Increase penalties for traffic safety violations
Based on discussions and proposals from localities, at the conference, Deputy Prime Ministers and a number of ministries, branches and central agencies received, explained and clarified a number of issues as well as oriented a number of key tasks in the sectors and fields in the last 6 months of 2019.
The content of much concern is focusing on implementing the Law on Planning, associated with synchronizing the establishment of sectoral and local planning as a basis for implementation; speeding up the progress of power projects, associated with ensuring power sources for production and people's daily life; speeding up the progress of transport projects, especially the North-South expressway.
Regarding traffic accidents, the Government is assigning the Ministry of Transport to advise on amending Decree No. 46/ND-CP on administrative sanctions in the field of traffic in the direction of increasing penalties for violations, especially for drivers using alcohol or stimulants; strengthening the management of motor vehicle inspection facilities and driver training and testing.

Many issues that need attention in the last 6 months of the year were also raised, such as closely monitoring products "disguised" as Vietnamese brands in other countries; strengthening the strength of the State and private economies, gradually reducing dependence on external factors; having synchronous solutions to control inflation and better handling complaints and denunciations from the people.
In addition, proactively forecasting and effectively preventing all types of crimes, especially drug crimes; taking care to resolve backlog cases and housing for meritorious people, improving the lives of meritorious people to be higher or equal to the average living standards of people in residential areas... are also points that need to be noted and implemented in the coming time.

Timely resolution of local recommendations
Speaking at the conference, Prime Minister Nguyen Xuan Phuc requested ministries, branches and central agencies to seriously absorb proposals and recommendations from localities to focus on handling them according to their authority, avoiding the situation where local opinions are heard but not responded to or resolved.
Based on the analysis of challenges, risks and opportunities from the global and regional situation for domestic economic development, the Prime Minister requested ministries, branches and localities to proactively propose solutions to limit risks and seize opportunities for development.

Emphasizing the Government's consistent guiding viewpoint of remaining steadfast in the goals and tasks set for 2019, resolutely not retreating or adjusting any targets; the Prime Minister requested ministries, branches and localities to further promote the spirit of overcoming difficulties of the entire system, the business community and all classes of people; continue to innovate and adapt to the situation to complete the targets and tasks for the last 6 months of the year, contributing to promoting the implementation of the 5-year plan 2016 - 2020.
To ensure the economic growth target of 6.6-6.8% for the whole year of 2019, the Prime Minister requested all levels and sectors to promote production, focus on exploiting growth in key areas, boost exports; effectively prevent swine fever and prevent natural disasters.
The Head of Government also noted the need to focus on attracting investment from foreign enterprises, with priority given to high-tech, environmentally friendly enterprises that produce according to the value chain; combined with creating conditions for the domestic private economy to develop, promoting tourism development, and attracting international visitors to Vietnam.

On the other hand, it is necessary to have solutions to accelerate the economic restructuring process; review and cut unnecessary business conditions, creating a favorable business environment for organizations and individuals.
The Prime Minister also emphasized that, in addition to economic development, it is necessary to pay attention to solving social issues and protecting the environment, especially drug abuse, "black" credit, traffic accidents, exam cheating, school violence, etc.
The Prime Minister called on all levels, sectors and localities to improve their capacity and responsibility towards the people, thereby having a spirit and decisive attitude in organizing and implementing targets and tasks, and effectively resolving urgent issues and complaints and denunciations from citizens.
