'Shocking' car worth 350 million was 'fined' 148 million VND!
Many drivers were startled to discover that their cars had violated dozens of rules with fines totaling over hundreds of millions of dong.

Mr. VNT (residing in Thu Duc district, Ho Chi Minh City) said that recently, he accessed the Ho Chi Minh City Police Department's Electronic Traffic Vehicle Information Portal to see the list of fines through images (also known as "cold fines").
Checking his car, Mr. T. was stunned to see that he had committed 49 violations, most of which were speeding at the Saigon River tunnel. Accordingly, the total fine he had to pay was 148 million VND.
"Up until now, I have never received any invitation or notice of violation from the traffic police. Today, I was shocked. My car is a KIA Moring, worth only 350 million VND, but now the fine is almost half the value of the car. There are only 3 months left until the car is due for inspection," said Mr. T.
According to Mr. T, he has been using this car for Uber business for a long time and always complies with speed regulations. "I can't afford that much money right now, I'll definitely have to sell the car to make a little more profit" - Mr. T explained.

Through checking the list of "cold fines" provided by the Traffic Police Department of Roads and Railways (PC67) of Ho Chi Minh City Police, the reporter found that many other vehicles also violated the law with fines of over 100 million VND. Specifically, car with license plate 60C-223... had 50 violations; car with license plate 51A-697... had 46 speeding violations; car with license plate 50Z-272... had 29 traffic violations...
Lieutenant Colonel Nguyen Van Binh, Team Leader of PC67 Staff Team, said that in case of violations, the department will send a notice to the police at the ward or commune level where the vehicle owner registered to coordinate verification.
"Each violation is a separate notice, not collected at a time and then sent. The list is posted like that, not based on how many times it is fined. We have to verify the details, for example, whether the vehicle was driven by someone else or the owner, then we will fine" - Lieutenant Colonel Binh explained.
There is no such thing as deleting violations. Currently, on social networks, information is being shared: "Within one year from the date of the violation notice, if the vehicle owner does not pay the fine and does not incur any new violations, the violation will be deleted." This information is based on Article 74 of the 2012 Law on Handling of Administrative Violations. A representative of PC67 said the above information is incorrect. Currently, there are more than 13,000 cases of "delay" in not paying the fine. |
