Commune chairman disciplined for wrongdoing in new rural construction?

(Baonghean.vn) - Mr. Tran Vinh Tra - Chairman of the Commune People's Committee has just been disciplined with a Warning due to lack of responsibility in management causing budget loss.

Accordingly, the inspectorate of Quynh Luu district has just concluded on budget management and basic construction investment in Quynh Ngoc commune. The delegation pointed out many violations by the chairman of the People's Committee of this commune.

Regarding the field of basic construction investment, the inspector pointed out violations due to lack of responsibility in wrong acceptance of 8 projects, leading to a loss of VND 541,368,000, of which VND 88.8 million had to be recovered.

Specifically, the multi-functional cultural house project in Quynh Ngoc commune was accepted incorrectly, leading to the submission of documents to the competent authority for settlement higher than the actual value of more than 14.9 million VND; the rural road upgrading project in Quynh Ngoc commune also accepted 12.4 million VND higher than the actual value.

The Quynh Ngoc Kindergarten site leveling project also accepted the wrong transportation compensation cost, leading to the settlement file submitted to the district being 23.1 million VND higher than the actual...

Those are 3 out of 8 projects that were settled and the inspectors discovered that the acceptance was higher than the actual amount, with the total amount to be recovered being more than 88.8 million VND.

In particular, the Quynh Ngoc Commune People's Committee office building project has a total investment capital of more than 6 billion VND, and has been under construction since October 2014, but the competent authority has not yet approved the project settlement.

The reason is that the 6 door sets including 4 main doors and 2 window sets do not ensure quality, but the investor (Quynh Ngoc Commune People's Committee) still accepted and prepared the settlement documents.

The inspector also determined that: The investor, project management board, construction unit, and supervision consultant lacked a sense of responsibility, so they accepted the wrong value of excavation and foundation construction, unit price of foundation land, thickness of steel purlins, type of roofing sheet, transportation compensation, etc., leading to the establishment of AB settlement with the construction and installation value of the project higher than the actual construction with an amount of 452,508,000 million VND.

Chief Inspector of Quynh Luu District Nguyen Van Phu said that after inspection, the district cut the AB acceptance value and reduced the settlement value for the Quynh Ngoc Commune People's Committee office building project.

Regarding budget revenue, in 3 years (2014-2016), Quynh Ngoc commune did not collect through the treasury some revenue items in the area. Regarding budget expenditure, in 3 years, it missed the amount of more than 217 million VND.

According to the inspection conclusion, the commune paid allowances to some positions such as Vice President of the Elderly Association and Standing Committee of the Elderly Association without regulations on allowance payment.

Quynh Luu District Inspectorate also proposed to stop the practice of wrongly spending allowances for commune positions and activities from the budget; stop collecting some revenues in the area but not going through the treasury but leaving the revenue and expenditure coordinates.

In addition, in 2014, more than 150 million VND was spent on site clearance and compensation for the Roc market area; in 2015, more than 66 million VND was spent on market renovation and upgrade projects and compensation for the Roc market area; in 2016, many payment vouchers for site clearance and market renovation and upgrade were not in accordance with regulations, amounting to more than 100 million VND.

Mr. Dau Xuan Khuong - Secretary of the Commune Party Committee said that the Party Committee is currently proposing to discipline Mr. Tran Vinh Tra with a party reprimand. The Commune People's Committee has also disciplined cadastral officer Nguyen Manh Doan and accountant Tran Thi Thanh Giang.

According to Mr. Khuong, the reason for the above violations is partly due to objective reasons, because from 2014 until now, Quynh Ngoc commune has been rushing to reach the new rural finish line, so it has invested in basic construction of many projects at the same time.
