Communes are confused about how to handle the excess cultural houses and offices; there is a risk of wasting assets.

Speed ​​up disbursement of capital for basic construction

At the discussion session of Group 4, delegates agreed and highly appreciated the socio-economic development results of Nghe An province in the first 6 months of 2020. In particular, Nghe An province has 2 great "gains", which are: Covid-19 prevention and control work has achieved good results, there are no infected people in the area. The socio-economy is basically stable, the growth rate and budget revenue are among the good provinces and cities in the country.

In addition to the achievements, the delegates also pointed out the limitations in the implementation of policies, tasks, such as: The implementation of resolutions, mechanisms and policies of the Provincial People's Council still has many shortcomings and limitations. Budget collection has made progress but still cannot balance regular expenditures, there is still a deficit. Environmental treatment is still inadequate. Security and order, especially traffic safety, are not guaranteed. The recovery of slow-progressing projects is not drastic, there are still many suspended projects.

Provincial People's Council delegate Tran Van Huong - Vice Chairman of the Provincial Farmers' Association commented: When proposing policies and guidelines, the province must prepare the financial basis for implementation. Currently, the province is issuing policies and guidelines but the funding is not sufficient. For example, the funding to support new rural standard gardens is 15 million VND/garden. In the province, there are many households that have implemented well according to the standards issued by the Department of Agriculture and Rural Development but cannot be accepted and supported.

Commenting on the socio-economic development situation of the province in the last 6 months of 2020, many delegates of the Provincial People's Council said: The socio-economic growth situation of the province has taken steady steps but there are no breakthrough solutions; investment attraction is not outstanding; agricultural, forestry and fishery production is facing difficulties due to weather effects; the Covid-19 epidemic has greatly affected the economy, employment and income of people are not stable; administrative procedure reform is not good.

Delegates suggested: In the last 6 months of 2020, Nghe An province and districts, cities and towns need to drastically accelerate the disbursement of capital for basic construction, contributing to creating jobs for people and promoting economic growth. The Provincial People's Committee needs to pay attention to attracting investment to the province, anticipating a new wave of investment when foreign investors move production facilities from epidemic areas to Vietnam.

At the discussion session of Group 4, delegates had many opinions about the shortcomings after the merger of hamlets and communes and the regime for the staff working at the grassroots level. Delegate Hoang Nghia Hung (Nam Dan) said: It is necessary to have specific instructions soon, urging the review of the handling of public assets, which are hamlet cultural houses, commune offices, and medical stations. Currently, there are hamlets after the merger that both lack and have excess cultural houses. Specifically, there is a lack of cultural houses large enough for activities, and "excess" cultural houses are left to "run the rats".

Also according to delegate Hoang Nghia Hung: It is necessary to quickly resolve the regime and policies for officials who are redundant after the merger. It cannot be prolonged from year to year, otherwise it will affect the work of mass mobilization, trust, ideology and politics among the people.

During the group discussion session, the Provincial People's Council delegates also raised the shortcomings at the grassroots level related to the implementation of Decision No. 14/2020/QD-UBND, dated May 27, 2020 of the Provincial People's Committee on the level of allowances and the process of implementing the level of allowances for people directly participating in the work of hamlets, blocks and villages in the province.

Provincial People's Council delegate Dinh Thi An Phong (Nghi Loc) stated: The implementation of Decision 14 is difficult due to cumbersome administrative procedures, causing difficulties for the grassroots. If this decision is applied, the implementation of political tasks of political and social organizations and unions will be reduced and less effective. The province needs to study to continue implementing it effectively.

At the discussion session, representatives of the leaders of the Departments of Natural Resources and Environment, Finance, Health, Labor - Invalids and Social Affairs and the Provincial People's Committee Office made statements explaining the opinions raised. According to representatives of the Department of Finance and the Provincial People's Committee Office: Since October 2019, the Department of Finance has issued specific documents guiding the handling of public assets such as cultural houses and offices. The Provincial People's Committee has also requested communes to review this type with the deadline for reporting on July 30, 2020. In particular, communes, wards and towns need to proactively have appropriate and effective handling plans...

Regarding the issue of resolving the regime for redundant staff after the merger, there are still many inconsistent opinions, and the Provincial People's Council needs to soon have direction.
