On the afternoon of June 4, regarding the issue of traffic participants using alcohol, National Assembly Chairwoman Nguyen Thi Kim Ngan said that in the process of drafting the Law on Prevention of Harmful Effects of Alcohol, the National Assembly chose an issue with many different opinions to consult and ask for the National Assembly's opinion according to the Law on Promulgation of Legal Documents.

"The purpose of asking for opinions from delegates on June 3 is to continue researching and perfecting the Draft Law, not to vote to pass the Law" - the National Assembly Chairman regretted that public opinion had misunderstood that the National Assembly did not want to deal with traffic participants who used alcohol.

According to the National Assembly Chairman, current laws in the field of traffic have many regulations prohibiting the act of drinking alcohol while using means of transport such as: Road Traffic Law, Railway Law, Inland Waterway Traffic Law, Administrative Law...

That affirms that, it is not true that if this is not stipulated in the Law on Prevention of Alcohol Harm, there will be no sanctions. When building this Law, with the desire to attract all the contents that have been stipulated on the use of alcohol and beer into the Law and because there are still many different opinions, the opinions of delegates were asked.

"Asking for opinions to have a basis for continuing to research, revise and perfect the Draft Law before submitting it to the National Assembly for approval does not mean that yesterday was voted for approval. The National Assembly, National Assembly deputies, and Government agencies must clearly understand the provisions of the law to explain to the people. The media must also clearly understand in order to propagate the true nature of the matter, avoiding causing misunderstandings among the people" - the National Assembly Chairman emphasized./.
