Continuing his visit and work in Tan Ky district, on the afternoon of June 5, comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference, listened to and gave opinions on the results of implementing the mid-term targets of the District Party Congress and the socio-economic situation in the first 6 months of 2018.

On the side of Tan Ky district, there were comrades in the Standing Committee of the District Party Committee, People's Council, People's Committee, departments, branches and organizations in the area.

According to the report of Tan Ky district leaders, the total production value in the first 6 months of 2018 in the area is estimated at nearly 2,700 billion VND, an increase of 6.9% over the same period, equal to 49.9% of the district plan and 50.6% of the province's assigned plan..

Of which, the agriculture, forestry and fishery sector is estimated to reach over 700 billion VND, up 5.7% over the same period and equal to 41.3% of the plan. The construction industry sector is estimated to reach 1,243 billion VND, up 7.8% over the same period and equal to 53.2% of the plan. The service sector is estimated to reach 752 billion VND, up 6.4% and equal to 52.9% of the plan.

The total state budget capital allocated so far is 77.5 billion VND, equal to 99.1% compared to the same period, and the disbursed amount up to May 30, 2018 is nearly 52 billion VND, equal to 66.9% of the plan.

Total budget revenue in the area is estimated at nearly 29 billion VND, equal to 57.3% of the estimate and 59.7% of the provincial estimate. Total budget expenditure is estimated at 402 billion VND. Regarding construction investment, the district has organized the groundbreaking ceremony for the project: construction, ownership and business of Tan Ky market with a total investment of 177 billion VND. In the first 5 months of the year, the Provincial People's Committee has approved the investment policy for 4 projects with a total investment of 437.2 billion VND.

Education, health care, culture, security and defense are basically stable.

However, through the report, the socio-economic situation in the first 6 months of Tan Ky district also shows some shortcomings that need to be resolved soon. That is, the cultivated area decreased by 688.3 hectares compared to the same period; the newly planted sugarcane area did not meet the plan; some economic models and programs are still slow, the implementation of new rural criteria is facing many difficulties, especially the criteria of traffic, schools, cultural institutions; Public investment capital according to the scoring criteria decreased compared to 2017; Some projects have not been completed, but the 2016-2020 medium-term plan has been fully arranged...

At the conference, the leaders of Tan Ky district also reported the results of the implementation of Notice No. 440/TB-UBND dated July 27, 2016 of the Provincial People's Committee on the conclusion of Chairman of the Provincial People's Committee Nguyen Xuan Duong and Notice No. 409/TB-UBND dated July 5, 2017 on the conclusion of Vice Chairman of the Provincial People's Committee Huynh Thanh Dien at the working session with the leaders of Tan Ky district; Official Dispatch No. 7908/UBND.TH dated October 13, 2017 of the Provincial People's Committee on the direction of the implementation of the Notice of conclusion of the Provincial Party Secretary at the working session with the Standing Committee of the Tan Ky District Party Committee.

At the meeting, delegates all agreed that Tan Ky is a locality with potential in terms of land and people. This is a favorable condition for developing many industries, especially agriculture, forestry, trade and services, minerals and construction materials.

In recent times, the district leaders have also had many solutions to promote socio-economic development. However, some opinions also said that Tan Ky district currently needs to pay attention to overcoming shortcomings and limitations. These are issues related to administrative reform and public services.

Based on area, administrative boundaries and population structure, many communes and hamlets have not met the regulations. Therefore, the district needs to study and arrange them reasonably. In addition, Tan Ky must continue to promote the management of urban architecture, planning, construction, environment and construction materials.

In the agricultural sector, the district has achieved many important results. The number of livestock and poultry has increased rapidly, and 86 farms have been developed in the area that meet the standards of the Ministry of Agriculture and Rural Development; With an area of ​​sugarcane ranging from 5,700 - 6,000 hectares annually, of which 900 hectares have been produced according to high-tech models. This is an important source of raw materials for sugar factories in the area. In addition, the area also has other important crops such as rice, cassava, acacia...

However, the district must also stick to reality to implement a reasonable agricultural and forestry economic structure. The solution is to focus on building a high-tech agricultural value chain, creating an open corridor to attract investors to the agricultural sector and other industries.

In addition, the technical infrastructure of Tan Ky district still has many limitations. The traffic system and infrastructure works have not been invested synchronously.

Speaking at the conference, comrade Dinh Viet Hong - Vice Chairman of the Provincial People's Committee requested Tan Ky district to make efforts and focus on implementing the targets set out in the Resolution of the District Party Congress for the 2015-2020 term.

To achieve this, the District Party Committee and People's Committee need to focus on attracting investment and creating favorable conditions for investors. The province will be responsible for supporting Tan Ky district to attract investors to the locality.

The district needs to focus on quickly bringing high-tech agricultural processes and models into production to promote potential and value; strongly develop livestock farming to take advantage of the locality's advantages, thereby increasing people's income.

Local authorities also need to pay attention to and strengthen forest fire prevention and control. Focus on managing 21 communes in the area in conjunction with the new rural program. Up to now, the district has only 6/21 communes and 85/269 villages and hamlets meeting the new rural criteria.

Concluding the working session, after acknowledging the efforts of the Party Committee and people of Tan Ky district, comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee said that Tan Ky district is located in the key economic zone of the Western region of the province. Therefore, the district wants to awaken its potential strengths and must identify key contents, which are focusing on building traffic and infrastructure; focusing on building economic models; promoting economic restructuring in both scale and nature, and implementing land consolidation and plot exchange well.

Chairman of the Provincial People's Committee Nguyen Xuan Duong directed Tan Ky district to combine the mid-term results assessment with the targets and tasks of 2018 and the Resolution of the District Party Congress to focus on direction.

The district needs to focus on planning, management and implementation of planning; Continue to accelerate the restructuring of the agricultural economy, strongly transform both scale and quality, apply science and technology to production and cultivation...

Comrade Nguyen Xuan Duong noted that, in addition to investing in infrastructure construction, it is necessary to pay special attention to directing the construction of economic models, building model gardens... to increase sustainable income for people. In attracting investment, it is recommended to pay attention to attracting projects to develop construction materials such as bricks and tiles using new technology. In addition, strengthen the management of resources and minerals.

At the same time, focus on education and training, employment, poverty reduction, cultural development, and creating a foundation for new rural construction. Pay attention to protecting and taking care of people's health; implement social policies well, and ensure social security.
