At the end of August 2018, Hoang Mai District Police (Hanoi) coordinated with Lang Son Provincial Police to arrest Dao Xuan Manh (born in 1976, registered permanent residence in Van Quan town, Van Quan district, Lang Son province), a subject who escaped the wanted notice of the Hoang Mai District Police Investigation Agency for the act of Abuse of trust to appropriate property.

According to the investigation documents, Manh was originally from Me Linh, Hanoi. After being involved in a number of scandals, he moved to Lang Son and registered his permanent residence there.
However, Manh's main place of business is in Hanoi. He rented an apartment in a luxury urban area in Hoang Mai district to create a cover for his success, and carried out fraudulent activities to appropriate money. One of Manh's victims is Ms. Nguyen, residing in Bac Ninh.
In early 2017, Ms. Nguyen posted information about renting a car on the Internet. Manh contacted and agreed to rent a Hyundai Santafe car, license plate: 30A-861.. worth about more than 1 billion VND for 20 million VND/month. Immediately after that, he gave Ms. Nguyen 80 million VND, including 40 million VND as a deposit and 40 million VND as a 2-month rental fee in advance...
After the deadline for returning the car, Ms. Nguyen contacted Manh, but the "big" customer avoided her and refused to hand over the car. Ms. Nguyen verified through the GPS device and discovered that her car was in Dinh Cong Urban Area, Dinh Cong Ward, Hoang Mai District.
When she arrived at the address, Ms. Nguyen was shocked to learn that her property had been sold to a woman for 700 million VND. The seller of the car was Dao Xuan Manh, and the registration was under his name. During the investigation, the police determined that the car registration was forged.
Notably, according to the report of the Santafe buyer, she had previously bought from Manh a Lexus, license plate: 30A-550..., for 800 million VND and also registered the car under the name of Dao Xuan Manh. On February 14, 2017, Manh borrowed the Lexus for 30 days (wrote a loan paper) but has not returned it yet.
Another victim, Mr. Vu, resides in Dai Kim ward, Hoang Mai district. In February 2017, Manh rented a Toyota Camry, license plate number 30A - 877... from Mr. Vu. Immediately after that, Manh used a fake registration certificate to sell the car to an individual in Thai Nguyen city, for 600 million VND.
During the investigation, Hoang Mai District Police decided to prosecute the criminal case of abuse of trust to appropriate property and issued a wanted notice for Dao Xuan Manh. As of August 24, 2018, the criminal was arrested in Lang Son province.
After learning of Manh’s arrest, another victim came to the police station to report, Mr. Pham, residing in Hai Ba Trung district, Hanoi. Mr. Pham reported around the end of 2016, hearing Manh share that he needed money to pay off bank debt, and used the factory in Me Linh district as collateral.
Believing Manh, Pham transferred billions of dong. But later discovered that the factory did not belong to Manh. The factory did not exist, the money could not be recovered, and in the end, Manh disappeared.
