At the 4th Conference of the 12th Party Central Committee, General Secretary Nguyen Phu Trong said that the 11th Party Central Committee's Resolution 4 on Party building, with the very high political determination of the entire Party, people and army, has achieved important initial results, but the state of degradation, "self-evolution" and "self-transformation" has not been prevented or pushed back, which could cause unpredictable consequences.

In the spirit of looking straight at the truth and correctly assessing the truth, the General Secretary proposed to point out the correct root cause and propose effective remedies.

The reality of life is taking place and through a series of cadres, ideological degradation has begun to appear, even betrayal, speaking and acting not in accordance with the viewpoints and policies of the Party and State. Moral degradation, distancing from the virtues, good traditions of the nation, patriotism, love for humanity...; distancing from the dignity and ethics of a revolutionary.

The most worrying thing is that some party members and cadres, especially in economic sectors and sectors important to social life, are beginning to show signs of living far from the Party's guidelines and the virtues and ethics set forth by Uncle Ho.

PV:Besides the causes already pointed out, what other causes do you think?

Dr. Nguyen Quoc Dung:I agree with the underlying cause that General Secretary Nguyen Phu Trong has mentioned. I would like to add another cause, which is the cultural environment. Education in schools, especially at the general level, has problems. The cultural environment that builds relationships between people in life and in society has problems. There have been many massacres and mass murders, and indifference and apathy have not been uncommon.

Another reason, I think, is that there is no fairness in the environment for striving and contributing, especially among cadres and party members. The situation of factions, descendants,... makes good people discouraged, not wanting to participate and strive.

The third reason is that the supervision work is not strong enough to deter. Therefore, one of the things that needs to be focused on is to strengthen supervision, inspection, and improve the moral training of cadres and party members.

PV:In addition to the 4 groups of tasks and solutions mentioned, do you have any additional solutions? What additional issues should be noted in the content of each group of solutions?

Dr. Nguyen Quoc Dung:The four groups of solutions proposed by the General Secretary are basically correct. However, we must also add to each idea of ​​the solution the issues that need to be focused on.

The first issue is to prevent the practice of appointing relatives and family members to hold official positions. In the past, feudal kings saw this. The phenomenon of relatives holding official positions is very dangerous.

Here, it is not forbidden for a family to have many officials or talented people. They have the right to study and strive, but are not allowed to work in the same place. A place here is understood as an agency or a locality, depending on the nature of the work. There cannot be a situation of “family rule”.

Second, there is something that needs to be fought against, which is the phenomenon of superstition that occurs even among leaders. The stories of asking for seals and competing with each other are ridiculous. Society cannot develop if the motivation is to go to the temple and ask the gods. I think that fighting against superstition must be done resolutely.
