Chairman of Quynh Luu District People's Committee: Low salary makes it difficult to find commune police resources

(Baonghean.vn) - This is the content presented at the meeting of the Provincial People's Council's Legal Committee with the People's Committee of Quynh Luu district on the afternoon of March 21 according to the Committee's survey program on the implementation of resolutions issued by the Provincial People's Council in the legal field.

According to the report of the District People's Committee, the implementation of policies and regimes for individuals belonging to the three forces of police, militia and self-defense forces at the grassroots level according to the resolutions of the Provincial People's Council in the district in the past time has been very timely.

In addition to the provincial budget, every year, the district and commune budgets also provide additional support for the activities of these three forces; contributing to ensuring security and order in each locality.

However, at the meeting, members of the survey team requested the People's Committee of Quynh Luu district to clarify some contents related to the payment of regimes, such as the payment of regimes for performing training, drills, and sports activities for militia forces is not guaranteed; equipment for police, militia, and civil defense forces according to the list of resolutions of the Provincial People's Council is not fully met.

For example, the budget to support the purchase of fire prevention and fighting equipment is 10 million VND/commune/year, but in reality the district only allocates 9 million VND/commune/year.

Or for working facilities for commune police, the whole district is currently lacking 66 desks; 33 meeting tables; 392 chairs; 66 personal beds and no commune has invested in telephones.

Acknowledging the difficulties and limitations in implementing the regimes and policies according to the Resolutions of the Provincial People's Council, Chairman of the District People's Committee Hoang Danh Lai shared: Quynh Luu is a large district, and at the same time, this is also an area with complex security and order issues, so the intensity and work requirements of the forces sometimes have to be continuously mobilized; meanwhile, the regime for these forces is still low, especially the commune police.

This is the reason why, although the district's commune police force was fully staffed and many people later resigned (the district currently lacks 9 deputy commune police chiefs and 9 permanent police officers), finding sources to supplement them is still difficult.

Besides, the province does not support the budget for the drills, but in reality, every year the facilities organize this activity and are supported by the district with 30 million VND/commune, which does not meet the requirements (in reality, it is about 120 - 150 million VND/commune), causing difficulties for the facilities.

Pointing out the shortcomings in policies, the Chairman of the District People's Committee also suggested that the Provincial People's Council should study to propose policies for forces suitable for each locality, avoiding the current level of equality, localities with complicated security and order as well as localities with stable security and order.

Concluding the meeting, Head of the Provincial People's Council's Legal Committee Phan Duc Dong highly appreciated the role of the forces in ensuring security and order in the area.

Sharing the difficulties of Quynh Luu district, the Head of the Legal Committee of the Provincial People's Council also requested the district to pay attention to allocating funds from the district budget, and at the same time direct the communes to ensure funding according to decentralization to ensure the regime as well as the activities of these forces.

The district also needs to follow the resolution of the Provincial People's Council to mobilize provincial resources, combined with local resources to invest in building houses for the commune militia.

At the same time, the district needs to focus on training knowledge and skills in fire prevention and fighting for the civil defense force, avoiding stopping at just training the civil defense team leader and deputy team leader as is currently the case.

Regarding the responsibility of the Legal Department, Mr. Phan Duc Dong affirmed that the district's recommendations will be compiled and recommended to the Standing Committee of the Provincial People's Council for study and resolution in the coming time.
