Prime Minister's Directive on organizing elections of National Assembly deputies and People's Council deputies at all levels

The Prime Minister has just issued a directive on organizing the election of deputies to the 14th National Assembly (NA) and People's Councils (PCs) at all levels for the 2016-2021 term.

The directive content is as follows:

On November 25, 2015, the National Assembly issued Resolution No. 105/2015/QH13 on the election date of the 14th National Assembly and People's Councils at all levels for the 2016-2021 term; establishing the National Election Council. According to the Resolution of the National Assembly, the election date will be held on Sunday, May 22, 2016.

The election of deputies to the 14th National Assembly and People's Councils at all levels for the 2016-2021 term is a major political event of great significance to the whole country and each locality; it is held at a time when the whole country has achieved important achievements in all fields according to the socio-economic targets set for the entire 13th National Assembly and People's Councils and People's Committees at all levels for the 2011-2016 term. This is also the time when ministries, branches and localities focus on deploying and implementing socio-economic development plans according to the Resolution of the 12th National Congress of the Party, creating favorable conditions for preparing and organizing the election of deputies to the 14th National Assembly and People's Councils at all levels for the 2016-2021 term.

In the context of implementing the task of building and perfecting the socialist rule of law state of the people, by the people and for the people according to the Constitution, the Law on Organization of the National Assembly, the Law on Organization of the Government, and the Law on Organization of Local Government have been setting new and higher requirements for the organization and operation of the National Assembly and People's Councils at all levels in the new term. The election of National Assembly deputies and People's Council deputies at all levels this time is determined by the Party, the National Assembly, and the Government as a key task of the entire Party, the entire people and the entire army in 2016; a campaign and extensive democratic activities among all classes of people to select and elect excellent representatives, representing the people of the whole country in the National Assembly, the highest state power agency in the 14th National Assembly term, and representatives of local people in People's Councils at all levels, local state power agencies in the 2016 - 2021 term.

In order for the election of deputies to the 14th National Assembly and People's Councils at all levels for the 2016-2021 term to be organized in a democratic, equal, lawful, safe, economical manner and to truly be a festival for all people; to create the most favorable conditions for the People to fully exercise their right to mastery in selecting, introducing and electing people with sufficient virtue and talent, worthy of representing the People of the whole country in the National Assembly and People's Councils at all levels, the Prime Minister directs:

1. The Ministry of Information and Communications shall preside over and coordinate with relevant agencies to develop plans, direct and guide central and local information and press agencies to promptly and extensively disseminate information to cadres, civil servants, public employees, armed forces and all classes of people about the meaning and importance of the election; the right to run for election and the right to vote of citizens as prescribed by the Constitution; the basic contents of the Law on Organization of the National Assembly, the Law on Organization of Local Government, the Law on Election of National Assembly Deputies and People's Council Deputies; contributing to raising the sense of ownership and self-awareness of all citizens, agencies and organizations in carrying out election work.

2. The Ministry of Planning and Investment directs the General Statistics Office to guide the Statistical Offices of provinces and centrally run cities to provide population data as of December 31, 2015 of each locality as a basis for calculating the number of National Assembly deputies and the number of People's Council deputies at all levels in each administrative unit.

3. The Ministry of Transport and the Ministry of Information and Communications shall develop specific plans and solutions to ensure smooth traffic and communication during the preparation and organization of the election, especially before and on election day, May 22, 2016.

4. The Ministry of National Defense and the Ministry of Public Security shall develop plans and options for deploying forces to ensure political security and social order and safety throughout the preparation and organization of the election, paying special attention to ensuring security and order in key areas and areas of national defense and security importance; direct and guide military and police forces to participate in the election.

5. The Ministry of Finance shall promptly allocate funds for central and local agencies to carry out election work; guide the preparation of estimates, final accounts and inspection of the use of election funds; ensure that funds are used for the right purposes, requirements, economically and effectively.

6. The Ministry of Agriculture and Rural Development and the Ministry of Health shall preside over and coordinate with relevant agencies to develop proactive plans to respond to natural disasters and epidemics that may occur during the preparation and organization of elections.

7. The Government Inspectorate shall preside over and coordinate with relevant agencies to guide the declaration of assets for candidates nominated for the National Assembly and People's Councils at all levels under the direction of the National Election Council and the National Assembly Standing Committee; preside over or coordinate with ministries, branches and localities to focus on promptly and legally resolving citizens' complaints and denunciations before, during and after the election.

8. The Ministry of Home Affairs is the standing agency responsible to the Government and the Prime Minister for advising and assisting the Government and the Prime Minister in directing ministries, ministerial-level agencies, government agencies, and People's Committees at all levels to carry out election work; inspecting and urging People's Committees at all levels to implement the provisions of the law on elections and the guiding documents of the National Election Council, the National Assembly Standing Committee, the Central Committee of the Vietnam Fatherland Front, the Government, and the Prime Minister; closely coordinating with the Government Office and relevant agencies to monitor and update the preparation and progress of election work at ministries, ministerial-level agencies, government agencies, and People's Committees at all levels to promptly synthesize and report to the Government and the Prime Minister in accordance with the provisions of the law on elections.

9. People's Committees at all levels, within the scope of their tasks and powers, shall organize the election of National Assembly deputies and People's Council deputies at all levels in accordance with the direction of the Politburo, the Election Work Plan of the National Election Council, the guidance of the National Assembly Standing Committee, the Central Committee of the Vietnam Fatherland Front and the direction of the Government and the Prime Minister; proactively implement and ensure the progress of preparations for the election; the work of consultation, selection and introduction of candidates for National Assembly deputies and People's Council deputies at all levels; the order of steps to carry out work before, during and after the election day and the material and technical conditions serving the election. Proactively coordinate with the Standing Committee of the People's Council and relevant agencies in supervising, inspecting and implementing the election work. Direct local military and police agencies to develop specific plans and measures to maintain political security, order and social safety in the locality and at polling stations; Ensure that the election is held safely and legally; develop a backup plan to ensure that the election is conducted continuously and without interruption.

10. The Chairman of the People's Committee of a province or centrally run city is responsible to the Government and the Prime Minister for directing the organization and implementation of the election in accordance with the provisions of the Law on Election of Deputies to the National Assembly and People's Councils; guidance of the National Election Council, the Standing Committee of the National Assembly, the Government, the Prime Minister, the Central Committee of the Vietnam Fatherland Front and of the Ministries and Central agencies.

The Prime Minister requested Ministers, Heads of ministerial-level agencies, Heads of Government agencies, People's Committees and Chairmen of People's Committees of provinces and centrally run cities, within the scope of their tasks and powers, to urgently deploy the work of preparing and organizing the election; promptly send reports to the Ministry of Home Affairs and the Government Office to synthesize and submit to the Government and the Prime Minister the situation of the work of preparing, deploying and organizing the election, the election date according to the progress of each stage of the election, ensuring the success of the election of deputies to the 14th National Assembly and the election of deputies to People's Councils at all levels for the 2016-2021 term./.
