Directive of the Secretariat on organizing the Lunar New Year 2023

On behalf of the Secretariat, Comrade Vo Van Thuong, Standing Secretary of the Secretariat, has just signed Directive No. 19-CT/TW, dated November 18, 2022 of the Secretariat on organizing the Lunar New Year 2023.

In order to best prepare conditions to serve the people to welcome the New Year 2023 and enjoy Spring, celebrate the Lunar New Year of Quy Mao in a healthy, safe, and economical manner, creating an exciting atmosphere, determined to continue to successfully implement the Resolution of the 13th National Party Congress and the Resolutions of Party Congresses at all levels, stabilize the macro-economy, and develop the socio-economy, the Secretariat requests Party committees, Party organizations, authorities, the Fatherland Front and socio-political organizations at all levels to focus on leading, directing and organizing the good implementation of the following key tasks:

1.Implement social security policies well, promote the tradition of great solidarity and the spirit of "mutual love" of the nation, take care of the material and spiritual life of the people, ensure that every family and every person has the conditions to enjoy Spring and celebrate Tet. Pay attention to and care for policy families, people in difficult circumstances, poor households, people in localities affected by natural disasters, epidemics, remote areas, border areas, islands, ethnic minority areas and mountainous areas; workers and laborers working in economic zones, industrial parks, export processing zones, especially those who have lost their jobs.

Organize well the visits and New Year greetings to war invalids, sick soldiers, families of martyrs, families with meritorious services to the country, veteran revolutionary cadres, Vietnamese Heroic Mothers, dignitaries, intellectuals, artists, prestigious people among ethnic minorities, typical religious dignitaries, armed forces units, regular forces on duty during the New Year, especially in border areas, islands, difficult areas, areas with complicated political security, order, and social safety.

2.Carry out well the management and organization of festivals according to regulations, ensuring that festival activities, spring celebrations, traditional anniversaries, year-end conferences, New Year meetings, tree planting festivals, etc. are practical, safe, economical, and in line with civilized lifestyle, cultural traditions of the nation, and good customs and practices of each locality. Local leaders, based on the actual situation, decide to organize fireworks displays to welcome the New Year 2023 and the Lunar New Year of Quy Mao in accordance with local conditions and capabilities, ensuring safety, economy, and not using the State budget.

3.Do not organize visits and New Year greetings to superiors and leaders at all levels; do not organize delegations from the Central Government to visit and wish New Year greetings to Party committees and authorities of provinces and cities; strictly prohibit giving or presenting New Year gifts to leaders at all levels in any form; only attend pagodas and festivals when assigned; do not participate in superstitious activities; do not use the State budget, means, and public assets against regulations. Cadres and Party members, especially heads of Party committees and organizations, must truly set an example in celebrating the New Year in a healthy, safe, and economical manner.

4.Inspect and closely monitor, ensure good food safety, environmental sanitation, disease prevention and control, especially COVID-19, flu, dengue fever, monkeypox, etc. Strengthen market forecasting and management, stabilize prices, ensure balance between supply and demand of goods and services, ensure gasoline, essential goods; promptly detect and strictly handle all acts of trade fraud, production and trading of counterfeit and poor quality goods, speculation, hoarding, pushing up prices of goods abnormally high for illegal profits.

Proactively plan to ensure sufficient means of transporting goods and serving the people and overseas Vietnamese returning home to celebrate Tet so that they can travel conveniently and safely.

Have a specific plan, arrange staff to be on duty during Tet, promptly handle and effectively resolve all arising tasks and situations; strictly implement the information and reporting regime during the holidays; promptly return to work as usual after the holidays, and strive to complete tasks right from the first months of the year.

5.Focus on ensuring national defense, security, order, social safety, and cyberspace safety. Proactively prevent, detect early, prepare plans to prevent and effectively handle complex situations, avoid being passive or surprised; firmly protect the independence, sovereignty, and territorial integrity of the Fatherland.

Strengthen preventive measures, effectively combat all types of crimes, law violations and social evils; strictly handle violations, absolutely protect the safety of key targets, projects, political, foreign affairs, cultural and social events of the country. Strengthen patrolling, controlling, ensuring traffic order and safety; prevent and fight fires and explosions. Strictly implement regulations on the management and use of fireworks and explosives.

6.Party committees, Party organizations, authorities, the Fatherland Front, and socio-political organizations must complete the summary of work in 2022 before January 10, 2023 (prioritizing online conferences, only in person when necessary) to focus on directing the implementation of political tasks in 2023 and taking care of the people during Tet; seriously grasp and effectively organize the implementation of this Directive, contributing to the successful implementation of all assigned tasks.

7.The Central Propaganda Department shall preside over and coordinate with the Ministry of Information and Communications, the Ministry of Culture, Sports and Tourism, the Ministry of Health and relevant agencies to direct, guide and strengthen propaganda about the country's achievements, activities celebrating the Party, celebrating Spring, cultural, sports and festival activities during Tet; raise people's awareness in implementing regulations on traffic safety, use of fireworks and explosives; prevent and control epidemics; proactively fight against false and distorted information and viewpoints, and defeat all sabotage plots of hostile forces.

The Central Party Office presides over and coordinates with relevant agencies to grasp the implementation situation and report to the Secretariat on the results of the implementation of the Directive./.
