Nghe An implements a program to give helmets to first graders

In the 2025-2026 school year, all first graders in Nghe An will receive standard helmets sponsored by Honda Vietnam. The activity is part of the program "Giving helmets to first graders", implemented according to the plan of the National Traffic Safety Committee and the direction of the People's Committee of Nghe An province.

Implementing Plan No. 172/KH-UBATGTQG dated October 8, 2025 of the National Traffic Safety Committee and Official Dispatch No. 10907/UBND-NC dated October 13, 2025 of the Provincial People's Committee, the Traffic Safety Committee of Nghe An province has just issued Official Dispatch No. 254/ATGT dated October 16, 2025 on the implementation of giving helmets to first graders in the province.

The program is jointly implemented by the National Traffic Safety Committee, the Ministry of Education and Training and Honda Vietnam Company, aiming to raise awareness of compliance with the mandatory regulation of wearing helmets that meet National Technical Regulations for children when participating in traffic by motorbike, scooter, or electric bicycle.

According to the plan, Honda Vietnam will transport helmets to schools and assign authorized dealers (HEAD) to coordinate with schools to organize donation activities, instruct on how to wear helmets properly and promote traffic safety.

Provincial Traffic Safety CommitteeDepartment of Education and TrainingStatistics, allocation of helmet quantity; coordination in selecting a primary school to organize the provincial launching ceremony, at the same time guiding the remaining schools to implement uniformly according to the direction of the Ministry of Education and Training. The Department is also required to strengthen propaganda, mobilize parents to wear standard helmets for their children, at the same time organize the signing of a commitment between parents and schools on compliance with regulations when transporting children in traffic.

Nghe An Provincial PoliceThe Traffic Police Department is requested to direct the traffic police force to increase inspection and strictly handle cases of adults carrying children on motorbikes, scooters, and electric bicycles without wearing helmets; at the same time, synthesize and report data on violations related to children.

People's Committees of wards and communesassigned to promote propaganda and dissemination of legal regulations on traffic safety and order; mobilize parents to buy and wear standard helmets for children; direct primary schools in the area to organize the donation of helmets according to instructions.

Bshirt and Provincial Radio and TelevisionIt is recommended to increase the time spent on traffic safety propaganda, focusing on reflecting the implementation of regulations on helmet wearing for children.

The Provincial Traffic Safety Committee assigned the Office of the Committee to preside over and coordinate in organizing the launching ceremony and issuing unified propaganda documents throughout the province; at the same time, monitor and inspect the implementation process and report the results to the Provincial People's Committee and the National Traffic Safety Committee.

The program aims for 100% of children to wear standard helmets when participating in traffic, contributing to the implementation of legal regulations on ensuring safety for children and building a safe and civilized traffic culture in Nghe An.
