Need for breakthrough solutions to reduce poverty

The delegates highly appreciated the leadership, direction and management role of all levels and sectors, creating many positive changes in socio-economic development, ensuring national defense and security in the province. In addition, some delegates also frankly raised some shortcomings and difficulties.

Delegate Lo Thi Kim Ngan (Que Phong) said: In the socio-economic report presented by the Provincial People's Committee at the meeting, it was stated that "the lives of a part of the people still face many difficulties"; and this part is mainly concentrated in mountainous and ethnic minority areas. Therefore, it is necessary to clarify the results as well as the responsibilities of all levels, sectors and localities in implementing programs and projects; poverty reduction policies in mountainous and ethnic minority areas, including solving the "post" problems of hydropower resettlement, especially the problem of creating sustainable livelihoods for the people. On that basis, there are better solutions to sustainably reduce poverty in the province in general and ethnic minority areas in particular.

Also mentioning the issue of improving the lives of people in mountainous and ethnic minority areas, delegate Luc Thi Lien (Quy Chau) said: There needs to be a specific solution to the problem of job creation and creating regular income for people. This is not only a solution to contribute to sustainable poverty reduction but also to ensure security, social order and safety in border areas and ethnic minorities.

Delegate Ngo Duc Thuan (Quy Chau) suggested that the province should study and issue policies for new rural villages in mountainous and ethnic minority areas. At the same time, promptly and completely handle the land recovery from farms and forestry farms to hand over to people for production; have a roadmap to bring electricity to disadvantaged villages that do not have electricity.

Better ensure growth conditions

Regarding ensuring better development conditions for mountainous districts, delegate Lu Dinh Thi (Que Phong) raised the issue: Currently, hydropower projects are concentrated in mountainous districts with many consequences that it brings. It is proposed that the province leave 10-15% of tax revenue from hydropower projects to localities so that localities can proactively solve difficulties. Delegate Lu Dinh Thi also suggested that the province should leave 100% of land auction money for districts 30a, increasing resources for new rural construction.

Delegate Lau Ba Chay (Ky Son) said that the province needs to supplement capital for the Truong Banh irrigation works to serve production for the people of Que Son commune (currently through 2 terms but not yet completed); Chau Thon - Tri Le road, serving the economic development of the border commune, especially 10 Mong villages, Tri Le commune. At the same time, attention should be paid to the maintenance of degraded traffic and irrigation works.

Delegate Lu Dinh Thi suggested that the province allocate tax money from hydropower projects to localities with hydropower plants.

Along with the proposal to allocate revenue from hydropower plants, delegate Lo Minh Hoat (Ky Son) suggested that the province leave 50% of the revenue for the districts. Delegate Lo Minh Hoat also pointed out the current situation of boarding schools with only classrooms and rooms; water supply, playgrounds and sanitation facilities are poor or non-existent, suggesting that the province needs to study to have synchronous investment.

Many delegates also mentioned the planning and approval of too many hydropower projects in mountainous districts, which have, are and will pose many shortcomings and difficulties. It is recommended that the province study and consider stopping some projects. Pay attention to allocating additional funding to border districts to ensure foreign affairs activities with neighboring provinces of Laos.
