Male student was prosecuted for lending his motorbike to a friend and causing a fatal accident.
On the afternoon of November 12, Lao Cai Provincial Police announced that they had decided to prosecute Hoang Trung Dung (born 2008, a student at Van Ban High School No. 4) for the crime of "Allowing an unqualified person to drive a vehicle to participate in road traffic".
Previously, on the evening of October 7, Dung lent his friend Do Manh D. (born 2010, a student at Van Ban Continuing Education Center) his motorbike with license plate 24V1-239.11 to pick up Hoang Nam C. (born 2010).
The two then rode their motorbikes.wear a helmetand fell off the bike, causing C. to suffer a traumatic brain injury and die on October 10.
Considering the nature of the case, Hoang Trung Dung is 16 years old, has the capacity to bear criminal responsibility and is fully aware that handing over the vehicle to an unqualified person to drive is a violation of the law. The Investigation Police Department of Lao Cai Province Police has issued a decision to prosecute the case and prosecute the accused for investigation according to regulations.
Do Manh D. is not yet 16 years old and therefore does not have to bear criminal responsibility but will be considered for appropriate punishment.
