Prof. Dr. Vu Minh Giang: A constructive government must take action, not sit on top of the people and enjoy, be corrupt, and exploit.

Celebrating National Day is an opportunity for each of us to reflect on the great value of the August Revolution, on the model of a state of the people, by the people, and for the people. In that context, recent statements by Prime Minister Nguyen Xuan Phuc on a constructive, honest government serving the people have been highly appreciated by public opinion.

PV:Dear Professor! How do you feel about Prime Minister Nguyen Xuan Phuc's recent statements about a creative, honest, and serving Government?

Professor, Dr. Vu Minh Giang:Recently, the people have been very excited about the actions of the new Government, especially the statements of the Prime Minister. Firstly, the head of the Government has realized that the activities of the Government and all public agencies are supported by the people, living on the people's tax money. So it is clear that the Government must be a servant of the people. President Ho Chi Minh said that a long time ago, but when the Prime Minister declared it, the people were happy. Happy because that reality had been "spoken".

However, that can be said to be not new. But the Prime Minister spoke in a new atmosphere, a new spirit, so the people felt a change in the awareness of the leaders, especially the head of the Government.

PV:Can you elaborate on these concepts?

Professor, Dr. Vu Minh Giang:The constructive nature of the Government is the essence of a democracy. In the past, we may have thought a lot about finding ways to manage the people, so all power did not belong to the people but to the managers. To allow this to be done, the people had to ask for permission to do that, not to manage in the way of creating equal opportunities for everyone on the basis of the constitution and laws that everyone agreed upon.

A constructive government must create opportunities for everyone. That is a very new spirit. And moreover, it talks a lot about an honest and dedicated government. That is the spirit that has been established since we carried out the August Revolution and President Ho Chi Minh solemnly declared to the people that “everyone has equal rights, all power belongs to the people”.

In the current context, those statements are very important, people feel a new spirit, a new spirit. For example, in the case of Xin Chao Coffee Shop, someone said "a matter as small as a fingernail" why did the Prime Minister have to direct to solve it, the Prime Minister only asked one question: "If it was your family matter, would it be small?" Professor, Dr. Vu Minh Giang:Exactly! Creation is the act of creating opportunities and removing obstacles to development. The government must act, not sit on top of the people and enjoy, be corrupt, and exploit. Not only does it not create new opportunities, but it also creates many obstacles to development. Corruption is an obstacle to development, it is anti-creation; exploitation, plunder, and corruption clearly deplete national resources, and most importantly, it harms people's trust, and the government also weakens day by day. Here, it is necessary to act correctly, act for the benefit of the nation and people, then that creation, that action will be in accordance with the people's wishes.

The phrase "tectonics" has been mentioned many times by Prime Minister Nguyen Xuan Phuc in recent speeches.

PV:In addition to the Prime Minister's determination, what must the public apparatus be like to fulfill the Government's creative mission, sir?

Professor, Dr. Vu Minh Giang:The determination of the head of government is extremely important. However, not all departments will always move voluntarily. Therefore, it must be institutionalized through legal documents to force everyone in the public administration to move accordingly.

Second, there must be a mechanism for people to monitor the activities of the Government. The voice of the people in criticism and reflection must be respected. And there must be specific sanctions for people's monitoring to be effective.

PV:Professor, is that also a way to contribute to perfecting the rule of law state of the people, for the people, and by the people?

Professor, Dr. Vu Minh Giang:That is true. It can be added that in the information technology era, somehow providing timely, accurate, complete and transparent information that can be made public is one of the measures to make the Government operate more effectively. Except for information that is a national secret. But perhaps a country cannot have many secrets, especially things that are visible to all people.

Second, let's create conditions for the press to operate in a freer environment, of course in accordance with the law. That is the place to convey the people's wishes and discovered issues to the leaders in the fastest and most timely manner, so that the Government can handle the issues promptly. That is also a solution when talking about a constructive Government, an action-oriented Government, a transparent Government, and an honest Government.
