Need to make school expenses public and transparent

Also attending were comrade Nguyen Nhu Khoi - Member of the Provincial Party Committee, Director of Nghe An Radio and Television Station, representatives of Tan Ky District People's Committee and a number of related departments and branches.

Huong Son Kindergarten is located in a particularly disadvantaged commune of Tan Ky district. The area is large, transportation is difficult, the rate of poor and near-poor households is over 50%, there are 2 hamlets in ethnic minority areas. The school's facilities are still lacking, students have to study at 4 school locations.

In the 2016-2017 school year, Huong Son Kindergarten has 374 students, including 9 kindergarten classes with 299 children; 18 teachers, of which 15 are on the payroll and 5 are on contract. The school has 12 classrooms (1 borrowed classroom), 114 children are exempt from tuition fees, 68 children are eligible for tuition reduction.

In the 2015-2016 school year, the school's total tuition revenue was over 129 million VND; the revenue was 40,000 VND/child/month. The agreed revenues included an average membership fee of 50,000 VND/child/year; contracted rent for seasonal cooks of 30,000 VND/child/year with a salary for cooks of 2 million VND/month; in the 2016-2017 school year, the expected revenue was 44,000 VND/child/year.

In the 2015-2016 school year, the school mobilized more than 125 million VND from socialized education, and is expected to mobilize more than 136 million VND from socialized education in the 2016-2017 school year.

Ms. Le Thi Loan - Principal of the school said that the current tuition fee is suitable for the people's ability to contribute. There are still many difficulties in the social mobilization movement, the highest supporter is about 400 thousand VND, the lowest is 50 thousand VND, many families are not able to support. Up to this point, the school has not collected any socialized amount compared to the plan. Therefore, regarding the issue of tuition fee collection, teachers and representatives of the commune government hope that it will not increase.

Mr. Nguyen Van Chau - a parent of a student requested not to apply the school milk program and not to increase tuition fees.

Comrade Ho Phuc Hop noted that the school not only implements socialization in revenue but also needs to focus on publicity and transparency in expenditures.

In the 2016-2017 school year, Tan Ky 3 High School had 33 classes with 1,147 students, an average of 34.8 students/class. The school had 91 teachers, of which 82 were on the payroll. In the 2015-2016 school year, total revenue was 2 billion VND; of which tuition was over 440 million VND, and socialized education was over 554 million VND.

Working at Tan Ky 3 High School, the survey team listened to the recommendations and proposals of the facility. Accordingly, the school wishes to increase tuition fees by about 10%.
