Proactively fight and protect the Party's ideological foundation on the eve of the 13th Congress
Normally, as the Party Congresses at all levels approach, hostile and reactionary forces and political opportunists increase their propaganda activities against our Party and State. It is worth noting that recently, some more blatantly opposing documents have appeared, distorting history with extremely reactionary arguments.

There are political opportunists who have distorted the truth about the laws and regulations that the 6th Session of the 14th National Assembly has just passed. They focus on destroying the ideological foundation, Platform, and leadership of the Communist Party, demanding that our Party give up its leadership; reject the socialist path in Vietnam, demand the implementation of pluralism and multi-party system in Vietnam according to the Western viewpoint, and implement a bourgeois rule of law state. They call for the gathering of forces to fight against the law... They take advantage of the negative aspects arising among some cadres and party members that we are condemning, criticizing, fighting against, and handling, such as corruption, violations of the people's democratic rights, and other social evils... to blacken the social picture, causing confusion and loss of people's trust in the Party and the State.
PLOT AND TRICKS TO SUPPRESS BEFORE THE 13TH CONGRESS
Taking advantage of social networking sites and the internet, hostile forces focus on propagating bad, toxic, and disguised content, digging up, exaggerating, and distorting mistakes and shortcomings, or taking advantage of limitations and loopholes in state management to slander, defame, and lower the prestige and role of local Party committees and authorities.
Taking advantage of the time when Party Congresses at all levels are moving towards the 13th National Party Congress, in the context of fighting the Covid-19 pandemic, they have continuously sabotaged the Party and the State; gathered forces and incited opposing thoughts; divided the Party from the people and the People's Army. Their purpose is to thereby influence and change the awareness of the Party and State's guidelines, policies and laws; constantly called for promoting "pluralist democracy", changing the political regime, renaming the Party and the country, amending the Platform and Constitution, "depoliticizing" the army and police; implementing "separation of three powers" in Vietnam. Promoting and inciting "civil disobedience" movements, marches, protests, violence, petitions, causing "hot spots" in political security, order and social safety.
PROACTIVELY FIGHT AND RESPOND TO WRONG VIEWS
Over the years, our Party has always emphasized the position and role of the work of combating and refuting erroneous and hostile viewpoints, considering it an important part of the Party's ideological and theoretical work to protect the Party's ideological foundation and leadership.

On October 22, 2018, General Secretary and President Nguyen Phu Trong signed and issued Resolution No. 35-NQ/TW of the Politburo on strengthening the protection of the Party's ideological foundation and fighting against erroneous and hostile views in the new situation (Resolution No. 35). Resolution 35 clearly states: "Protecting the Party's ideological foundation means protecting the Party, protecting the Party's political platform and leadership; protecting the people and the Socialist Republic of Vietnam; protecting the cause of innovation, industrialization, modernization and international integration; protecting national and ethnic interests; maintaining a peaceful and stable environment for national development".
That is the basic, important, and vital content of Party building and rectification work; it is the foremost important task of the entire Party, the entire army, and the entire people, in which press and propaganda agencies at all levels are the core; it is the voluntary, regular work of Party committees, Party organizations, authorities, and the entire political system.
Resolution 35 sets out seven main tasks and solutions. The focus is to continue to make the entire Party, the entire people, and the entire army increasingly more fully and deeply aware of the basic contents and great values of Marxism-Leninism and Ho Chi Minh Thought; to make Marxism-Leninism and Ho Chi Minh Thought truly become the solid spiritual foundation of social life; to innovate and improve the quality and effectiveness of political and ideological education; to promote propaganda and education for all classes of people, especially the young generation, in order to enhance resistance and the ability to proactively fight and refute erroneous and hostile viewpoints.
Faced with fierce opposition from hostile forces on the eve of the Party Congress, the task of combating and criticizing erroneous and hostile viewpoints must be taken seriously and led and directed closely and effectively.
In particular, we must proactively prevent, be vigilant, stop, and fight against, not being influenced or influenced by unofficial information, toxic information, fabrications, and distortions on the internet and social networks of hostile forces. We must proactively prepare specific plans and measures that are appropriate to the situation; build sharp theories to effectively fight and refute wrong views that distort the ideological foundation, Platform, and leadership of the Party.
BASIC ORIENTATION
To improve the effectiveness of the fight against hostile and erroneous viewpoints and arguments, and to protect the Party's Platform and leadership lines before the 13th National Congress, in our opinion, Party committees at all levels need to focus on leading and directing the implementation of the following basic contents:
First, regularly raise awareness of responsibility for the ideological and theoretical struggle in the new situation.This is both a solution and a requirement for Party committees, Party organizations, agencies, units, localities and the entire political system, along with all cadres, Party members and people, to clearly see: The current ideological and theoretical struggle is a political task that is both urgent, regular and long-term. This is an ideological struggle between proletarian ideology and bourgeois ideology, between socialism, communism and hostile, reactionary forces, which is extremely fierce. It is a struggle to protect the ideological and theoretical foundation and viewpoints of the Party, which are Marxism-Leninism and Ho Chi Minh Thought; to protect correct ideological and theoretical values, and at the same time, to protect the revolutionary achievements that our people have shed so much blood and sacrificed to obtain. This is truly a "do or die" struggle between us and hostile forces.
Second,proactively follow issues and events, provide information, orient thoughts, and create a proactive position in the fight on the Internet and social networks.Provide information to cadres periodically, meet with retired cadres and those who have left work annually; proactively meet with cadres who have different views from the Party's guidelines and policies, the State's policies and laws to provide information, orient thoughts, and create consensus in perception and action.
Proactively fighting against erroneous and hostile viewpoints is a regular and important task for Party committees, Party organizations, the entire political system and all cadres and Party members that needs to be implemented synchronously, with focus, key points, and a system of basic policies and solutions. |
Third, regularly innovate methods, mobilize the combined strength of all forces, and proactively fight against and refute the false arguments of hostile forces.This is both an orientation and a fundamental solution to promote the combined strength of forces in the fight against hostile and erroneous viewpoints and arguments of bad subjects and elements on the Internet and social networks. Diversify the fighting activities in the direction of: establishing and using websites, blogs, forums to post articles with content propagating orthodox viewpoints, orienting public opinion, refuting or conducting refuting struggles right on "toxic" and reactionary websites used by the subjects. Build and expand the team of collaborators to report, write articles, and comment; improve the quality of articles fighting against and refuting with scientific arguments and high persuasiveness. Closely combine fighting measures, both direct and indirect; between building and fighting, in which building is the main thing; proactively provide information and coordinate with press agencies to write articles fighting against erroneous and hostile viewpoints on the Internet and social networks.
Four is,Strengthen management, proactively use technical measures, effectively prevent access to "malicious" websites.This is both a solution and a requirement to proactively coordinate with service providers, calculate and use information technology solutions to thoroughly prevent bad and toxic news on websites. Resolutely and promptly handle party organizations and party members who violate the Political Platform, Party Statutes, resolutions, directives and regulations of the Party. Tighten discipline within the Party. Party committees and party organizations, all cadres and party members must strictly comply with the discipline of speaking; strictly prohibit revealing Party and State secrets, spreading false information or distributing anonymous letters, fake letters, or letters with names but containing bad, distorted, slanderous and provocative content.
Well implementing the above basic contents and orientations will contribute to effectively preventing and reducing the harmful effects of distorted arguments of hostile and reactionary forces on the internet, social networks and media, especially when we conduct Party Congresses at all levels towards the 13th National Congress of Delegates./.
