Government holds August thematic meeting: Giving opinions on 8 contents
At the thematic meeting on law-making, the Government discussed and gave opinions on 8 contents, including 7 draft laws and 1 report.

On August 24, under the chairmanship of Prime Minister Pham Minh Chinh, the Government held a Special Session on Law Making in August 2024 to discuss and give opinions on 8 contents, including 7 draft laws, proposals for law making and 1 report content.
Attending the meeting were Deputy Prime Ministers Tran Hong Ha and Le Thanh Long; Ministers, Heads of ministerial-level agencies and Government agencies.
Opening the meeting, Prime Minister Pham Minh Chinh pointed out that the first half of the 2021-2026 term has passed, thanks to the great efforts of the entire Party and people, under the leadership of the Party, regularly and directly by the Politburo and the Secretariat, headed by the late General Secretary Nguyen Phu Trong and General Secretary and President To Lam, the efforts of the entire political system, the participation of people and businesses, and the support of international friends, many targets of the 13th National Party Congress have been basically achieved and exceeded.
However, there are still targets that need to be accelerated and made breakthroughs in the remaining half of the term to be achieved; there are still bottlenecks and institutional problems. One of the solutions to accelerate and make breakthroughs is to remove legal problems, improve institutions; increase decentralization and delegation of power, avoid the request-grant mechanism, and reduce compliance costs for agencies, businesses, and people.

At the upcoming 8th Session of the 15th National Assembly, the Government will submit 1 law, amend many laws and a number of other laws, to remove obstacles and mobilize all social resources, especially non-state resources for development.
According to the Prime Minister, since the beginning of 2024, the Government has organized 7 specialized meetings on law-making, implementing 1 of 3 strategic breakthroughs: building and perfecting institutions.
At this meeting, the Government considered 8 contents. The contents were very rich, wide in scope, with many subjects, while the requirements were high and the time was limited.
The Prime Minister requested that Government members focus their intelligence to urgently complete the Laws to submit to the National Assembly in accordance with procedures, time and quality assurance.
Emphasizing the importance of law-making, the Prime Minister requested that Ministers and Heads of ministerial-level agencies directly direct and allocate resources and qualified and dedicated staff for the work of building and perfecting laws and institutions. In particular, Ministers, Heads of ministerial-level agencies and Government agencies must fully attend and give opinions at law-making meetings according to the Government's working regulations...
According to the program, the regular Government meeting on law making in August, the Government discussed and gave opinions on: Draft Law on amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army; Draft Ordinance on Management and Protection of the Ho Chi Minh Mausoleum Relic Site; Proposal to develop the Law on Public Investment (amended); Proposal to develop the Law on amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the form of public-private partnership and the Law on Bidding; Proposal to develop the Law on amending and supplementing a number of articles of the Law on State Budget, the Law on Management and Use of Public Assets, the Law on National Reserves, the Law on Accounting, the Law on Independent Auditing, the Law on Securities, the Law on Tax Management; Draft Law on Corporate Income Tax (amended); Draft Law on Special Consumption Tax (amended). At the same time, listen and give opinions on the transfer of Vocational College No. 1 - Ministry of National Defense, Vocational College No. 4 - Ministry of National Defense and Vocational College No. 20 - Ministry of National Defense under the Ministry of National Defense to the Ministry of Labor, War Invalids and Social Affairs./.
