1. Support for prevention and response to domestic violence

The Prime Minister has just approvedInvestment policy of the Project "Supporting the development and implementation of policies and programs for the prevention and response to gender-based violence, domestic violence and addressing prostitution based on evidence and human rights approach", funded by the United Nations Population Fund (UNFPA).
The Ministry of Labor, War Invalids and Social Affairs is the project's managing agency.
The main result of the project is social research on behavioral changes related to son preference conducted as a basis for the development and amendment of the Law on Gender Equality, the Law on Prevention and Control of Domestic Violence and related policies.
In addition, standards on prevention and response to gender-based violence were issued. An online system for collecting and reporting information and data on gender-based violence was developed, tested and implemented; communication campaigns, policy advocacy and behavior change, and a number of models with the participation of male farmers on prevention and response to gender-based violence were developed and implemented.
2. Assign the Government Inspectorate to inspect the equitization of Vietnam Feature Film Studio.

On October 2, Deputy Prime Minister Truong Hoa Binh directed and assigned the Government Inspectorate to inspect the equitization process of Vietnam Feature Film Studio.
Deputy Prime Minister Truong Hoa Binh gave his direction after receiving the petitions of some officials and actors of Vietnam Film Investment and Development Joint Stock Company (Vietnam Feature Film Studio), the petition of Vietnam Cinema Association; Report of the Ministry of Culture, Sports and Tourism (No. 2362/BVHTTDL-KHTC dated June 13, 2017, No. 3958/BVHTTDL-KHTC dated September 19, 2017) on the equitization of Vietnam Feature Film Studio.
The Deputy Prime Minister also requested the Government Inspectorate to conduct the inspection and report to the Prime Minister before December 1, 2017.
3. Action program to restructure, innovate and improve the efficiency of state-owned enterprises

The objective of the Program is to restructure, innovate and improve the efficiency of state-owned enterprises on the basis of modern technology, innovation capacity, and governance according to international standards, in order to mobilize, allocate and effectively use social resources, preserve and develop state capital in enterprises so that state-owned enterprises can maintain their key position and be an important material force of the state economy, contributing to promoting economic development and realizing social progress and equity.
Specifically, by 2020, complete the restructuring and innovation of state-owned enterprises in the 2017-2020 period based on the criteria for classifying state-owned enterprises and enterprises with state capital in sectors and fields in Decision No. 58/2016/QD-TTg dated December 28, 2016 of the Prime Minister, including equitization of 137 state-owned enterprises; complete divestment according to the list approved by the Prime Minister in Decision No. 1232/QD-TTg dated August 17, 2017 and enterprises in which the State does not need to hold or contribute capital according to specific decisions of the Prime Minister.

5. Finding solutions to overcome difficulties for exporting pangasius to the US

The Government Office has just issued a document conveying its directives.of the Prime Minister on the situation of exporting pangasius to the US.
Previously, the Vietnamplus electronic newspaper reported on September 16, 2017: In August 2017, the export turnover of pangasius to the US reached 18.44 million USD, down 58.5% compared to July 2017 (44.45 million USD) and down 54.8% compared to August 2016 (40.8 million USD). According to the Vietnam Association of Seafood Exporters and Producers (VASEP), after the US inspected 100% of Vietnamese pangasius export shipments from August 2, 2017, some difficulties arose for pangasius exporting enterprises.
The Prime Minister assigned the Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade to review the situation and have timely response solutions; urgently handle VASEP's recommendations according to regulations; and report to the Prime Minister before October 10, 2017.
6. Completing regulations on piloting auctions of confiscated smuggled foreign cigarettes

Deputy Prime Minister Truong Hoa BinhThe Ministry of Finance is assigned to urgently complete the draft Decision of the Prime Minister regulating the pilot auction of confiscated smuggled foreign cigarettes of good quality for domestic consumption or export in accordance with the direction of the Prime Minister in Official Dispatch No. 3825/VPCP-VI.dated April 18, 2017 of the Government Office; submitted to the Prime Minister for signature and promulgation before October 15, 2017.
The Ministry of Foreign Affairs shall preside over and coordinate with the Ministry of Justice, the Ministry of Health, and the Ministry of Finance to study and evaluate the legal issues of the World Health Organization Framework Convention on Tobacco Control and related Protocols (including how many countries have signed and their legal binding nature); at the same time, refer to the experiences of some countries in the region with similar geographical, economic and social conditions as Vietnam regarding the handling of confiscated smuggled foreign cigarettes to propose appropriate handling measures; report the results to the Prime Minister.
7. Deputy Prime Minister directs review of station locations and BOT toll rates

Deputy Prime Minister Trinh Dinh Dung has just given instructions.on some issues related to toll collection organization at some investment projects under the form of BOT contracts.
The Deputy Prime Minister assigned the Ministry of Transport to preside over and coordinate with the Ministry of Planning and Investment, the Ministry of Finance, localities and relevant investors to review the placement of toll stations and toll rates (including projects that have not yet organized toll collection).

8. Adjusting the equitization plan of Song Da Corporation

The Prime Minister assigned the Ministry of Construction to decide and take responsibility for handling the enterprise value of the parent company - Song Da Corporation including: Deo Ngang tunnel project, National Highway 1A project avoiding Ha Tinh city, restructuring costs and financial investments according to the law.
The structure of initial issued shares of the parent company - Song Da Corporation is as follows:
- State shares: 229,500,000 shares, accounting for 51% of charter capital by the end of 2019. In 2020, continue to sell the remaining state capital held in this enterprise to below 50% of charter capital;
- Preferential shares sold to employees in the enterprise according to the provisions of Clause 1 and Clause 2, Article 48 of Decree No. 59/2011/ND-CP dated July 18, 2011 of the Government: 822,000 shares, accounting for 0.18% of charter capital;
- Shares for public auction: 219,768,000 shares, accounting for 48.82% of charter capital.
