Nghe An requests not to approve the collection of socialized education fees for the 2025-2026 school year
This is the latest direction of the Nghe An Department of Education and Training in the 2025-2026 school year to stabilize schools in the context of implementing two-level local government.
Responding to Nghe An Newspaper, Radio and Television on the morning of September 21, Mr. Nguyen Trong Hoan - Chief of Office of the Department of Education and Training said: The Department has just sent a document to localities and affiliated units on coordinating direction, implementing a number of tasks at the beginning of the school year and managing revenue and expenditure.
Accordingly, at the beginning of the school year, when the scale of schools, number of students, classrooms, needs for facilities... are not yet stable, the Department of Education and Training respectfully requests the Chairmen of the People's Committees of communes and wards not to approve the plan to mobilize funding for educational institutions in the area under their management.
At the same time, the Department requires that educational institutions are not allowed to arbitrarily mobilize, receive, or implement sponsorships or contributions in any form.

In order to promptly rectify and thoroughly handle cases of illegal collection and expenditure in schools, the Department of Education and Training also requires units under the Department to seriously implement and recommends that Chairmen of People's Committees of wards and communes pay attention to directing relevant departments and offices to strengthen inspection and supervision of the implementation of the provisions.revenue and expenditure for the 2025-2026 school year.
The Department will also strengthen inspection and supervision. At the same time, strictly handle groups and individuals who deliberately violate State regulations, disseminate incorrect policies, or impose fees contrary to current regulations.
Previously, socialized revenue was a voluntary revenue and was often implemented by schools at the beginning of the new school year.

According to regulations, before implementation, the Department requires schools to assess the current status of facilities, investment portfolio, people's lives in the area... to develop a plan to mobilize funding.
Before collection, for preschool to junior high school levels, the implementation plan must be approved by the People's Committee of the commune or ward; for high schools and other educational institutions under the Department, it must be approved by the Department of Education and Training./.
