1. Regulations on the operation of the National Steering Committee for the construction of special administrative-economic units

The Prime Minister has just issued the Operating Regulations of the National Steering Committee on the Construction of Special Administrative-Economic Units.
The Regulations specify the duties of the members and the apparatus assisting the Steering Committee. The Ministry of Planning and Investment is the standing body of the Steering Committee. The Ministry of Planning and Investment established a Steering Committee assisting team, with the participation of representatives of the Ministry of Planning and Investment, the Government Office, the Ministry of Home Affairs, the Ministry of Justice and a number of relevant ministries and agencies.
The members of the Steering Committee's support apparatus operate on a part-time basis. The Steering Committee operates on a regime that emphasizes the personal responsibility of the Steering Committee's leaders. The Steering Committee's leaders decide on issues through organizing Steering Committee meetings or collecting opinions and reporting in writing.
Ministries, branches and localities are responsible for supporting and coordinating with the Steering Committee to carry out the tasks of the Steering Committee. Members of the Steering Committee work part-time; they are allowed to use the organizational apparatus of their agencies to carry out the tasks assigned by the Steering Committee leaders.
2. Changes in the conditions for temporary tax-free import of cars for preferential subjects

The Prime Minister has just issued Decision No. 10/2018/QD-TTg amending and supplementing a number of articles of Decision No. 53/2013/QD-TTg dated September 13, 2013; in which, amending the conditions for temporary tax-free import of automobiles and motorbikes of subjects enjoying preferential and immunities rights in Vietnam.
According to the newly issued decision, diplomatic missions, consular offices and representative offices of international organizations based in Vietnam are entitled to privileges and immunities under international treaties that Vietnam has signed or joined as prescribed in Articles 8, 9 and 10 of Decree No. 73/CP dated July 30, 1994 of the Government (subject 1) are allowed to temporarily import cars and motorbikes exempt from import tax, not subject to special consumption tax and value added tax according to the types and quantities prescribed in Clause 1, Article 5 of Decree No. 134/2016/ND-CP dated September 1, 2016 of the Government after being granted temporary import standards by the Ministry of Foreign Affairs in the tax-free goods quota book as prescribed.
3. Supplementing conditions for managing social network information content

Specifically, the conditions for information management for social networks include: Having an agreement to provide and use appropriate social network services and posting it on the home page of the social network; ensuring that users must agree to the agreement to use social network services online in order to be able to use the services and utilities of the social network; having a coordination mechanism to be able to immediately remove content that violates Clause 1, Article 5 of Decree 72/2013/ND-CP no later than 3 hours after self-discovery or request from the Ministry of Information and Communications or the licensing authority (in writing, by phone, email); having measures to protect the confidentiality of private information and personal information of users; ensuring the right of users to decide to allow the collection of their personal information or to provide it to other organizations, businesses, and individuals.
Conditions for information management for general electronic information websites include: Having a public information management process: Determining the scope of information sources to be exploited, management mechanisms, checking information before and after posting; having a mechanism to control information sources, ensuring that the posted general information must be accurate according to the source information; having a coordination mechanism to be able to immediately remove content that violates Clause 1, Article 5 of Decree 72/2013/ND-CP no later than 3 hours after self-discovery or request from the Ministry of Information and Communications or the licensing authority (in writing, phone, email)....
4. Strengthen guidance and inspection of the activities of provincial People's Councils

The Prime Minister requested ministries and ministerial-level agencies, according to their functions and tasks, to strengthen guidance and inspection of the activities of provincial-level People's Councils, focusing on inspecting the issuance of Resolutions of the People's Councils.
The Prime Minister assigned the Ministry of Home Affairs to coordinate with the National Assembly Delegation Work Committee to organize training and fostering of People's Council delegates of provinces and centrally run cities.
The Ministry of Information and Communications is researching to enhance the application of information technology in the activities of People's Councils at all levels.
The Ministry of Justice completes detailed regulations and guidelines for the implementation of the Law on Promulgation of Legal Documents, studies and submits to the Government amendments and supplements to Decree No. 34/2016/ND-CP of the Government to ensure uniform implementation nationwide on the concepts of legal documents and individual documents; time for examining draft resolutions of the People's Councils of provinces and centrally-run cities.
The Prime Minister assigns ministries, ministerial-level agencies and People's Committees of provinces and centrally-run cities, within the scope of their tasks and powers, to be responsible for implementing Resolution No. 485/NQ-UBTVQH14.
5. Conditions for recognition of tourist spots and areas

The Government has just issued a Decree detailing a number of articles of the Law on Tourism. In particular, the Government stipulates the conditions for recognizing tourist spots and areas.
According to the Decree, the conditions for recognition of a national tourist area include: Having at least 2 tourism resources, including national-level tourism resources; having boundaries determined on a topographic map certified by a competent authority. The map scale depends on management requirements and the terrain of the area; being included in the list of potential areas for national tourist area development approved by the Prime Minister.
In addition, there must be high-quality, synchronous infrastructure, technical facilities, and services that meet the accommodation, dining, and other needs of tourists, including: Having establishments providing food, shopping, sports, entertainment, recreation, and health care services that meet tourist service standards, serving at least 500,000 visitors per year; a system of tourist accommodation establishments that serves at least 300,000 visitors per year, including tourist accommodation establishments recognized as 4-star or higher; having the conditions specified in points a, c, and d, Clause 2, Article 12 of this Decree...
6. The Government Standing Committee concludes the consideration and recognition of the titles of professor and associate professor.

Considering Report No. 42/BGDĐT-VP dated February 28, 2018 of the Ministry of Education and Training on the review of the recognition of meeting the standards for the title of professor and associate professor in 2017 and the opinions of the Deputy Prime Ministers, Minister of Education and Training, Minister, Head of the Government Office at the meeting on March 2, 2018 at the Government Headquarters, the Government Standing Committee unanimously concluded as follows:
1. The Minister of Education and Training, the Chairman of the State Council for Professor Titles and the Title Council need to seriously and deeply learn from the experience because there are still many candidate profiles that do not fully meet the standards, and need to verify further in the 2017 round of recognition of meeting the standards for the titles of professor and associate professor (as in Report No. 42/BGDĐT-VP mentioned above of the Ministry of Education and Training).
2. The Minister of Education and Training, Chairman of the State Council for Professor Titles, shall review and decide on recognition of the qualifications for the title of professor or associate professor for candidates who have fully met the prescribed standards and shall be responsible for these records. For cases where the records do not fully meet the prescribed standards, require further verification or have complaints or denunciations, the Minister of Education and Training shall directly direct a thorough review to ensure compliance with regulations. The Minister of Education and Training shall be responsible to the Prime Minister for recognition and review.
3. The Ministry of Education and Training shall promptly complete and submit to the Prime Minister for promulgation the Regulation replacing the Regulation on standards and procedures for appointment and dismissal of the titles of professor and associate professor issued together with Decision No. 174/2008/QD-TTg dated December 31, 2008 of the Prime Minister to apply immediately from the next recognition review round./.
