Comrade Phan Duc Dong chaired the congress of 4 communes: Tam Quang, Tam Thai, Yen Hoa, Nga My.
On the morning of August 5, comrade Phan Duc Dong - Member of the Provincial Party Standing Committee, Party Secretary, Chairman of the People's Council of Truong Vinh Ward (Nghe An), Head of Working Group No. 11 chaired the approval of the Party Congress of 4 communes: Tam Quang, Tam Thai, Yen Hoa, Nga My, term 2025 - 2030.

Creating breakthroughs in personnel work and disaster response
Tam Quang commune was established on the basis of merging Tam Dinh and Tam Quang communes. The commune Party Committee has 33 grassroots party organizations with 769 party members. Entering the 2025-2030 term, the political report of the commune Party Committee determined to promote economic restructuring, increase income, reduce poverty quickly and sustainably; maintain national defense and security; build a clean and strong political system.

Tam Thai commune was established on the basis of merging Tam Thai commune and Tam Hop commune. Tam Thai commune's Party Committee has 29 party organizations with 618 party members. Entering the new term, the commune aims to build the commune into a bright spot of "3 peaces": "Peace for the people, peace for the area and peace for the border" in the southwestern border region of Nghe An.

Yen Hoa commune was established on the basis of merging Yen Thang and Yen Hoa communes. The commune party committee has 31 grassroots party organizations with 489 party members. The political report submitted for approval clearly stated the determination to create a breakthrough in the development of agricultural, forestry and fishery economy towards effective application of science - technology and digital transformation, while promoting the development of trade and services associated with community ecotourism.

On that basis, the commune aims to build a sustainable product value chain, increase people's income and create residential areas of "unity, consensus - security, safety - prosperity and happiness".

Nga My commune was established on the basis of Xieng My and Nga My communes. The commune party committee has 27 grassroots party organizations with 469 party members. Entering the new term, the commune sets the main goal of allowing local people to enjoy the best of the three words "an": An cu, an sinh and an ninh; thereby striving for sustainable development.
At the working session, members of Working Group No. 11 contributed many valuable opinions to the draft documents of the Party Congresses of the communes. The opinions focused on perfecting the congress theme, specifying the goals and key tasks, adjusting the system of development indicators and adding groups of solutions suitable to the reality of each locality.

Many opinions agree that the 2025-2030 term requires breakthrough solutions, with the top priority being the development of essential infrastructure and improving the quality of human resources. This is considered an important fulcrum for new communes to develop quickly and sustainably in the new context.

Particularly for the team of communal-level cadres, opinions suggest that it is necessary to place high requirements on capacity, courage and adaptability to increasingly complex and multi-dimensional tasks when the communal level becomes the direct administrative level to comprehensively perform state management functions in the two-level local government.
Therefore, the selection, training, fostering and arrangement of cadres must be given top priority, ensuring both succession and innovation, meeting the requirements of strong transformation in both thinking and leadership methods.

In addition, the members of the Working Group also gave in-depth comments on the strategic development orientation of each locality, especially emphasizing the requirement for sustainable development associated with natural disaster prevention and control and effective response to climate change. This is a factor that is increasingly directly and regularly affecting the lives and livelihoods of people in highland and border areas.
Arouse the desire to rise up, avoid waiting and relying on others
Concluding the meeting, Comrade Phan Duc Dong - Member of the Provincial Standing Committee, Party Secretary, Chairman of the People's Council of Truong Vinh Ward, Head of Working Group No. 11 acknowledged the proactive, serious and responsible spirit of the Party Committees of the communes in preparing for the congress.

He emphasized that the drafting of the document needs to continue to closely follow the guidance of the Central Party Office and the Provincial Party Committee, especially in perfecting the layout and content to ensure comprehensiveness, rationality, science, and relevance to the practical requirements of local development after the merger.
The head of Working Group No. 11 of the Provincial Party Standing Committee requested that communes fully supplement the forms, especially the major programs and projects to be implemented in the next 5-year term; and the evaluation form of commune units after the merger.

Regarding the assessment of the implementation results of the Resolution for the 2020-2025 term, comrade Phan Duc Dong highly appreciated the efforts of the communes, especially in ensuring social security, maintaining national border stability, maintaining political security, social order and safety, and gradually completing essential infrastructure in border areas. However, to increase the persuasiveness and clarify the achievements, it is necessary to add more specific quantitative data.
Regarding the orientation for the 2025 - 2030 term, comrade Phan Duc Dong requested the Party Committees of the communes to continue to clarify the development viewpoint, general goals and main groups of tasks and solutions. In particular, he emphasized the need to concentrate maximum resources to overcome the consequences of natural disasters, especially the recent floods; proactively grasp weather and climate developments and build flexible response mechanisms to minimize damage caused by natural disasters.

Along with that, communes need to carefully analyze the specific situation of each locality, clearly identify difficulties and challenges to have appropriate development solutions; pay special attention to overall planning and determine and orient socio-economic development in relation to the communes in the old Tuong Duong district, creating cohesion and synchronous development in the region.

Comrade Phan Duc Dong also requested the Party Committees of the communes to seriously absorb all the comments at the meeting to edit and complete the congress documents on schedule, ensuring quality. In particular, it is necessary to pay special attention to reviewing and specifying the system of development indicators on the basis of closely following the instructions of the Central and the province and in accordance with the practical conditions of the locality; clearly identifying strategic breakthroughs to solve employment, maximizing the potentials, strengths and unique cultural values to sustainably reduce poverty, improve the material and spiritual life of the people.

He emphasized that in building development orientations for the next term, it is necessary to strongly arouse the will of self-reliance, self-improvement, and aspirations of cadres, party members, and people, avoiding the manifestation of waiting and relying on superiors; at the same time, maintaining the foundation of political stability, ensuring social order and safety, and border security.
Comrade Phan Duc Dong also noted some important contents related to the organization of the congress, requiring localities to prepare carefully, organize the congress solemnly, practically, in accordance with regulations, avoid ostentation and waste; in particular, it is necessary to strictly implement the direction of the Provincial Party Standing Committee, not to organize a welcoming art program, and stop buying gifts for delegates attending the congress.

Before chairing the approval of the Party Congresses of the communes: Tam Quang, Tam Thai, Yen Hoa, Nga My, comrade Phan Duc Dong - Member of the Provincial Standing Committee, Party Secretary, Chairman of the People's Council of Truong Vinh ward (Nghe An) presented support to 4 communes: Tam Quang, Tam Thai, Yen Hoa, Nga My (old Tuong Duong district), each commune 100 million VND to overcome the consequences of the recent floods.
Up to now, Truong Vinh ward has mobilized more than 2.4 billion VND in support; of which 500 million VND has been transferred to the Vietnam Fatherland Front Committee of Nghe An province. In addition, the ward has organized a donation of the mobilized funds to 9 communes of the old Tuong Duong district that were damaged by recent floods.
