Need to clarify the role of departments and branches in youth development strategy

Implementing the Vietnam Youth Development Strategy for the period 2011 - 2020, in recent times, the work of educating revolutionary ideals, ethics, and cultural lifestyle for young people has been identified as one of the key contents of the strategy, which has been effectively implemented by Party committees, authorities, sectors, and organizations at all levels.

The work of propagating and disseminating the law continues to be implemented in many creative ways, suitable for young people, contributing to building union members and young people with the awareness of "Living and working according to the Constitution and the Law".

The work of fostering and improving the cultural, foreign language and professional qualifications of youth union members is identified as an important task to improve the quality of young human resources, meeting the requirements of industrialization, modernization and international integration.

In recent times, the province has paid attention to training, fostering, arranging and promoting young talents; forming a team of scientific and technical staff, a team of good young leaders and managers in state agencies and socio-economic organizations. Supporting young people in finding jobs, increasing income, improving the material and spiritual life of young people...

Regarding the implementation of the 2005 Youth Law, the contents of the law have been fully implemented, gradually entering the lives of young people, contributing to raising social awareness of youth work and the role of young people in the cause of socio-economic development, national defense, security, and social order and safety.

Regarding the implementation of policies related to vocational training and job creation for young people, there are currently 13 credit programs related to lending to young people through the Social Policy Bank to support production, job creation and vocational training.

However, in the process of implementing the Vietnam Youth Development Strategy for the period 2011 - 2020; Youth Law 2005; policies related to vocational training and job creation for young people still have limitations, such as: Investment in cultural institutions, entertainment venues for young people from the province to the grassroots level is still lacking; The situation of young people violating the law is still a hot issue in society; Career counseling activities for young people in choosing a career and creating jobs are not very effective; Loan capital to meet the needs of young people is still limited, loan procedures still face many difficulties...

During the monitoring session, members of the monitoring delegation requested the province to provide more information on the system of documents implementing the province's youth policies; policies for young talents, and policies to support youth in disadvantaged areas. They requested to clarify the roles of all levels and sectors in implementing youth policies.

Speaking at the meeting, Comrade Bui Quang Huy - Secretary of the Central Committee of the Youth Union said that the Government has issued the Youth Development Strategy Phase 2, so he requested the province to have a detailed plan for this strategy at the provincial level, in order to meet the requirements in the new situation.

Currently, some projects have been implemented for 5 years but are not feasible, and need to be analyzed to clarify the direction of future implementation. Regarding the implementation of the Youth Law, the difficulties and shortcomings need to be assessed in detail by relevant levels and sectors to be submitted to competent authorities and the National Assembly.

Speaking at the meeting, comrade Le Ngoc Hoa accepted the opinions of the monitoring delegation and assigned departments, branches, and the Youth Union to strengthen propaganda and raise awareness of the action program to implement the Youth Development Strategy.

At the same time, he affirmed that the province will focus on implementing the socio-economic development targets for the period 2013 - 2020, national target programs, development plans for sectors and fields on youth development. Thereby, it will review the youth development targets and policies according to Decision 1131/QD - UBND promulgating the Youth Development Program of Nghe An province for the period 2013 - 2020 to better implement the targets of the Youth Development Strategy Phase 2.
