For projects where the investor has weak financial capacity, the National Assembly Chairman emphasized that if they cannot do it, they must let someone else do it, otherwise the investment opportunity will be wasted.
On the morning of September 14, the National Assembly Standing Committee gave its opinion on the results of the thematic supervision of "Implementation of policies and laws on practicing thrift and combating waste in the 2016-2021 period".
The National Assembly Standing Committee acknowledged the highly responsible efforts of the monitoring delegation, especially the mobilization of the participation of 63 National Assembly delegations and thousands of pages of documents sent from ministries, local branches and units.
The Standing Committee of the National Assembly requested that the report highlight the process of organization, leadership and direction of the National Assembly and the National Assembly leadership regarding this supervision topic.
Effective savings are an important driving force for national development. Some opinions suggested that the report highlight major achievements in budget savings and regular expenditures, frankly point out shortcomings and limitations, and propose solutions that need to be focused, key, clear in tasks, responsibilities and timeframes to serve as a basis for urging ministries, branches and localities to implement.

National Assembly Chairman Vuong Dinh Hue assessed that this was a large-scale, complex, and extensive monitoring exercise with a lot of data and information, mobilizing a large number of participants. Therefore, he said that the monitoring report needed to include full numbers, "with evidence and evidence".
It is necessary to clarify the achievements and typical examples of practicing thrift and fighting waste. Many contents exceeded the Central's targets "which is an extremely important achievement".
The National Assembly Chairman analyzed that with recommendations and proposals, the time must be clearly stated, such as suspended projects, projects behind schedule, BOT projects under investment, and BOT projects being processed.
Regarding suspended and delayed projects, he said there must be a specific list and included in the report. The government will then review and supplement it.
Regarding projects that are being implemented but are behind schedule, the National Assembly Chairman suggested that with time-related problems, it is necessary to harmonize the interests of all parties, extend the time to handle them, and coordinate with the government to resolve the problems. If a certain deadline is reached, the project must be revoked according to the law.

Regarding projects that are stuck after inspection, examination, audit, and investigation, the Central Government's policy must be institutionalized. The Government is currently implementing a statistical review project. There are issues that are within the authority of the Government, the Prime Minister, and the National Assembly to resolve.
"If the officials are wrong, they will be dealt with, but the land, assets, and capital are all there. The policy is in place, so it should be institutionalized in a Resolution to create a legal basis for handling. The authority level should handle it," said the National Assembly Chairman.
Regarding BOT and BT projects, the National Assembly Chairman informed: "BT projects have transitional provisions in law. Many BT projects are allowed to continue implementation, but as far as I know, they are very entangled, and it is very difficult to resolve them without working together. There should be a list and statistics of how many projects to consider, resolve, and create resources for localities."
Regarding land, Mr. Hue said that there should be specific statistics and recommendations for each type, specific data on agricultural and forestry land, rice land, abandoned agricultural land, illegal encroachment...
"There needs to be very close recommendations, with specific timelines, in a feasible and positive spirit, from which there is a basis for the Government and the Prime Minister to urge and direct. Among them, there are things that the National Assembly and the National Assembly Standing Committee must also do," the National Assembly Chairman expressed.
