'Bridge' bringing policies and laws to women

(Baonghean.vn) - Dissemination and education of law is considered a bridge to bring policies and laws to women. Realizing that, Women's Unions at all levels in the province have implemented the Law on Dissemination and Education of Law in a synchronous and effective manner.

The effective implementation of legal dissemination and education has created an important premise for building many effective models, contributing to raising awareness of the rule of law and promoting gender equality, enhancing the role and position of women and girls in modern life.

Changing perceptions from practical models

Following Ms. Hoang Thi Tinh - President of the Women's Union of Nghi Thach Commune (Nghi Loc District), we came to Hamlet 2. The first impression was the peace, order and cleanliness in every alley and house. Currently, the hamlet has 236 households with 865 people. Of which, 250 women over 18 years old are regularly present in the area and 204 children.

Since May 2020, when Hamlet 2 focused on building the model“Safe villages for women and children”Women here have fully participated in the legal dissemination and propaganda sessions organized by the Provincial Lawyers Association in coordination with the Commune Women's Association. From here, all questions and difficulties related to the law of women have been fully resolved.

Turning awareness into action, each woman in the village has become an active propagandist to protect herself and mobilize her family to achieve the goal of “5 yes” including: having a safe house; having a sustainable livelihood; having health; having knowledge; having a cultured lifestyle and “3 clean”: including a clean house; a clean kitchen; and a clean alley. The good implementation of these models has created a healthy, civilized lifestyle and ensured security and order for the local community.

“There are individuals who have completely changed under the support of women’s associations at all levels. For example, Ms. Le Thi Thuy (born in 1970). Looking at her now with her enthusiastic spirit and bold participation in local movements, no one would think that she was once a shy, reserved person who almost said no to social activities.

However, with the participation of women's associations at all levels, from skillful propaganda work to boldly encouraging her to directly demonstrate her abilities through cultural activities, sports, and new rural construction, her concept of her role and value has gradually changed. Her confidence has also helped her husband change his perception to love and accompany his wife in many local movements.

In fact, over the past 2 years, not only Ms. Le Thi Thuy, but also many women and children in the hamlet have been cared for and accompanied to make progress," said Ms. Tinh. With its practical meaning and effectiveness, the model "Safe Village for Women and Children" has become a fulcrum to help women and children rise up, have an equal, prosperous and happy life.

Looking across the province, manymodel of popularization and legal educationWith the guidance and direction of the Association at all levels, more than 500 models of propaganda and dissemination of legal education and gender equality have been regularly and effectively operated. The well-implemented propaganda work is the premise for building many effective models such as the model of "Supporting the community to prevent and combat human trafficking"; "Trusted address, temporary shelter in the community" in the districts of Tuong Duong, Que Phong, Quy Chau, Ky Son. The model of "Sustainable happy family" and the marriage - family counseling team in Vinh Son, Anh Son; The model of "Preventing human trafficking and unsafe migration" in Quy Hop district.

In particular, two “rapid response teams” supporting cases of domestic violence, sexual abuse and human trafficking in Quynh Luong and Quynh Thang communes of Quynh Luu district and two groups “Supporting safe migrant women for labor” in Son Thanh and Bao Thanh communes of Yen Thanh district have achieved extremely important results. In particular, the Women’s Union at all levels has paid attention to promoting the dissemination and education of the law for women in religious areas, ethnic minority areas, mountainous areas, remote areas, and border areas.

Up to now, 25/27 border communes have been supported with livelihood models, equipped with working tools, essential items and utensils, and built shelters of love... to help women in border areas overcome difficulties and gradually take control of their lives.

Continue to innovate propaganda work

As a locality with a large population and large area, Nghe An is one of the provinces with the largest number of women's union members in the country. Therefore, along with implementing major movements and campaigns of the Central Committee of the Vietnam Women's Union, in recent years, all levels of the union in the province have focused on and cared for the dissemination and education of law to members.

Statistics show that over the past 10 years, all levels of the Association have organized and disseminated information to 991,347 cadres, members and women. Many of these are concentrated in mountainous districts and areas with ethnic minorities.

Referring to this work, Ms. Hoang Thi Thanh Minh - Vice President of the Provincial Women's Union said: After nearly 10 years of implementing the Law on Dissemination and Education of Law, the work of disseminating and educating the law has had many positive changes. The organization's activities of disseminating the law have been focused on. The team of legal reporters and propagandists has been strengthened, and the quality has been clearly improved.

Many new and suitable forms and models of popularizing and educating the law have been implemented, contributing to raising awareness and compliance with the law among officials, members, women and the people. From there, violations and crimes have been gradually limited, contributing to maintaining political security and social order and safety in the province.

In the coming time, to improve the effectiveness of legal dissemination and education, the Women's Union will continue to improve the legal system, build policy mechanisms to encourage individuals and organizations to participate in this activity. In particular, focus on building a team of specialized legal reporters targeting specific groups of people with disabilities and ethnic minorities.

For localities with difficult economic and social conditions, it is necessary to mobilize the participation of organizations and enterprises to support the dissemination, education of law and mediation activities at the grassroots level. At the same time, organize training and timely support for the reporting team so that localities can deploy new contents in propaganda work, creating positive changes in awareness and action in response to new requirements arising from practice./.
