Proactively deploy the task of operating two-level local government
Deputy Prime Minister Nguyen Hoa Binh chaired a meeting with leaders of ministries, branches and agencies on the afternoon of September 17 on the implementation and operation of the two-level local government model.

Attending the meeting were Deputy Prime Ministers: Le Thanh Long, Bui Thanh Son, Nguyen Chi Dung.
The implementation of the two-level local government model continues to achieve many important results.

Reporting at the meeting, Minister of Home Affairs Pham Thi Thanh Tra said that the implementation of the two-level local government model continued to achieve many important results, clearly demonstrating the correct policies and decisions of the Party and State; high political determination, close direction of the Central and local governments and consensus of the people.
Many difficulties and problems from the time of operating the two-level local government have been resolved and overcome, such as: problems related to authority when implementing decentralization, delegation of authority, and determination of authority; basically overcoming problems related to the information technology system,...
Ministries and ministerial-level agencies have stepped up the decentralization of administrative procedure handling authority from the central government to localities. Up to now, the percentage of tasks and powers delegated to the central government is 44%, and that of localities is 56%.
As of September 15, 741 administrative procedures have been decentralized from the central level to localities, 346 administrative procedures have assigned the authority to resolve from the district level to the provincial and communal levels; 298 administrative procedures have been abolished; 14 ministries have fully publicized administrative procedures on the national database with 1,383/1,385 procedures.

Regarding the organization and apparatus improvement, 465 specialized agencies under the People's Committees of 34 provinces and cities and 9,916 specialized departments under the People's Committees of 3,321 communes, wards and special zones have come into operation in a disciplined, stable, smooth and effective manner.
Along with that, localities continue to organize in-depth training courses in various fields (internal affairs, finance, digital transformation, justice, land, etc.) for cadres and civil servants and continue to promote the rotation, mobilization, and reinforcement of cadres to the grassroots such as: Hai Phong, Ho Chi Minh City, Da Nang, Bac Ninh, etc.
Regarding the reception and settlement of administrative procedures, technology infrastructure and digital transformation, the Minister of Home Affairs said that 3,139 commune-level Public Administration Service Centers and one-level Public Administration Service Centers (Hanoi, Quang Ninh) have been operating stably and basically smoothly; the rate of receiving and returning online records to people after more than 2 months (from July 1 to September 15, 2025) is about 6.6 million records, processed on time is 91%; more than 3 million online payment transactions with a total transaction amount of 1.7 trillion VND.

Synthesized reports from ministries, branches and localities show that, up to now, the whole country has 141,444 people who have decided to quit their jobs (an increase of 34,732 people compared to the report on September 5, 2025), of which 102,378 people (72.38%) have received payment for policies and regimes.
According to the report of the Ministry of Finance, the total number of surplus houses and land that need to be processed is currently 15,927 (a decrease of 195 compared to the report on September 5, 2025). Currently, 296/3,321 commune-level administrative units are still not equipped with cars.
At the meeting, leaders and representatives of ministries, branches and agencies reported on the results of the implementation of assigned tasks, the remaining difficulties and problems, and analyzed the causes. Opinions affirmed to continue to closely coordinate with localities in the operation of the two-level local government to promptly remove difficulties, maintain and strengthen the activities of working groups and hotlines, and arrange permanent staff to receive, handle and promptly respond to recommendations and feedback.
There are solutions to long-term tasks

Concluding the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh welcomed the Ministry of Home Affairs for carefully synthesizing the contents prepared to report to the Politburo; saying that over time, the data in the report will change, therefore, the Ministries need to pay attention to updating information and discussing with the Ministry of Home Affairs to have accurate and complete data.
Deputy Prime Minister Nguyen Hoa Binh requested ministries and branches to urgently and proactively organize and implement the tasks that have been compiled by the Ministry of Home Affairs according to the plan of the Central Steering Committee on the organization of two-level local governments. For any completed tasks, discuss with the Ministry of Home Affairs to confirm their completion.
The First Deputy Prime Minister welcomed the Ministries for sending working delegations to 34 localities; noted that, according to their functions, tasks and authority, the Ministries should focus on guiding localities to implement any remaining issues.
The Ministry of Finance urges the resolution of policies, the allocation of resources, facilities and equipment to localities. Out of 3,321 communes, there are currently 296 communes without cars. The Ministry of Finance needs to direct the early resolution of this problem.

The Deputy Prime Minister also requested to completely resolve the payment of policies and regimes according to Decree 178. In addition, the Ministries should focus on resolving and providing solutions for long-term tasks such as issues regarding staffing, professional training, headquarters, etc../.
