Anti-corruption: Time to declare war on even the "moles"

Petty corruption is likened by the country's top leader to "moles" that need to be fought against so as not to erode people's trust.

Last weekend, at a conference of the Central Steering Committee on Anti-Corruption, General Secretary and President Nguyen Phu Trong compared "petty" corruption to "moles" that are very annoying and erode people's trust.

Head of the Central Steering Committee on Anti-Corruption Nguyen Phu Trong also gave a clear message: From now on, corruption prevention will not only stop at major, serious cases but also have to clean up the "moles". Accordingly, the authorities will choose a few typical "petty" corruption cases to handle.

“The moles” have been mentioned quite a lot for a long time. They appear anytime, anywhere in social life. It is the problem of lubrication, bribes, envelopes, red envelopes, hiding and concealing... when applying for jobs, applying for school, applying for paperwork, applying for good medical services in public hospitals, it is the situation of “eating” from people without stopping at anything...

Petty corruption is so widespread that a part of the population has a complicit mentality, saying “that’s how society is, so I have to be”. They even accept petty corruption in the hope of getting things done. But one part does not mean all. Petty corruption itself has created inequality in society. Those who do not have the means or the ability to “bribe” will of course have to accept disadvantages.

Why does petty corruption become so widespread? First of all, it is a remnant of the “ask-give” mechanism that is still imprinted in the minds of many people, and the attitude of giving by a number of public officials even though it is their responsibility.

Secondly, although many reforms have been made, administrative procedures in many areas are still complicated and cumbersome, causing people and businesses to have to go back and forth many times... And above all, there is a lack of a strong enough monitoring mechanism and there has been almost no case of "bribes" being prosecuted for criminal liability except for loss of position, job loss, or job transfer.

On the eve of the 6th session of the 14th National Assembly, voters also expressed their indignation about petty corruption. Voters said that these negative manifestations are often only discovered through people's reflections and denunciations or through the press, and are almost never discovered through internal struggles, self-criticism and criticism by officials and civil servants.

From the experts’ perspective, petty corruption is no longer a small matter but has become a big problem. The most dangerous thing about petty corruption is that it creates frustration in society, especially causing people to lose confidence in Party and State agencies.

Therefore, the research and development of the Project to combat "petty" corruption by the Central Internal Affairs Committee has received great attention from the public. They expect that the authorities will soon come up with strong enough solutions to this problem, not only relying on the eyes and ears of the people, on modern technology but also having strict sanctions that make both the "giver" and the "receiver" feel "afraid".

The declaration of war against petty corruption was made by the head of the Party and State in the context of many large, complex and serious corruption cases being exposed, and many high-ranking officials being criminally prosecuted. This is the basis for people to believe that the upcoming "moles" will have effective treatment./.
