No wrongful convictions
The report presented by Deputy Secretary of the Provincial Party Committee Nguyen Van Thong stated that after 15 years of implementing Resolution No. 49-NQ/TW dated June 2, 2005 of the Politburo on Judicial Reform Strategy (CCTP), the Provincial Party Committee has led the Provincial People's Committee and judicial agencies to implement the tasks of CCTP and achieved many important results. Cadres, party members and people have had a correct understanding of the position, role, functions and tasks of judicial agencies.
The Provincial Party Standing Committee has regularly paid attention to leading and directing judicial agencies to actively and proactively participate in building and perfecting legal institutions and policies in the fields of criminal, civil, and judicial proceedings; building coordination regulations to effectively perform the tasks of judicial reform; and at the same time, doing well the task of researching and contributing opinions to build quality legal documents.
Awareness and action among the staff working in the judicial and judicial support sector have changed significantly. The quality of investigation, prosecution, trial and execution of judgments has been continuously improved, preventing wrongful convictions. Trials are conducted in the spirit of CCTP, the quality of debate in the trials, and the rights and obligations of participants in the proceedings are guaranteed.
Mediation in resolving civil cases and dialogue in resolving administrative cases are focused on, the rate of successful mediation of civil cases is high (about 60%)...

Speaking at the meeting, Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed that the judicial agencies have contributed to the implementation of the province's political tasks, creating a good environment for local socio-economic development. Looking back at 15 years of implementing Resolution 49-NQ/TW, he said that the implementation of the CCTP strategy in Nghe An has raised many concerns that need to be continued, resolved, and continued to improve the Party's leadership mechanism for the CCTP process...
Also at the meeting, the representative of the Provincial Standing Committee also informed the survey delegation of the results of the 10-year summary of the implementation of Directive No. 33-CT/TW dated March 30, 2009 of the Secretariat on strengthening the Party's leadership over the organization and activities of lawyers.

Accordingly, there are currently 130 lawyers in the province, most of whom have professional qualifications, good moral qualities, practical experience, love their profession, and are aware of and comply with the law. The provision of legal services by lawyers to organizations and individuals has increased significantly in quantity and improved in quality. Legal advice has received more attention, focusing on the fields of civil affairs and marriage and family.
However, the number of lawyers per capita in the province is still low, only reaching 1 lawyer/26,400 people. In addition, the province is lacking a team of professional lawyers, specializing in the fields of investment, business, trade, especially a team of lawyers practicing in the international legal environment, which significantly affects the process of international economic integration of the province... These are limitations and obstacles that have been pointed out and focused on overcoming in the coming time.

Continue to improve the quality of judicial reform
Speaking at the meeting, Provincial Party Secretary Nguyen Dac Vinh emphasized that the work of judicial reform in Nghe An closely follows the provisions of the Constitution, in the spirit of how to be more democratic, objective, and transparent, proposing specific directions and solutions based on the direction of the Central Government and practices at the grassroots level. Nghe An will continue to improve the quality of judicial work, including investigation, prosecution, trial, and execution of judgments; pay attention to resolving and supervising the handling of complaints and denunciations of citizens...
Regarding the activities of lawyers in Nghe An, the Provincial Party Secretary reaffirmed the role of the profession in the context of economic development, increasingly improved social life, and the promotion of the law. Comrade Nguyen Dac Vinh pointed out that it is necessary to pay more attention to perfecting the mechanism and strengthening the leadership role of the Party in the practice of law in the locality.
“When the Secretary and Chairman receive citizens, they invite the bar association to come and receive citizens. This is a mechanism to create conditions for the bar association to participate in official activities of the Party and the government,” the Provincial Party Secretary gave an example.

In her concluding remarks, Chairwoman of the National Assembly's Judicial Committee Le Thi Nga highly appreciated the quality of the working session, which provided a lot of information to the working delegation. Emphasizing that Nghe An is a large province, representing other localities in the country with similar characteristics in terms of terrain and population density, the head of the working delegation affirmed that, in general, Resolution 49-NQ/TW and Directive 33-CT/TW in Nghe An have been seriously implemented, achieving many positive results.
The activities of the CCTP as well as the activities of the bar association in Nghe An have created changes, contributing positively to creating stability, social order and safety, ensuring human rights, civil rights, and making great contributions to the socio-economic development of Nghe An in recent times.

Welcoming the province's efforts with commendable results such as not allowing injustice to happen in the past, not allowing complaints to be pushed into hot spots or complaints about the Constitution to be brought to the Central Government..., the Chairman of the National Assembly's Judicial Committee shared the difficulties of the province, and at the same time acknowledged the recommendations to the Central Government and relevant ministries and branches. Although Nghe An has basically implemented the general requirements of the Central Government's documents well, the province needs to pay more attention to some limitations in the quality of CCTP that have been pointed out, and pay attention to improving the quantity and quality of the bar association.
