"Catalyst" from rewards
(Baonghean) - Despite many difficulties, in recent years, localities in the province have been flexible in rewarding individuals and groups that have implemented population policies well. Thanks to that, it has timely encouraged, motivated and motivated units to do their tasks well.
Dien Binh commune is the first locality chosen by Dien Chau district to build a commune with no third child births. To achieve that goal, Dien Binh has developed a project on hamlets and communes with no third child births, including many reward policies for individuals and groups that do well in population work; at the same time, strictly handle violators.

Specifically: any hamlet where someone has a third child will not be classified as a clean and strong party cell; any organization will not be awarded the title of advanced; any family that violates the law will be criticized and reminded by the clan; a review meeting will be held in front of the village. Mr. Vo Dinh Luan, Chairman of the Vo Clan Council in Dien Binh shared: “We encourage our clan members to implement the population policy well. Families that have few children, have good and obedient children, are rewarded and encouraged every year. The clan's regulations have been changed to promote gender equality, without distinction between boys and girls.”
In Dien Van commune (Dien Chau), with the characteristics of a coastal commune, in previous years the rate of people having a third child was very high. The commune has a policy: Couples of childbearing age who do not have a third child for 5 consecutive years will be rewarded with 1.5 million VND. In particular, despite many difficulties, the Dien Van commune government has allocated 50 million VND from the budget to promote communication and counseling activities associated with providing reproductive health care and family planning services; the commune also included the goal of improving the quality of coastal population in the resolution, each hamlet included the population policy in the village covenant and convention for implementation, as a criterion for annual emulation evaluation.
Ms. Tran Thi Luong, Director of the Center for Population and Family Planning of Dien Chau district, said: The timely reward policy has affected people's thinking about family planning, encouraging people to do a good job in population work. Thereby, it also creates conditions for replicating typical models. Together with the communes, Dien Chau district has included in the Council Resolution a high reward level for hamlets and communes with no one having a third child. Specifically: Hamlets that have done well for 3 consecutive years will be rewarded 10,000,000 VND/hamlet, communes that have no one having a third child will receive a reward of 100,000,000 VND/commune.
Do Luong also pays great attention to rewards in implementing the Population - Family Planning policy. Currently, the district stipulates that if a hamlet has no one giving birth to a third child for 2 consecutive years, it will be rewarded with 700,000 VND, maintained for 3 years, the reward will increase to 1,000,000 VND and 1,500,000 VND for 4 years. In addition, communes also have their own reward policies and the highest reward for a hamlet with no one giving birth to a third child is 500,000 VND. Typical of these are the communes of Thuong Son, Nam Son, Luu Son... Thanks to timely encouragement, in the past 3 years, Do Luong district has had more and more hamlets doing well in the population policy. In 2014, the whole district had 29 blocks and hamlets that had no one giving birth to a third child for 2 consecutive years (of which 4 hamlets achieved 9 consecutive years).
Despite many economic difficulties, Nghe An is one of the provinces that has done well in rewarding policies for population work. Currently, the province is applying a number of policies such as increasing the bonus for communes and wards that do not have people giving birth to a third child by nearly 3 times compared to the previous period; people of childbearing age who have 1-2 children or more and use contraceptive methods for sterilization are given free surgery, are given a certain amount of medicine and a health insurance card according to the regulations of the Ministry of Health (duration 2 years), are supported with money and some services to improve population quality; those who do well in mobilization work are also rewarded with money from the provincial budget. Particularly for part-time population and family planning collaborators in hamlets, blocks and villages, in addition to receiving remuneration according to the regulations of the Central Government, the province also supports an additional allowance of 0.1% of the basic monthly salary...
Thanks to that, the rapid population growth rate has been controlled; the crude birth rate decreased from 19.5‰ (in 2012) to 17.21‰ (in 2014); the birth rate of the third child or more decreased from 18.18% to 17.21%; the population growth rate decreased to 1.08%. In 2014, the whole province had nearly 1,900 hamlets and villages with no one having a third child and were promptly rewarded.
Ms. Le Thi Hoai Chung, Head of the Department of Population/Family Planning, affirmed that these results show that the promulgation of the population and family planning policy has had a great impact on the implementation of population and family planning targets, contributing significantly to socio-economic development, increasing annual per capita income, helping to achieve good results in hunger eradication and poverty reduction, gradually improving people's living standards. At the same time, maintaining reward policies in the population sector is extremely necessary in the current period.
Recently, the Provincial People's Council passed Resolution No. 170/2015/NQ-HDND on Regulations on a number of Population - Family Planning policies in Nghe An province" to amend a number of old policies to suit new conditions and circumstances. This Resolution, which is planned to be implemented from January 1, 2016, is creating new momentum and motivation for the province's population work and creating hopes that it will promote population work to achieve higher efficiency, gradually bringing Nghe An's population work to its set goals and improving population quality.
