1. The Prime Minister requested to focus on handling work immediately after Tet holiday.

Prime Minister Nguyen Xuan Phuc sent a telegram to ministries, branches and localities urging them to carry out their tasks after the 2017 Lunar New Year holiday.
He requested cadres, civil servants and public employees to strictly implement discipline and order; urgently focus on solving and handling work right after the Tet holiday, creating the most favorable conditions for production, business and investment activities of enterprises and transaction needs of people.
Absolutely do not attend festivals during working hours, do not use public vehicles to attend festivals except in cases of performing duties, do not organize festivals that affect work time and efficiency. Leaders of ministries, agencies and localities do not attend festivals unless assigned by competent authorities.
The Prime Minister also called on industry associations, the business community, entrepreneurs, and people to seize opportunities to produce, invest, and do business effectively right from the first days of the year.
2. Strengthening the application of IT in teaching and learning activities

The project "Enhancing the application of information technology in management and supporting teaching and learning activities, scientific research contributing to improving the quality of education and training in the period 2016 - 2020, with a vision to 2025" has just been approved by the Prime Minister.
Accordingly, by 2020, strive for 100% of state management agencies on education and training, educational and training institutions to carry out administrative management and process work records online; 70% of meetings between state management agencies and educational and training institutions will be held online.
70% of professional training courses for teachers and education managers are conducted online using blended learning; 50% of administrative procedures are processed online at at least level 3, of which 30% are processed online at level 4.
3. Assignment of preparation for the 7th meeting of the National Assembly Standing Committee

In preparation for the 7th Session of the National Assembly Standing Committee (from February 20-21, 2017), Prime Minister Nguyen Xuan Phuc assigned Government members to prepare a number of submissions and reports.
Specifically, the Prime Minister assigned the Minister of Planning and Investment to prepare the Government's Submission on the list of projects and specific capital allocation levels for each project in the medium-term public investment plan for the 2016-2020 period.
The Minister of Finance is preparing a draft Government Decree stipulating a number of specific financial and budgetary mechanisms, policies and regulations for Ho Chi Minh City.
The Minister of Foreign Affairs is preparing a draft Government Decree on maximum penalties for administrative violations in a number of foreign affairs fields.
The Minister of Justice coordinates the preparation of a Report on major issues with different opinions of the draft Law amending and supplementing a number of articles of the Penal Code No. 100/2005/QH14.
The Minister of Agriculture and Rural Development coordinates the preparation of a Report on major issues with different opinions in the draft Law on Irrigation.
4. Regulations on the operation of the National Steering Committee on electricity development

Deputy Prime Minister Trinh Dinh Dung - Head of the National Steering Committee for Electricity Development has just signed a Decision to promulgate the Operating Regulations of this Steering Committee.
Accordingly, the National Steering Committee is responsible for directing, inspecting and urging the investment in construction of works, power source and grid projects in the National Power Development Plan approved by the Prime Minister, especially key projects and urgent projects; at the same time, directing the investment in construction of infrastructure for importing coal, liquefied natural gas - LNG (primary energy), negotiating contracts to import primary energy for power generation and directing the inspection of the implementation of policies on electricity trading with foreign countries and renewable energy development.
In principle, the Head of the Committee, Deputy Heads of the Committee, and members of the National Steering Committee work part-time.
The National Steering Committee operates on the principle of centralized unity; members of the National Steering Committee are responsible for their assigned tasks; the Head of the Committee or the person authorized by the Head of the Committee decides on matters of the National Steering Committee.
5. Building traffic culture among youth

Implementing Traffic Safety Year 2017 with the theme "Building traffic culture among Youth" with the spirit "Human life is above all".
The specific goals of the Traffic Safety Year 2017 are: Reducing traffic accidents by 5% - 10% in all three criteria of number of cases, number of deaths and injuries compared to 2016; reducing traffic congestion in major cities, especially Hanoi, Ho Chi Minh City and on national highways, not allowing traffic congestion lasting more than 30 minutes; raising awareness of law compliance among traffic participants, building traffic culture among all classes of people, especially young people.

That is the direction of Prime Minister Nguyen Xuan Phuc on drug prevention and control and drug addiction treatment in Document No. 43/TB-VPCP. The Prime Minister requested that this be clearly defined as a key, urgent, regular, continuous task that cannot be neglected by Party committees and authorities at all levels; mobilizing the strength of the entire population to participate in repelling crime and social evils.
Focus on implementing the 3 reduction goals: reducing supply, reducing demand, reducing harm; in all situations, ensure sufficient funding for drug addiction treatment, and increase the mobilization of resources from the central, local, and social levels.
Ministries and sectors, within their scope of responsibility, must direct the immediate issuance of guiding documents. Strengthen coordination between relevant agencies and functional forces. Clearly define responsibilities; in places where performance is not good, the heads of sectors, authorities at all levels, and party committees must take responsibility. In localities where drug crimes are rampant, the number of drug addicts increases, or where drug rehabilitation academies are poorly received and managed, the heads must take responsibility.
7. Report to the Prime Minister on granting license plates 80A, 80B to enterprises

Prime Minister Nguyen Xuan Phuc has recently given instructions on the issuance of car license plates.
Previously, some press agencies reported the lack of transparency in the issuance of car license plates in Thua Thien Hue province. According to the report, in recent months, in Thua Thien-Hue, a series of cars with "huge" license plates that far exceed the actual numbers currently being issued have appeared, causing a stir in public opinion.
Considering the report of the People's Committee of Thua Thien Hue province, the Prime Minister requested the Ministry of Public Security to report on the issuance of license plates 80A, 80B... to businesses (of all types) from June 1, 2014 to present.
The Prime Minister assigned the Ministry of Justice to preside over and coordinate with the Ministry of Public Security and relevant agencies to inspect and review regulations on the implementation of registration and issuance of license plates for automobiles and motorbikes; if any inadequacies are discovered, propose amendments and supplements to ensure strictness and objectivity, and report to the Prime Minister in the first quarter of 2017.
8. Betting is a conditional business

This Decree provides for business, management of business activities and administrative sanctions for violations in horse racing betting, dog racing betting and pilot international football betting in the territory of the Socialist Republic of Vietnam.
Betting business is a conditional business activity, not encouraged to develop, and is subject to strict control by competent state management agencies to ensure compliance with the provisions of this Decree and relevant legal provisions.
Only enterprises granted a Certificate of eligibility for betting business as prescribed in this Decree and enterprises specified in Clause 1, Article 79 of this Decree are allowed to conduct betting business.
The organization of betting business must ensure transparency, objectivity, honesty, and protect the rights and interests of the participating parties.
The currency used to buy betting tickets and pay out prizes in betting business is Vietnamese Dong.
The Decree clearly stipulates prohibited acts in betting business, including: Betting business without being granted a Certificate of eligibility for betting business; betting business not in accordance with the content licensed by the competent state management agency according to the provisions of law; participating in arranging or agreeing to falsify the results of betting events; betting business enterprises lending money to players to participate in betting.
9. Prime Minister directs to promote the arrangement and innovation of state-owned enterprises

The Prime Minister has just issued a directive on promoting the restructuring and innovation of state-owned enterprises in the 2016-2020 period.
The Directive clearly states that the arrangement and innovation of state-owned enterprises in recent years, especially in the period of 2011-2015, has achieved many important results; state-owned enterprises have sharply reduced in number, focused more on key sectors and fields, basically performed their assigned roles and tasks, and acted as the core for the state economy to orientate and regulate the macro-economy; the operational efficiency of state-owned enterprises and enterprises after equitization has been improved. Mechanisms and policies on innovation of organization, management, arrangement, equitization, and divestment of state capital have been issued, amended, and supplemented quite fully and synchronously.
To promote the arrangement and innovation of state-owned enterprises in the 2016-2020 period, the Prime Minister directed ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally-run cities, economic groups and state-owned corporations to focus on performing their tasks well.
10. Establishing a planning for the special national relic of Thay Pagoda

The Deputy Prime Minister assigned the Ministry of Culture, Sports and Tourism to preside over and coordinate with relevant agencies to appraise the Planning Task and the Master Plan for the special national relic of Thay Pagoda and the rocky mountain areas of Sai Son, Hoang Xa, and Phuong Cach; and submit them to the Prime Minister for approval.
According to the Hanoi People's Committee, the special national relic of Thay Pagoda and the rocky mountain area of Sai Son, Hoang Xa, Phuong Cach, Quoc Oai district has been ranked as a special national relic in Decision No. 2408/QD-TTg dated December 31, 2014 of the Prime Minister, currently managed by the People's Committee of Quoc Oai district according to the decentralization of the Hanoi People's Committee.
Thay Pagoda and the rocky mountain area of Sai Son, Hoang Xa, Phuong Cach is a relic complex consisting of 16 relic sites located in 3 communes and towns including Sai Son commune, Phuong Cach commune and Quoc Oai town. Currently, this relic complex has many shortcomings that need to be overcome such as the landscape space of the relic being encroached upon, technical infrastructure, and sketchy service system. Therefore, the establishment of a master plan for the special national relic of Thay Pagoda is necessary.
