Appreciate the efforts and consensus of all levels, sectors and people

Opening his speech, Chairman of the Provincial People's Council Nguyen Xuan Son said: Entering this year, the Covid-19 pandemic broke out, negatively affecting the world and Vietnam. The epidemic caused production, business, and trade activities to stagnate; people's lives and activities were disrupted; directly affecting the direction and management of all levels and sectors in the political system.

In addition, the weather was extreme, with severe cold at the beginning of the year, many thunderstorms and hailstorms, severe heat lasting over a wide area; African swine fever and avian influenza were complicated, causing damage in many localities in the province.

The Chairman of the Provincial People's Council also affirmed: In that situation, under the leadership and direction of the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee, many documents have been issued to promptly direct sectors and levels to focus on implementing many urgent tasks at the same time: deploying urgent measures to prevent and control the epidemic; implementing solutions to maintain, restore and develop the socio-economy; and preparing and organizing Party Congresses at all levels for the 2020-2025 term.

Up to this point, the epidemic has been basically controlled, the safety of people's lives and health has been ensured, especially our province has not recorded any cases of Covid-19 infection.

The economy has developed, with an estimated growth rate of 2.69% in the first 6 months of the year; social security and people's lives are still guaranteed; national defense, security, order and social safety continue to be maintained. Party congresses at all levels for the 2020-2025 term are being held according to plan.

Achieving the above initial victories is the result of high determination, mobilizing the combined strength, unity in action and the will to rise of the entire political system; demonstrating the solidarity, unity, unanimity, tradition of patriotism and the spirit of mutual love and affection of all classes of people and ethnic minorities in the province.

On behalf of the Provincial People's Council, Chairman of the Provincial People's Council Nguyen Xuan Son acknowledged and highly appreciated the spirit and will of not being afraid of difficulties and hardships, the dedication and efforts of the medical staff, soldiers of the Army, the People's Police and functional forces on the front line of epidemic prevention and control; the support, awareness of compliance and sharing of all classes of people, and the joint support of the business community in implementing epidemic prevention and control measures.

The Chairman of the Provincial People's Council also expressed his belief that this spirit and will will continue to multiply, helping us overcome many difficulties and challenges ahead.

Promote the sense of responsibility of each People's Council delegate

Chairman of the Provincial People's Council Nguyen Xuan Son also informed that in this session, the Provincial People's Council will consider and decide on many important contents. With the supervisory function, the Provincial People's Council will consider and evaluate the socio-economic situation, state budget implementation, public investment plan in the first 6 months of the year, tasks and solutions for the last 6 months of the year.

2020 is the final year of implementing the 5-year socio-economic development plan 2016 - 2020, and at the same time, the context of implementing the tasks at the beginning of the year has special features, so it is recommended that the delegates of the Provincial People's Council focus on thorough discussion, analysis, comprehensive and objective assessment to unify the most effective solutions to soon recover and develop production - business, ensure social security after the Covid-19 pandemic, contribute to completing the goals and targets in 2020 and the 5-year plan, creating a premise for development in the next stage.

The Provincial People's Council also reviewed reports of the Standing Committee of the Provincial People's Council, the Provincial People's Council Committees, the Provincial People's Committee, and judicial agencies; reports on the results of handling voters' opinions and recommendations; reports of the Provincial People's Council Supervision Delegation on the results of thematic supervision of the implementation of a number of resolutions of the Provincial People's Council on mechanisms and policies for socio-economic development in the province and related reports; at the same time, questioned the management and implementation of urban land use projects; and state management of electricity that the Provincial People's Council delegates and voters of the province were interested in.

With the decision-making function, based on the consideration of the Reports of the Standing Committee of the Provincial People's Council and the Provincial People's Committee, the Provincial People's Council will discuss and approve 20 resolutions on socio-economic, judicial and personnel work fields under its authority. The session will hear the Notice on the activities of the Vietnam Fatherland Front participating in government building and opinions and recommendations of local people.

Chairman of the People's Council Nguyen Xuan Son emphasized: The content of the session is very extensive and important. To ensure the quality and the proposed program, the delegates of the Provincial People's Council are requested to uphold their sense of responsibility, promote their intelligence, carefully study the content and program of the session, actively participate in discussions, participate in questioning activities, express their opinions clearly, especially on issues with different opinions, creating high unity so that the People's Council can make decisions in accordance with the law and in accordance with the practical situation. The leaders of agencies, units and localities invited by the Provincial People's Council are requested to fully participate and actively contribute to the contents of the session.

During the session, the Provincial People's Council Office will organize online telephone lines to receive voters' suggestions and feedback. It is recommended that press, radio and television agencies strengthen information and propaganda work to promptly, fully and accurately convey the activities of the Provincial People's Council to all classes of people.
