Drug and gambling crimes increase

Delegate Ho Dinh Trung warned that “American weed” has now infiltrated schools and infiltrated high school students. The court has tried a number of cases involving students.

“Most high school students follow each other and compete to buy “American weed” to smoke,” said a delegate from Thanh Chuong district, and requested that the education sector, schools, youth unions and other organizations have solutions to educate students about the harmful effects of “American weed” to help them stay away from this dangerous drug.

“Weed” is a group of synthetic cannabis substances that are soaked in herbal form. When using “weed”, it will cause strong hallucinations, psychosis, dilated pupils, agitation, stress, anxiety, and can have extreme thoughts that are harmful to oneself and others. If used in high doses for 3 months or more, the addict will almost never be able to recover the brain.

The Chief Justice of the Provincial People's Court also said that the situation of illegal credit is complicated. Citing the current situation, the lenders post advertisements all over electric poles, lamp posts, and walls, Mr. Ho Dinh Trung likened these to "lamp post banks" and said that the broad meaning of these services is financial services but the narrow meaning is illegal credit.

From the practice of trying cases, delegate Trung said that illegal credit activities are often related to pawnshops, but many establishments operate in a way that aids criminals, disrupting social order and security.

To prove this, the Chief Justice of the People's Court of Nghe An province said that the court had tried cases where, although the car was rented and self-driven, the pawnshop still lent money, and even with just a few types of documents, hundreds of millions of dong were lent because these pawnshops were willing to send people to "suppress" and collect debts if the borrower did not pay.

Delegate Ho Dinh Trung said that the Legal Committee of the Provincial People's Council has recommended that the authorities of districts, cities and towns must strictly control pawnshops, and in case of violations, their licenses must be revoked. However, in reality, not many have been revoked. Therefore, he suggested that there must be solutions to prevent illegal credit activities related to pawnshops.

On the other hand, delegate Ho Dinh Trung also said that gambling crimes have also increased with over 300 cases and about 1,700 defendants, so he suggested that Party committees and authorities, especially at the commune level, propagate so that people do not violate.

2019 - the year of accelerated development

Delegates from Thanh Chuong and Anh Son district constituencies also spent a lot of time discussing the results and solutions for socio-economic development of the province.

Delegate of Thanh Chuong Group Truong Van Hung suggested that there must be a solution to attach responsibility to local authorities in the process of linking agricultural production, because enterprises often sign contracts with cooperatives, thereby providing seeds and fertilizers to farmers, but then there are many cases where enterprises have difficulty purchasing them.

Mr. Hung also recommended having support policies to advertise agricultural products to the consumer market.

Regarding the province's budget revenue, delegate Tran Dinh Toan - Deputy Head of the Provincial People's Council's Legal Committee said that the province's revenue sources are not stable and diverse, mainly relying on 3 breweries. Therefore, the delegate suggested that the province needs to have solutions to take care of revenue sources, including paying attention to resolving recommendations for businesses that contribute greatly to the provincial budget.

Also related to budget revenue, delegate Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee in 2018 said that in 2018, there were 16 targets related to budget revenue, of which 11 targets were achieved and 5 targets were not achieved. And all 5 of these targets are related to the production and business of enterprises.

From there, delegate Le Ngoc Hoa said that there must continue to be solutions to untie businesses. From a broader perspective, the implementation of development targets for the 2015-2020 term, the Vice Chairman of the Provincial People's Committee emphasized that the province needs to have policies to create breakthroughs to achieve the set goals.

Also related to solutions to develop the province's socio-economy, delegate Anh Son Nguyen Van Do - Director of the Department of Planning and Investment said that in 2019, the province will have to develop with a spirit of acceleration, so the industry advises the Provincial People's Committee to direct industries and localities to develop growth scenarios in order to have solutions to closely direct implementation.
