In the morning, the conference listened to and commented on the Report on the implementation results of the Conclusion Notice of the Chairman and Vice Chairmen of the Provincial People's Committee at the December 2018 meeting and thematic working sessions in December 2018 and January 2019; Report on the implementation of the socio-economic, national defense and security plan in January and tasks in February 2019; approved the socio-economic management targets in 2019; approved the Draft Decision amending and supplementing Decision No. 66/2008/QD-UBND of the Provincial People's Committee on promulgating regulations on appointment, rotation, resignation, dismissal of leading officials and civil servants...
Many targets exceeded the plan

According to the report presented by the representative of the Department of Planning and Investment, in January 2019, many targets were achieved and exceeded the set plan. Notably, the 2018 winter crop was completed on time with a total planting area of 38,798.53 hectares, an increase of 4.37% over the same period. Currently, farmers are focusing on planting 90,000 hectares of spring rice.

The industrial production index in January 2019 increased by 9.21% over the same period in 2018. Service revenue (excluding accommodation, catering and travel services) was estimated at VND 518.43 billion, up 12.37% over the same period in 2018. In January, a plan was implemented to reserve goods, ensure goods sources, and supply goods before, during and after the Lunar New Year 2019, thereby ensuring market and price stability. Budget revenue in January 2019 was estimated at VND 1,180 billion, equal to 8.7% of the estimate, up 10.2% over the same period.

Social security work during the Lunar New Year has been well implemented. The Tet For the Poor program has a total registered amount of 66 billion VND. The province has provided 1,264 tons of rice to 18 districts and towns to relieve hunger; activities to care for the poor have received attention. Notably, in January 2019, the Prime Minister signed a decision to add 12 communes to Nghe An to benefit from Program 135, bringing the total number of communes in the province benefiting from this program to 131.
Focus on Tet
Praising the sense of responsibility of the Departments, branches and units in performing the tasks of socio-economic development in the past time, speaking at the conference, Comrade Thai Thanh Quy - Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized a number of contents that need to be focused on from now until the Lunar New Year.

Accordingly, after the conference, the province will issue a growth scenario for 2019. The Provincial People's Committee will establish working groups to carry out socio-economic tasks in 2019 and assign them to the Vice Chairmen of the Provincial People's Committee. Comrade Thai Thanh Quy requested that by January 30 at the latest, the groups must have a specific report on their plans and roadmap of activities.
Entering February 2019, the sectors must focus on directing, urging, and inspecting localities to complete the spring crop before Tet, especially in the context of erratic weather conditions. The Chairman of the Provincial People's Committee also requested the Provincial Treasury to speed up the disbursement of capital for basic construction investment, achieving the set disbursement target of 93%.
From now until Tet is the time when complicated problems can easily arise, so Chairman of the Provincial People's Committee Thai Thanh Quy directed the Education sector to maintain normal teaching and learning activities, avoiding disruption. The sector directed schools and teachers to focus on managing students, taking care of them, and reminding them before they go home for Tet.
For the health sector, it is necessary to arrange a force on standby to ensure effective handling of all possible situations; prepare enough medicine and backup plans for unexpected cases.
Instructing the Department of Culture and Sports in festival management, comrade Thai Thanh Quy requested strict inspection and supervision to avoid distortion and commercialization of festivals and cultural architectural works. The Department of Culture and Sports coordinates to organize entertainment activities, prioritizing the organization of traditional folk games to create a space for people to enjoy Tet and welcome Spring.
Households unable to escape poverty will be supported with 300,000 VND/month.
Identifying social security work and supporting the poor to celebrate Tet as the key tasks from now until Tet, Chairman of the Provincial People's Committee Thai Thanh Quy reminded the sectors that the famine relief rice must go to the right subjects and be delivered directly to the people. If the unit providing the support source does not have a mechanism to transport rice from the district to the commune to the people, the province will spend money to carry out this step.

The Chairman of the Provincial People's Committee also said that up to now, implementing the Tet For the Poor program, the registered amount of support has reached 66 billion VND, of which only 4 billion VND has been paid into the budget. Therefore, it is necessary to focus on supporting remote, isolated and extremely disadvantaged areas first. Learning from the experience of 2018, there were nearly 2,000 poor households that were not eligible for support money. This year, departments, branches and localities must overcome this problem, ensuring that "no one is left behind", according to the plan, each poor household will receive 500,000 VND in support during Tet.
Concerned about the fact that Nghe An still has more than 53,000 poor households, 79,800 near-poor households, especially 2,500 households that are unable to escape poverty due to special circumstances, Chairman of the Provincial People's Committee Thai Thanh Quy said that the province has a plan to provide regular monthly support to the above 2,500 households. Accordingly, each household will receive support of 300,000 VND/month from the province, so each year the provincial budget will allocate 10 billion VND. This content will be submitted to the Provincial People's Council for consideration and approval in the near future.

At the conference, the Chairman of the Provincial People's Committee also directed the Department of Home Affairs and other sectors and units to immediately develop a plan to implement the 2019 administrative reform year, focusing on administrative reform in investment activities, tightening discipline and order among cadres, civil servants and public employees, and resolutely handling violations; the Department of Transport to survey, research and regulate means of transport to better serve the needs of people before, during and after Tet; the Provincial Police continue to focus on firecracker prevention and control in the last days of the year. In particular, agencies and units must make a complete and serious list of Tet duty. The Chairman of the Provincial People's Committee requested that the "commanders" of the sectors must set an example in performing their duties and must work until the end of the day before Tet holiday./.
