According to Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu, along with the Government's solutions and the participation of ministries, branches, and localities, workers across the country have gradually overcome difficulties and stabilized their lives.

The unemployment situation of workers continues to improve.

Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu assessed that in 2022, overcoming global instability and negative impacts and domestic challenges, under the wise leadership of the Party, the drastic, flexible and focused management of the Government, the supervision and creation of the National Assembly, our country's socio-economic situation achieved many very positive results.

The business situation has improved a lot. This is reflected in the socio-economic statistics for the first 11 months of 2022 compared to the same period in 2021: Total import and export turnover of goods is estimated to increase by 11.8%, of which exports increased by 13.4%; imports increased by 10.1%, trade surplus of 10.6 billion USD; newly registered and returning businesses increased by 33.2%, nearly 1.5 times higher than businesses withdrawing from the market.

Along with that, the total number of registered employees of enterprises increased by 15.9%; the number of employees working in industrial enterprises increased by 5.9%. Thanks to that, the situation of underemployment of workers continued to improve (down 2.54 percentage points); the situation of unemployment of workers continued to maintain a downward trend (down 1.70 percentage points).

Average income of workers has improved compared to the same period in 2021 and the period before the COVID-19 outbreak in 2019.

Compared to the same period in 2021, when the COVID-19 epidemic was very complicated in many localities, the average income of workers in the third quarter of 2022 increased by 30.1%, equivalent to an increase of about 1.6 million VND.

Compared to the same period in 2019, before the COVID-19 pandemic appeared in Vietnam, workers' lives have returned to a new normal and are more secure, with the average income of workers increasing by 14.5% (according to data from the General Statistics Office).

However, from September until now, besides businesses continuing to produce, do business well, expand production, and recruit more workers, many businesses in various industries and localities, especially in the textile, footwear, wood processing, and electronics industries, have encountered difficulties, shortages, and cuts in orders, leading to many workers having their working hours reduced and losing their jobs, affecting the jobs, income, and lives of a number of workers and their families.

Faced with the above situation, along with the solutions of the Government and the Prime Minister, the participation of ministries, branches, localities, and trade unions at all levels have quickly taken action and implemented many measures to reduce difficulties for workers.

Many measures have been implemented such as: Proactively grasping the difficult situation, shortage, and order cuts of businesses, the number of workers with reduced working hours, job losses, consulting, job referrals, and vocational training for unemployed workers.

Participate and propose to the enterprise to develop a plan for Tet holidays, salary and bonus payment and announce it at least 20 days before Tet holidays. Propose to participate, dialogue and negotiate with the employer to develop a plan for labor use, enhance training and retraining to continue using employees; in case of termination of labor contracts, the rights of employees must be ensured according to the provisions of law.

In particular, during the Lunar New Year 2023, trade unions at all levels continue to take care of union members and workers in difficult circumstances and those who have lost their jobs; organize delegations to visit, give gifts, encourage and wish a happy new year to union members and workers in especially difficult circumstances...

Mr. Ngo Duy Hieu said that, in addition to the activities of the Trade Union, in order to reduce difficulties for workers, retain skilled human resources, contribute to stabilizing the labor market, and prepare for the recovery period in 2023, many synchronous solutions are needed, both short-term support to help workers overcome difficulties, stay in the market or return to the market soon, and long-term support to enhance adaptability and resilience for workers to market fluctuations.
