Two-level local government in Nghe An: Close to the people, listening and promptly resolving recommendations from the grassroots
Over the past month, the two-level local government apparatus has been operating stably. Despite facing a large workload and many difficulties after the merger, with the goal of improving the effectiveness and efficiency of serving the people, local Party committees and authorities have strengthened their grasp of the area, listened to voices from the grassroots, and promptly resolved issues of concern to the people.

Hung Nguyen Nam commune was established on the basis of merging Hung Linh, Long Xa, Thong Tan and Xuan Lam communes with 30 hamlets and more than 36 thousand people.

Immediately after coming into operation on July 1, along with stabilizing the organization, the Party Committee and the government of Hung Nguyen Nam commune organized meetings with Party cell secretaries, heads of blocks, hamlets, villages, and heads of the Front's working committees at the grassroots level to inform and disseminate information about the new apparatus model and listen to and record the opinions, thoughts, and aspirations of grassroots cadres - those who are directly close to the people and the locality to perfect the organization and operate the new commune government effectively.

Comrade Cao Anh Duc - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Hung Nguyen Nam commune said: From the actual survey and listening to the opinions of the grassroots, the Party Committee and the commune government identified key tasks that need to be done immediately such as: Focusing on investing in equipment; arranging staff with professional capacity to work at the commune's Public Administration Service Center; implementing Saturday for the People to ensure smooth operation; promptly resolving administrative procedures for the people.
After 1 month of operation, Hung Nguyen Nam Commune Public Administration Service Center received 1,460 records; 1,260 records returned results before or on time, reaching a rate of 86.3%; 168 records are being processed within the deadline; 3 records were overdue due to incorrect authorization by the software system; 32 records were returned due to not meeting the requirements.



The issue of housing for meritorious people is also of special concern to the political system of Hung Nguyen Nam commune. Through a survey, by the time of the merger, the whole commune had 15 cases that were eligible for repair and renovation, the Party Committee and the government of Hung Nguyen Nam commune were directed to implement and complete the handover.
In addition, the Hung Nguyen Nam commune government also proactively organized an early meeting to collect opinions from 145 households and individuals affected by the North-South expressway (including 45 original households with houses and land) on the planned location of the resettlement area.



Through the survey, the majority of people expressed their agreement with the Party and State's policy on investing in the North-South high-speed railway project, and highly agreed that the resettlement location is the Vo 2 bridge area, east of 12/9 street, in Hong Thai hamlet.
As for households in Dong village, the People's Committee proposed that the resettlement location be planned in the canal area of 12/9 street, in Dong No area, Trung Thuong village.
Through the conference, the leaders of Hung Nguyen Nam commune fully absorbed the opinions, coordinated with the authorities to complete the planning, ensuring publicity, transparency and creating high consensus among the people, contributing to speeding up the implementation progress of the national key project.

After agreeing on the location, recently (August 5), the People's Committee of Hung Nguyen Nam commune continued to organize a meeting with households and individuals whose residential land is expected to be affected by the high-speed railway on the North-South axis, to get opinions on the resettlement planning plan in the area east of Cau Vo.

At the meeting, many households expressed their opinions, suggestions and recommendations related to planning, support policies, as well as the need to stabilize their lives when relocating. Issues within their authority were directly answered by leaders of the Commune People's Committee, specialized departments and the Department of Construction. For issues beyond their authority, the Commune People's Committee committed to synthesizing, accepting and sending them to higher levels for handling.
According to the plan, the resettlement area in Cau Vo area, Hung Nguyen Nam commune has a total area of 45,843.72 m². Of which: Land for residential plots: 25,521.0 m²; Land for drainage ditch construction: 648.77 m²; Traffic land: 17,858.26 m²; Public land, playground, trees, 35kV power line safety corridor, transformer station: 1,815.69 m². Total of 127 lots, basic size of each lot 8×25 m (200 m²)

In addition, recommendations and proposals related to the operation of agricultural extension systems, veterinary services, environmental sanitation services, public lighting systems, grassroots broadcasting systems, etc. are also of interest to the Party Committee and government.
Mr. Cao Duong Dien (70 years old, 50 years in the Party), residing in Hong Thai hamlet, Hung Nguyen Nam commune, confided: I see that the new apparatus "works like a district, close to the people like a commune". The happiest thing is that the issues that people have proposed and reflected on are promptly addressed, from rice pests and diseases, African swine fever... to the reinforcement of traffic and irrigation works to prevent floods and storms.

In Nghia Dong commune (merged from Binh Hop commune and Nghia Dong commune, belonging to the old Tan Ky district), by grasping the thoughts and aspirations of the people through information channels, the Party Committee and government have quickly and promptly resolved problems arising in the area.
After the apparatus was put into stable operation, the Standing Committee of the Party Committee, People's Council, and People's Committee of the commune also organized meetings with village cadres, Principals, Vice Principals of schools, Heads of Health Stations, etc.

Comrade Nguyen Van Thuc - Party Secretary, Chairman of the People's Council of Nghia Dong commune (established on the basis of merging Binh Hop commune and Nghia Dong commune of the old Tan Ky district) said: "This is not only an opportunity for the Party Committee and the government to discuss the current situation and orientation of socio-economic development of the commune, grasp the reflections and proposals from the grassroots, but also an opportunity to strengthen the connection and consensus between the Party, the government and the people. Solidarity, determination and the spirit of innovation will be the driving force for development in the new term".

In addition to grasping recommendations and feedback from the grassroots, the leaders of the Party Committee, People's Council, People's Committee, and Fatherland Front Committee of Nghia Dong commune also directly conducted field surveys in the locality to assess the potential, current situation, and practical needs. Thereby, step by step, they will develop programs and projects for socio-economic development in the commune for the period 2025-2030 and the following years. The field survey is an important basis for developing contents to be included in the Resolution of the Commune Party Congress for the term 2025-2030, contributing to planning a long-term, comprehensive, and sustainable socio-economic development strategy.
Thanks to the spirit of listening, being open-minded, and being close to the grassroots, from July 1st until now, the Party Committee and government of Nghia Dong commune have strived to overcome difficulties, implementing many projects and tasks closely related to the interests of the people.

Typically, the commune government has received 400 tons of cement to hand over to hamlets to pour concrete on rural roads, coordinated with the environmental company to develop a project to collect and treat waste in the area; started the irrigation canal project, implemented the repair and upgrade items of pumping stations in the area, carried out steps to reclaim land in Dong Den area, hamlet 4, old Nghia Dong commune to build infrastructure and organize the auction of 19 land lots in accordance with regulations...
The Commune Public Administration Service Center and specialized departments effectively implemented the "4 on-site for people" model. The number of files resolved and returned on time reached 99.1%, the rate of digitizing file components and file results reached 100%.


Mr. Dao Ngoc Quang, 64 years old - Secretary of Party Cell 3, Nghia Dong commune expressed: Although it has only been in operation for a month, the initial results show that the new commune government apparatus has a higher level of specialization, pays attention to listening to the aspirations of the people, promptly resolves recommendations and proposals related to the people's immediate interests, and paperwork procedures are also resolved and guided enthusiastically by officials and civil servants, making the people very satisfied and excited.

In many other localities, regular citizen reception and voter contact activities have also been seriously implemented by Party committees and authorities at all levels. Thereby, creating people's trust in the two-level government apparatus.

Along with paying attention to and solving people's problems, the Party Committees and authorities of the new communes have also stepped in to promptly handle and rectify complicated problems arising at the grassroots level such as encroachment on traffic safety corridors, violations of construction order, violations of planning, encroachment on agricultural land, etc.

For example, in Tan Phong block, an area formerly belonging to Quynh Phuong ward, now Quynh Mai ward, right at the time of transition between the old ward and commune authorities and the new authorities, 7 households arbitrarily built semi-permanent structures such as trading booths, temporary houses, fences... on agricultural land.
These structures were built with unburnt bricks (dashboard), corrugated iron roofs, and solid foundations, which were not in accordance with the planning and land use purposes. Immediately afterwards, the Quynh Mai ward authorities inspected the current status, made a record of violations, and organized forces to dismantle and restore the original state of the land plots.

In Yen Xuan commune (formerly Anh Son district), when receiving reports that some households illegally scooped and dumped soil without the consent of the authorities, realizing that this behavior not only violated land regulations but also directly affected the planning, environment and new rural appearance of the locality, the Yen Xuan commune authorities resolutely imposed strict penalties and required the households to return to their original state.
In Cua Lo ward, the new government came into operation right in the beach tourism season. Although it was busy with many tasks from preparing facilities, arranging personnel, and handling administrative procedures for the people; however, with a high sense of responsibility, the Party Committee and government of Cua Lo town have gradually resolved hot spots related to tourism activities in the area.

Typically, jet skis are planned for docks and operating areas that are gradually becoming more organized. Four-wheeled electric vehicles are being given attention with speed limit signs of 30km/h on some routes to create a livelihood for people. Team building activities have been licensed and are becoming more organized. The phenomenon of rampant business and trading on coastal walking routes and Binh Minh Square area is being propagated and handled by the Party Committee, government, and functional forces every day.

Looking back over 1 month of operating the 2-level local government, it can be seen that, although there are still many difficulties, the initial results have demonstrated the effectiveness, efficiency and efficiency of the 2-level government.
This is also an important premise to implement the direction of General Secretary To Lam at the 12th Conference of the 13th Party Central Committee: "change the state from "running and lining up" to "straight lines, clear paths, unanimously moving forward"...
