Need to improve public ethics in medical and forensic examination and assessment

On the afternoon of March 14, Nghe An Department of Health held a meeting to listen to and evaluate the implementation of medical appraisal tasks in 2022 and deploy tasks in 2023.
Attending the meeting were representatives of the leaders of the Medical Affairs Department, the Department of Health, the Provincial Medical Examination Center, the Provincial Forensic Center, the Provincial Center for Disease Control, provincial hospitals; members of the Medical Examination Council, and Forensic examiners of Nghe An province.
Recently, the work of examination,appraisalMedical and forensic medicine in Nghe An are always guaranteed to comply with legal regulations, procedures, scientific principles and collective nature; there is a good combination between expertise and policy to ensure the rights of the subjects.
In 2022, the Provincial Forensic Center conducted examinations,appraisalfor 842 cases. Of which, 686 cases were forensic examinations of injuries; 85 cases were forensic examinations of sexual assault; and 71 cases were forensic examinations of corpses.
The Provincial Medical Assessment Center conducted medical examinations for 975 cases. Of which, 41 cases were examined for war invalids; 152 cases were examined for chemical/dioxin poisoning; 128 cases were examined for work-related accidents; 438 cases were examined for early retirement; 128 cases were examined for disability...
Currently, forensic and medical appraisal work in Nghe An faces many difficulties due to the large area of operation, lack of human resources, passive nature of work, limited legal awareness of appraisal, lack of on-call regime and inadequate special allowance regime. Some appraisers have not been trained in professional expertise.
The Medical Assessment Center has not yet invested in paraclinical and testing equipment, so it has not created favorable conditions for subjects to come for examination and assessment; it has not yet fully implemented tasks such as occupational disease examination and assessment.

At the meeting, the delegates pointed out the practical shortcomings in forensic and medical examination work; at the same time, they also mentioned issues that need to be vigilant, such as: The situation of changing examiners (especially diabetes examination); examiners exaggerating diseases and misinterpreting the regime; violating the law on disclosure of forensic examination information.
Concluding the meeting, Dr. Nguyen Huu Le - Deputy Director of the Department of Health, Chairman of the Medical Examination Council of Nghe An province stated: In 2023, the Provincial Forensic Center needs to promptly conduct examinations and examinations in all cases when requested by the prosecution agencies, on time, in accordance with the Ministry of Health's examination procedures; ensuring objectivity, honesty and accuracy.
The Provincial Medical Examination Center examines and appraises 100% of cases with full procedures according to current regulations, without any backlog; coordinates with the Department of Labor, War Invalids and Social Affairs and the Provincial Social Insurance to perform well in the work; strictly implements the reception process, promptly detects fake records and records that do not meet requirements; ensures the examination and appraisal process is based on scientific principles and collective nature.
The Forensic Center, the Medical Assessment Center and related units, along with assessors, need to improve their sense of responsibility, public ethics, and regularly improve their professional expertise.
The two centers need to regularly review and revise working procedures and regulations in accordance with legal documents; carefully study legal documents to strengthen advisory work for industry leaders; regularly update and disseminate new information, knowledge and regulations to appraisers; the unit promotes administrative reform and application of information technology in work./.
