Political security is maintained
In 2018, despite many difficulties and challenges, under the leadership of the Provincial Party Standing Committee and the Provincial Party Standing Committee, internal affairs work in the area achieved important results.
Military and national defense were maintained, national security and social order and safety were ensured. All sectors fought, prevented and completely defeated the sabotage plots of hostile forces, absolutely protected the safety of political and social events, international delegations, and high-ranking leaders of the Party and State visiting and working in Nghe An.
Effectively handle and resolve complicated cases related to religion and complaints among the people. Work to protect internal political security, cultural-ideological security, and cyber security continues to be strengthened, and security in sea routes, borders, mountainous areas, and ethnic minorities is maintained.
Directing the synchronous implementation of working measures, resolutely attacking and suppressing crimes, the rate of investigation of cases violating social order reached a high rate. However, the security and order situation still has many complex factors; some types of crime, especially drug crime hotspots and rings, are increasingly sophisticated; gangs, organized crime, the use of firearms, illegal credit, and debt collection are increasingly reckless and daring.
Illegal mining of minerals and sand and gravel is still complicated, traffic accidents still occur frequently, illegal migration of Mong people and illegal buying and selling of fetuses still occur.
Effective anti-corruption
In 2018, the Provincial Party Committee Standing Committee directed the relevant departments to inspect and strictly handle 12 cases. The inspection, settlement of complaints and denunciations and post-inspection handling related to corruption were carried out effectively, with a high rate of money and property recovery after inspection (VND 739/782 million).
62/62 units with 20,219 officials have transparently declared their assets and income. No one has been disciplined for violating the transparent declaration of assets and income. No leader has been held responsible for corruption.
In 2018, no cases of corruption or waste were discovered through self-inspection and internal inspection. Through inspection and supervision by Party committees and organizations, 134 Party members were disciplined. Through inspection activities, 1 case was transferred to the investigation agency; the investigation agency accepted 4 cases/14 defendants; 4 cases/6 defendants were tried. No wrongful convictions or crimes were missed, ensuring strictness and compliance with the law.
However, the fight against corruption among cadres, party members and people has not created a change in awareness; the number of corruption cases discovered through inspection and examination is not much; some areas such as land management, finance, credit, basic construction investment, and social policy implementation still have many loopholes...
Proactively prevent crime and corruption
Speaking at the conference, Comrade Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee said that the criminal situation in 2018 showed signs of increasing; drug crimes, illegal mining, sand and gravel, especially the buying and selling of children in the womb increased dramatically.

“The situation of buying and selling children in the womb is a very painful issue. If we are proactive and determined, we can still prevent and combat it. While there are still legal issues, we must strengthen propaganda, explanation, and even deterrence for the people,” the Deputy Secretary of the Provincial Party Committee requested.
In 2019, the international and regional situation will be complicated, directly affecting the political security of the whole country in general and Nghe An in particular. Reactionary forces will step up their sabotage activities, so we cannot be subjective. Comrade Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee suggested that all levels and sectors need to strengthen state management in the fields of religion, ethnicity, land, mineral exploitation, and compensation for site clearance in projects. Focus mainly on areas that are special areas, border areas, sea and island areas, and densely populated industrial parks.
Faced with increasingly complex law violations and crimes, sectors must strongly change direction, need appropriate investment and attention to effectively combat law violations in cyberspace and black credit.
Regarding the tasks in 2019, the Deputy Secretary of the Provincial Party Committee suggested that Party committees, authorities, and functional agencies must regularly review regulations on mobilizing people's strength in implementing the socialization policy; promptly rectify economic and financial violations in national target programs and projects; strengthen synchronous and effective solutions to prevent corruption, strictly handle violators, and amend and supplement regulations to better manage cadres.
"We need to be more determined in the fight against corruption by handling citizens' crime reports. We need to focus on resolving long-standing complaints from the people that have not been thoroughly handled; resolve legitimate recommendations and proposals, limit conflicts among the people, and absolutely not let hot spots or mass complaints form," the Deputy Secretary of the Provincial Party Committee emphasized.
