PVNC2-CT02 apartment building of Thanh Vinh Investment, Production and Trade Joint Stock Company (under Nghe An Petroleum Minerals Corporation) is a grade II civil work. This apartment building has a total floor area of ​​15,626m2, a scale of 18 floors, 168 apartments. The project was expected to be completed and put into use by the end of 2016, but has been behind schedule. Although unfinished, the investor has allowed 79 households to move in since November 2017. Participating in the dialogue, Colonel Dao Hong Lap - Deputy Director of the Fire Police Department said that this unit has reported the situation to the Provincial People's Committee about the investor of the PVNC2-CT02 apartment building putting the project into use without organizing the acceptance of fire prevention and fighting. Colonel Dao Hong Lap announced many violations of the investor, proposed administrative sanctions and requested the suspension of all activities in this apartment building until the fire prevention system is completely installed and inspected and accepted by the competent authority for quality. "The fire prevention and fighting system has not been completed, if there is an unfortunate fire or explosion, it will cause very serious consequences for people and property. Concluding the dialogue, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien affirmed that the investor of the PVNC2-CT02 apartment building had committed serious violations. In addition to pointing out the violations, the Vice Chairman of the Provincial People's Committee requested the investor to take full responsibility for urgently moving households out of the apartment building to correct the violations; at the same time, he directed the Department of Construction to advise the Provincial People's Committee to decide to establish an interdisciplinary team to comprehensively inspect the project within 30 days, so that the Provincial People's Committee has a basis to handle violations against the investor.
