Against the 'whitewashing' of party cells in Do Luong

Risk of party cell whitewashing

After Nghe An Provincial Party Committee issued Project No. 01-DA/TU dated August 10, 2016 on "Building Party cells and developing Party members in blocks and hamlets without Party cells or Party members and blocks and hamlets at risk of no longer having Party cells in the period of 2016-2020", the Standing Committee of Do Luong District Party Committee directed the implementation of reviewing the situation of Party members and the quality of Party cell activities in blocks and hamlets under the Party Committees of communes and towns.

Thanks to that, the district specifically identified 14 block and hamlet party cells at risk of becoming white in the communes of Giang Son Dong, Giang Son Tay, Bai Son, Dang Son, Da Son, Hien Son, Tru Son, associated with the difficult reality of the party cells such as no source of new admissions, a high proportion of old and weak party members, few local party members, and having to increase the number of party members from other places to participate in activities...

Among these, Tru Son is the Party Committee with the highest number of Party cells at risk of being re-elected, including 4/16 rural Party cells in hamlets 13, 14, 15 and 16. For example, in Party Cell 13, there are currently a total of 6 Party members, of which 4 are local Party members, 2 other Party members, Pham Van Nhan and Tang Thi Thuy, are civil servants of the Commune People's Committee who have been promoted to join the general activities. Since 2004, this Party Cell has not been able to admit new Party members, the Party Cell Secretary is over 70 years old but has had to take on important responsibilities for many terms.

Even grassroots party organizations with a large number of party members, such as Party Cell 9 (21 party members), are facing difficulties in recruiting elite people into the Party, as the average age of party members is quite high, but in the past 6 years, they have not been able to recruit new party members...

The phenomenon of “old bamboo but young shoots have not yet grown” is a reality that many localities in Do Luong district are facing. Even central units such as the Town Party Committee are facing difficulties in creating sources, recruiting party members, and rejuvenating the grassroots Party committee staff.

Comrade Nguyen Nguyen Minh - Standing Deputy Secretary of the Town Party Committee said: "The average age of party members in the Town Party Committee is 60 years old, posing an urgent requirement to rejuvenate the party members as well as the team of party cell secretaries.

After the recent Party Congress, the town has completed 3/4 of its Party cells with Party cell secretaries over 70 years old. The work of developing Party members is currently facing many difficulties, as many young people leave the area to work far away, those at home do not have the conditions or do not have the will to strive to join the Party, other resources in the branches and organizations are increasingly limited...

Solutions to overcome "difficulties"

Faced with common difficulties, the Standing Committee of Do Luong District Party Committee has developed and issued a plan to organize the implementation of Project No. 01-DA/TU, focusing on raising awareness, promoting the role and responsibility of Party committees at all levels, cadres and Party members in training, discovering factors, creating sources for Party members, consolidating Party cells in blocks and hamlets at risk of no longer having Party members or Party cells, associated with leadership and direction to improve the quality of activities of grassroots Party organizations.

The district also selected Giang Son Dong and Giang Son Tay communes as pilot points, and assigned specific tasks to each member of the Project 01 steering committee from the district to the grassroots level, gradually improving the quality of party cell activities in villages and hamlets to meet the requirements of the new situation.

Thanks to the joint efforts, the entire Party Committee has recorded initial movements. In Dang Son commune, the Party Committee has dissolved the combined Party cell in the fishing villages, sent 8 Party members who are full-time and part-time officials and civil servants at the commune level to operate in hamlets 6 and 7 to establish 2 separate Party cells, "erasing" Party cells in the entire district.

Up to now, the Party Cell of Hamlet 7 has admitted a new party member as a local source. For Giang Son Dong commune, facing the difficult reality, the Party Committee of the commune has issued Plan No. 19KH/DU to implement the Party development work in the period of 2016 - 2020, in which it promotes the spirit and responsibility of the Party Committee, Party Cell, and Party members in creating sources of Party members, including the Party member development work in the criteria for evaluating and classifying Party organizations annually; at the same time, assigning comrades in the Standing Committee and Party Committee to be in charge of clusters, closely following the Party Cells of the block and hamlet to direct the implementation. Thanks to that, up to now, the Party Cells at risk of being re-elected in the area have admitted 4 outstanding masses into the Party.

In the whole district, thanks to the high concentration on the work of creating sources and recruiting new party members, it has brought about positive results. In the first 6 months of 2017, the Party Committee recruited 119 outstanding people. Notably, 7 party cell units at risk of no longer having party members have recruited 20 outstanding people into the Party, including Giang Son Dong (4 cases), Giang Son Tay (1), Party Cell 7 Dang Son (2), Da Son (2), Hien Son (4) and Tru Son (5)...

Comrade Le Minh Phuc - Deputy Head of the Organizing Committee of Do Luong District Party Committee said: "In the district, there are 367 rural party cells under the Party Committees of communes and towns. With the goal of striving every year for each hamlet at risk of no longer having a party cell to discover and introduce 1-2 outstanding masses to train and admit at least 1 comrade into the Party; by 2020, maintain 100% of the blocks and hamlets with party cells, in addition to proactively reviewing and creating sources for party development and managing party members, the Standing Committee of the District Party Committee has directed the departments, branches, and subordinate Party organizations to spend more time on the work of preventing the risk of having no party cells.

In the coming time, the entire Party Committee will focus on improving the quality of Party cell activities in the spirit of Directive 10-CT/TW of the Central Secretariat, focusing on thematic activities, improving the quality of management of the team of Party cell secretaries of blocks and hamlets; promoting the role of Party members who are cadres and civil servants of communes and towns in building Party cells and developing Party members in the blocks and hamlets where they reside and the areas where they are mobilized to participate in Party activities; promptly perfecting mass organizations in weak villages and hamlets to promote emulation movements at the grassroots level to gather and attract the masses, especially the young, to participate; assigning responsibilities to local Party committees, authorities and mass organizations to "cover" the team of hamlet chiefs who are not Party members.
