Officially abolish road tolls for motorbikes
The Government has just decided to abolish road usage fees for two-wheeled motorbikes, three-wheeled motorbikes, motorbikes and similar vehicles (motorbikes) from June 5, 2016.

This is the content of the Decree.28/2016/ND-CPamending a number of articles of Decree No.56/2014/ND-CPMay 30, 2014 and Decree No.18/2012/ND-CPMarch 13, 2012 of the Government on Road Maintenance Fund.
According to Decree28/2016/ND-CPEffective from June 5, 2016, motorbikes are not required to pay road use fees.
Road use fees are collected annually on each road motor vehicle, including only: automobiles, tractors; trailers, semi-trailers pulled by automobiles, tractors and similar vehicles (automobiles).
The Ministry of Finance is responsible for guiding the management regime for road use fees, and specifying the declaration and payment periods for road use fees (monthly, quarterly, annually, and inspection periods) for automobiles to suit each fee payer.
Affirming that the collection of road fees for motorbikes is in accordance with the provisions of the Road Traffic Law and the Ordinance on Fees and Charges, the Ministry of Transport said that the implementation process and methods encountered many shortcomings and limitations.
Specifically, fee collection depends mainly on people's awareness while propaganda and mobilization work is still limited.
The implementation of fee collection at the local level has not been really active, synchronous, and unified from the management of the number of motorbikes to the organization of fee collection, and there has not been a radical solution to overcome the situation of non-payment of fees.
Sanctions for cases of failure to declare and pay fees are not feasible and difficult to control because the authority to impose penalties in the field of fees and charges is carried out by tax agencies, specialized inspectors, and People's Committees at all levels, not by the police.
Some provinces and cities are slow to implement or stop collecting fees, leading to unfairness and creating negative public opinion in society.
Therefore, the collection of road usage fees for motorbikes is ineffective and faces many difficulties.
