clarified by the authorities. However, after this incident, through the inspection work of the Que Phong District Party Committee's Inspection Committee, many existing problems were pointed out in the loss of the leadership role of the grassroots party organization in the activities of this unit.

Construction and medical equipment procurement projects in Que Phong District caused a loss of more than 4.3 billion VND due to lax management.

Studying the Party cell's explanatory report, the Party cell meeting minutes, and working with comrades in the Party cell committee, it was found that the unit's civil servants and public employees were not publicly notified by the unit's leaders about the construction of the project, and did not establish a Community Investment Supervision Board. After finalizing the project, the project was put into use without implementing the public disclosure regime as prescribed.

Regarding the equipment procurement package, in addition to not announcing it in the Party cell meeting, the unit's leaders did not organize the acceptance of each type of equipment. Thus, the infrastructure construction project and equipment procurement project of Que Phong District Medical Center were not brought to the Party cell for discussion and comments from the time of commencement until the time of putting it into use.

The organization of the signing of construction contracts, the purchase of medical equipment for the unit as well as the final settlement of the project are all decided by the individual Party cell secretary and director; the deputy secretary and the Party cell committee member themselves are not informed or discussed during the construction and final settlement of the project.

In Con Cuong district, although it has been happening for a while, when mentioning the illegal logging and transportation of timber in Don Phuc and Mau Duc communes, the story is still very topical for the Party committees and relevant sectors in this mountainous locality. As soon as this deforestation case was discovered by the Provincial Environmental Police, the responsibilities of the individuals and groups involved were clarified and there were forms of handling both in terms of state management and in terms of the Party. Accordingly, Con Cuong district organized a review of the relevant communes including Mau Duc, Don Phuc and the District Forest Protection Department.

In particular, the Head of the Con Cuong Forest Protection Department at that time had to receive a Party disciplinary reprimand, the remaining individuals involved in the district forest protection force were also disciplined. In addition, the Con Cuong district government organized a review of the relevant comrades including the chairman of the district People's Committee, vice chairmen, especially the vice chairman in charge of the block, leaders of the Department of Agriculture and Rural Development, and the protective forest management board; the district Party Committee Secretary (former chairman of the district People's Committee) also had to review and clarify his responsibilities.

Enhance the role of grassroots party organizations and strengthen party member management

At Que Phong District Medical Center, after the incident, the director and Party cell secretary were transferred to another unit. Currently, the unit is led by Doctor CKI Le Quang Trung - Deputy Party cell secretary and Deputy Director. Talking to reporters, comrade Le Quang Trung said: "The work at the medical center has been innovated in a more democratic direction. At the same time, responsibilities are assigned to comrades in the Party Committee specifically..."

At the Con Cuong District Forest Protection Department Party Cell, comrade Thai Minh Hiep - Party Cell Secretary, Head of the Department, who was transferred to work at the department since November 2015, said that after the incident occurred and clearly recognized the cause and responsibility, the Party Cell brought this issue up for discussion to gain experience for long-term deterrence. Along with that, the Party Cell also strengthened political and ideological education for cadres and party members. "On the part of the district leaders, they also increased their visits to the grassroots to inspect and supervise cadres at local forest protection stations," comrade Hiep emphasized.

On the other hand, the problem is that the Party cells of the Que Phong District Medical Center and the Con Cuong Forest Protection Department are both under the direct management of the Que Phong and Con Cuong District Party Committees. Therefore, the occurrence of violations in the subordinate grassroots party organizations raises many problems in the management and evaluation of the higher-level Party Committees, not only for these Party cells.

In Con Cuong district, tightening the management of grassroots party organizations has also been proposed and implemented drastically. Comrade Hoang Dinh Tuan - Secretary of the District Party Committee said: "Currently, the District Party Committee directs not only the forestry sector but also other sectors to develop specific operating regulations; enhance responsibility, especially the responsibility of leaders, and strictly implement Directive 17 of the Provincial Party Committee Standing Committee. The District Party Committee has also established an inspection team to implement the regime, internal rules, regulations, and action programs of grassroots party organizations in the area."

It can be seen that the cause of the above violations is the lax management of grassroots party organizations and leaders of Party committees towards cadres and Party members in carrying out political tasks. On the other hand, Party cells and Party committees in places where violations occurred have not fully promoted their leadership and direction roles; a number of Party cadres and members lack seriousness and self-awareness in self-criticism and criticism, especially towards leaders. This is not necessarily an isolated story that happened in Que Phong or Con Cuong... Therefore, improving the quality of management of grassroots party organizations and promoting the role of Party members is always a requirement that must be raised regularly.
