(Baonghean.vn) – There needs to be a mechanism and legal framework to protect medical staff from the violence that is taking place in medical facilities.

That was the proposal raised at the thematic meeting of voters with health sector officials and employees of Vinh city by National Assembly delegates on the morning of June 30.

National Assembly deputies participating in the meeting with voters in Vinh City include: Tran Van Mao - Deputy Head of the Provincial National Assembly Delegation; Dinh Thi Kieu Trinh - Specialist of the Department of Labor, War Invalids and Social Affairs.

Also attending were comrade Nguyen Van Lu - Standing Deputy Secretary of the City Party Committee, Chairman of the Vinh City People's Council; representatives of the People's Committee and departments and branches of the city.

After the report on the results of the 3rd session of the 14th National Assembly by delegate Dinh Thi Kieu Trinh, voters of medical facilities in Vinh city frankly reflected on many problems arising in practice, and at the same time proposed that the National Assembly, the Government and central ministries and branches study and resolve the problems.

Voter Pham Van Tu (Director of Nghe An Obstetrics and Pediatrics Hospital) pointed out the overload situation at some medical facilities. Under these conditions, to reduce the need for patients to sleep in double or triple beds, hospitals have proactively added more beds.

However, this issue did not create consensus from the Health Insurance Agency, claiming that hospitals added more beds to pay for treatment bed days. It is recommended that the authorities have direction to resolve this conflict.

Voter Phan Van Tu also affirmed: The roadmap for specialization is correct, but in reality it cannot be met. For example, the requirement for prescribing tests, if the doctor has general testing expertise, he/she cannot be prescribed but must be a specialist doctor such as biochemistry and hematology tests, which cannot be found in district hospitals and health stations.

Voter Vuong Thi Huong (Vinh City General Hospital) proposed to increase regular spending for grassroots health stations, because the current level is too limited, not meeting minimum needs.

Voter Le Thi Le Thu (Head of Hung Loc Medical Station) proposed that the National Assembly, the Government and the Ministry of Health should issue directive documents, clearly defining specific responsibilities for the authorities of wards, communes and towns to invest in medical facilities and equipment, meeting the conditions for serving the protection and care of people's health; and the health sector is responsible for expertise and staffing.

Many voters reflected and proposed that the National Assembly and the Government should research and decentralize the management of food safety and hygiene; issue medical practice certificates to doctors who have graduated and work at grassroots health stations; increase special allowances and seniority allowances for the health sector; have a protection mechanism for health workers against the ongoing violence in health facilities...

At the end of the meeting with voters, delegate Tran Van Mao - Deputy Head of the Provincial National Assembly Delegation fully received the opinions and suggestions of voters and promised to synthesize and send them to the National Assembly forum, the Government and the Central Ministries and branches for research and resolution; at the same time, directly explained many issues that voters were interested in.

Regarding the proposal to increase special allowances and seniority for the health sector, delegate Tran Van Mao affirmed that this is a legitimate proposal from voters to create a fair and equal playing field for some sectors and fields that already have special allowances and seniority. The provincial National Assembly delegation will accept it and propose to the Ministry of Health, the Government, and the National Assembly to study and resolve it.

Regarding the shortcomings in legal documents, delegate Tran Van Mao said that, in principle, when a legal document is issued and implemented in practice, every year the relevant agency or sector conducts a general review and inspection. If any contradiction or overlap between scientific and practical values ​​is discovered, recommendations will be made to gradually amend, supplement or abolish it.

The Deputy Head of the National Assembly Delegation also explained voters' concerns about the policy of autonomy for medical facilities, which invisibly turns medical facilities into joint-stock enterprises and doctors and medical staff must work to earn money, completely eliminating subsidies from the State; related to the salary of contract doctors at medical stations; policies for medical staff in villages and hamlets....
