(Baonghean.vn) - The Prime Minister requested a report on the quality of healthcare services; the Government's overall program on practicing thrift and combating waste; the 2018 action plan of the Government's Administrative Reform Steering Committee;

1. Prime Minister requests report on quality of health services

Prime Minister Nguyen Xuan Phuc requested the Ministry of Health to report before February 28, 2018 on the content of press reports related to the quality of medical services.

Previously, Tuoi Tre newspaper reported on the latest survey results of the Vietnam Social Security, showing that although the price of medical services has been adjusted to increase, the quality of medical services is still "stuck". In particular, the quality of disease prevention is still far behind. These unreasonable things are being poured on the heads of patients. In many localities, the cost of hospital beds is much higher than the cost of medicine in the total cost of medical examination and treatment.

2. The Government's comprehensive program on practicing thrift and combating waste

The Prime Minister has just issued the Government's Overall Program on practicing thrift and combating waste in 2018.

The goal of practicing thrift and combating waste (abbreviated as thrift and anti-waste) in 2018 is to continue promoting thrift and anti-waste in all areas of economic and social life; to focus on key points to create clear changes in thrift and anti-waste work with specific results; to focus on developing solutions to improve the effectiveness of thrift and anti-waste in order to maximize all resources to achieve the goals of economic growth and development, stabilize people's lives, and ensure social security.

3. 2018 Action Plan of the Government's Administrative Reform Steering Committee

Accordingly, in 2018, the Steering Committee continued to synchronously implement administrative reform contents according to the provisions of Resolution No. 30c/NQ-CP dated November 8, 2011, Resolution No. 36a/NQ-CP, Decision No. 225/QD-TTg dated February 4, 2016, Decision No. 609/QD-TTg dated May 4, 2017; strengthen supervision and inspection of the implementation of documents directing and operating administrative reform;

Strengthening the propaganda of administrative reform; resolving recommendations of ministries, branches and localities related to administrative reform; strengthening the inspection and monitoring of the implementation of tasks assigned by the Government and the Prime Minister at ministries, branches and localities; implementing the Project "Enhancing the capacity of civil servants specializing in administrative reform";

Continue to innovate the direction and administration of administrative reform of the Government; Organize connection, communication, coordination, integration, and information sharing between the Government Office and ministries, branches, and localities; build and put into operation the National Reporting Information System to serve the direction and administration of the Government and the Prime Minister.

4. Urgently issue the e-Government Architecture Framework at the ministerial and provincial levels.

Accordingly, for information technology projects or information technology service rental plans implemented from 2018 onwards, there must be requirements and content on connection, sharing and interconnection at all levels. When investing or renting services for administrative procedure processing systems to serve e-Government development, it is necessary to comply with the approved e-Government Architecture at the Ministry level (for the Ministry level) and e-Government Architecture at the Provincial level (for the province).


Ministries and agencies must complete and put into operation and use national databases according to the list approved by the Prime Minister and must share them with other ministries, branches and localities that have the need to exploit and use them; coordinate with localities to research solutions to take advantage of data generated during the process of localities exploiting and using databases and software that localities proactively invest in and build, avoiding wasting resources in updating and maintaining data...

5. Ensure to meet electricity demand for socio-economic development

Deputy Prime Minister Trinh Dinh Dung has just signed Decision 219/QD-TTg approving the 5-year production, business and investment development plan 2016 - 2020 of Vietnam Electricity Group.

Accordingly, the main task of EVN is to invest in developing projects, power source works and power grids assigned in the National and local power development plans, ensuring progress, quality and investment efficiency. Researching investment in developing renewable energy sources, while promoting environmental protection measures in investing in construction and operating power projects.

In addition, safely and stably operate the national power system, ensuring security of power supply and economic efficiency of power system operation.

6. Financial health, improving the efficiency of state-owned enterprises

Deputy Prime Minister Vuong Dinh Hue requested ministries, branches, localities, corporations and state-owned corporations to continue to comprehensively restructure state-owned enterprises to improve their finances and operational efficiency; at the same time, improve business conditions and the legal environment to achieve the goal of having 1,000,000 enterprises operating in Vietnam by 2020...

2018 is a particularly important year in the 2017-2020 plan, with a large number of enterprises being restructured, equitized, and divested, many of which are large-scale and have a wide scope of operations, and financial handling and enterprise valuation are complicated and time-consuming. Therefore, in order to complete and exceed the 2018 plan, Deputy Prime Minister Vuong Dinh Hue requested ministries, branches, localities, corporations, and state-owned corporations to continue to enhance their sense of responsibility, urgently and resolutely implement the Government's resolutions and the tasks assigned by the Prime Minister.
