1. Salary increase for civil servants and public employees from July 1, 2017

According to Decree 47/2017/ND-CP regulating the basic salary for cadres, civil servants, public employees and armed forces, which has just been issued by the Government, from July 1, 2017, the basic salary is 1,300,000 VND/month (instead of the old level of 1,210,000 VND/month).

This Decree stipulates the basic salary level applicable to cadres, civil servants, public employees, salary and allowance recipients and employees (collectively referred to as salary and allowance recipients) working in agencies, organizations, and public service units of the Party, the State, socio-political organizations and associations receiving state budget support for their operations at the Central level;

In provinces and centrally run cities, in districts, towns, provincial cities, and centrally run cities (district level), in communes, wards, and towns (commune level), in special administrative-economic units, and in the armed forces.

2. Create a safe living environment for children

The target program for developing the social assistance system for the period 2016 - 2020 is implemented with a total budget of 10,266 billion VND, including 4 projects: 1- Developing the social assistance system for vulnerable groups; 2- Developing the child protection system; 3- Supporting the implementation of national goals on gender equality; 4- Developing a service system to support drug addicts, prostitutes and victims of human trafficking.

The Ministry of Labor, War Invalids and Social Affairs is the unit in charge of organizing and implementing the Program.

3. Publicize disciplinary action against officials related to land complaints

Permanent Deputy Prime Minister Truong Hoa Binh has just given instructions on handling responsibilities for officials related to the settlement of the complaint of Ms. Dam Thi Lich (Lam Dong province).

Considering the report of Lam Dong Provincial People's Committee on the Chairman of Lam Dong Provincial People's Committee disciplining Mr. Le Cong Tuan, former Vice Chairman of Duc Trong District People's Committee, by suspending his position due to violations in handling the complaint of Ms. Dam Thi Lich, creating negative public opinion affecting the reputation of the Party organization and local government, the Deputy Prime Minister commented: The Chairman of Lam Dong Provincial People's Committee disciplining Mr. Le Cong Tuan by suspending his position is necessary and in accordance with the provisions of law.

The Deputy Prime Minister requested the People's Committee of Lam Dong province to publicly announce the disciplinary action against Mr. Le Cong Tuan on the mass media to raise the sense of responsibility and limit violations by officials and civil servants in the field of state management of land and settlement of citizens' complaints.

4. Speed ​​up the progress of restructuring and equitization of state-owned enterprises

Deputy Prime Minister Vuong Dinh Hue has just signed Document 588/TTg-DMDN requesting ministries, provincial People's Committees, and Boards of Members of economic groups and state-owned corporations to speed up the implementation of the arrangement and equitization of state-owned enterprises under their management.

Based on the implementation of work related to the arrangement, equitization and restructuring of state-owned enterprises in recent times, Deputy Prime Minister Vuong Dinh Hue requested ministries, provincial People's Committees, Boards of members of economic groups and state-owned corporations to base on Decision No. 58/2016/QD-TTg dated December 28, 2016 on criteria for classifying state-owned enterprises, enterprises with state capital and the List of state-owned enterprises to be arranged in the period 2016 - 2020, to proactively accelerate the progress of the arrangement and equitization of state-owned enterprises under their management and be responsible for the implementation results of the entire period 2017-2020, ensuring efficiency and preventing loss of state capital and assets.

5. Criteria and norms for allocating budget capital for new rural construction

The Prime Minister has just issued the Regulation on principles, criteria, and norms for allocating central budget capital and the proportion of counterpart capital from local budgets to implement the National Target Program on New Rural Construction in the 2016-2020 period.

Priority support is given to extremely disadvantaged communes, border communes, safe zone communes; extremely disadvantaged communes in coastal and island areas; poor communes in poor districts; poor communes in districts with high poverty rates that are subject to infrastructure investment mechanisms and policies like poor districts.

Focus on investing in communes that have just met less than 5 criteria and communes that have met more than 15 criteria to strive to complete the goal of building new rural areas; focus on investing in communes that have not completed basic infrastructure works (transportation, electricity, schools, medical stations, clean water, irrigation); support production development and environmental protection.

6. Amendment of the operating regulations of the National Steering Committee 389

Permanent Deputy Prime Minister Truong Hoa Binh - Head of the National Steering Committee against smuggling, trade fraud and counterfeit goods (National Steering Committee 389) has just signed a Decision to amend and supplement the operating regulations of this Steering Committee.

Members of the National Steering Committee 389 are responsible to the Head of the Committee for the work of combating smuggling, trade fraud and counterfeit goods in the fields of their ministries and branches and for tasks assigned by the Head of the Committee.

The Head of the National Steering Committee 389 uses the Prime Minister's seal; the Deputy Heads of the National Steering Committee 389 use the seal of their Ministry; the Standing Office uses its own seal.

The Steering Committee 389 of ministries and branches uses the seal of their ministries and branches; the Head of the Steering Committee 389 of provinces (cities) uses the seal of the People's Committee of the province (city); the Deputy Heads of the Steering Committee 389 of provinces (cities) use the seal of their departments and branches.

The Ministry of Finance is the standing agency of the National Steering Committee 389, responsible for directing the functional units of the Ministry to coordinate with the Standing Office to research and propose the development of mechanisms and policies related to the work of the National Steering Committee 389, while ensuring the operating conditions of the National Steering Committee 389 and the Standing Office.

7. Deputy Prime Minister requests to speed up disbursement of public investment capital

The Government Office has just announced the conclusion of Deputy Prime Minister Vuong Dinh Hue at the meeting of the Working Group to direct the acceleration of disbursement of the 2017 public investment capital plan held on April 18, 2017.

The document stated that the progress of disbursement of public investment capital in the first months of 2017 was still lower than required, affecting growth, employment, wasting investment capital and reducing the efficiency of mobilizing government bond capital.

Deputy Prime Minister Vuong Dinh Hue emphasized the subjective causes such as slow capital allocation, cumbersome and complicated investment procedures; and passive direction and management in some ministries, localities, and project management boards, lacking determination and urgency.

To speed up the disbursement of public investment capital, Deputy Prime Minister Vuong Dinh Hue requested that ministries and agencies complete all capital allocation for the 2016-2020 medium-term public investment plan this April.

8. Innovation in the operating mechanism of public service units

The Government Office has just announced the conclusion of Deputy Prime Minister Vuong Dinh Hue at the meeting of the State Steering Committee on innovation of the operating mechanism of public service units.

The Deputy Prime Minister requested the Ministry of Finance (the standing agency of the Steering Committee) to continue to improve the organization and operation of the Secretariat to assist the Steering Committee; develop the 2017 and subsequent years' action plan of the State Steering Committee; coordinate with the ministries and agencies that are members of the Steering Committee to propose thematic meetings of the Steering Committee; study and propose the establishment of local Steering Committees to unify implementation.

Ministries and agencies that are members of the Steering Committee must urgently carry out the tasks assigned in Decree No. 16/2015/ND-CP dated February 14, 2015 of the Government. Accordingly, if there are any difficulties or problems, they must proactively summarize and report to the Government and the Prime Minister for their opinions (such as the list of public services using the state budget, network planning, equitization of public service units, etc.).

9. Conditions for establishing kindergartens and nurseries

1- Have a project to establish a kindergarten, preschool, or nursery school in accordance with the socio-economic development plan and the local educational facility network plan approved by a competent state management agency.

2- The project to establish a kindergarten, preschool, or nursery school clearly defines the goals, tasks, programs, and educational content; land, facilities, equipment, and planned location for school construction; organizational structure, resources, and finance; and strategic directions for construction and development.

The conditions for kindergartens, preschools, and nurseries to operate educational activities are:

1- Having a decision to establish or a decision to permit the establishment of the Chairman of the People's Committee at the district level; 2- Having land, school premises, facilities, and equipment that meet the requirements, maintain and develop educational activities; 3- Having a team of managers, teachers, and employees that is sufficient in number, reasonable in structure, and meets the standards to ensure the implementation of the preschool education program and the organization of educational activities; 4- Having sufficient financial resources according to regulations to ensure the maintenance and development of educational activities; 5- Having regulations on the organization and operation of kindergartens, preschools, and nurseries.

10. Promote rice export activities

The Prime Minister assigned the Ministry of Industry and Trade to preside over and coordinate with relevant agencies to monitor and grasp the world rice trade situation, information on the needs and tastes of import markets to promptly guide and disseminate to localities and rice export traders; closely coordinate with the Ministry of Agriculture and Rural Development to promptly grasp the quantity of commercial rice in each period and season, especially during the peak rice harvest season, promptly have solutions to consume commercial rice, ensuring profits for rice growers.

The Ministry of Industry and Trade shall preside over and coordinate with relevant agencies to review and propose measures to overcome difficulties and limitations in order to develop plans and continue to promote rice trade promotion activities in 2017 according to its authority and legal regulations, especially for traditional concentrated markets and key, potential markets; in cases beyond its authority, it shall report and propose to the Prime Minister.
