Chairman of Nghe An Provincial People's Committee Le Hong Vinh: Overcoming the consequences of storm No. 3 with the motto 'fast, early, timely'
The above direction of the Chairman of Nghe An Provincial People's Committee was given at the regular meeting of the Provincial People's Committee in July 2025, held on the afternoon of August 5.

Economic growth is prominent in the industrial and service sectors.
At the regular meeting in July 2025, the People's Committee of Nghe An province focused on assessing the socio-economic development situation in the first 7 months of the year and identifying key tasks in August. The economy continued to grow, notably in industrial production and services.

Budget revenue is estimated at VND15,553 billion, equal to 87.7% of the estimate, up 12.8% over the same period. Total newly granted and adjusted investment capital reached VND18,376 billion, of which FDI was nearly USD320 million. The disbursement rate of public investment capital reached 40.65% of the plan.

The cultural and social fields achieved positive results, especially education with outstanding achievements in the 2025 high school graduation exam, Nghe An for the first time led the country in average scores, many subjects were in the top 10. Activities to celebrate War Invalids and Martyrs Day were solemnly organized, spreading the spirit of "remembering the source of water when drinking".

From July 1, 130 new commune-level administrative units officially began operating. After more than a month, the two-level government has initially operated stably, especially in handling administrative procedures. Response and rescue work after storm No. 3 was directed decisively and promptly, promoting the role of the entire political system.

At the meeting, Vice Chairman of the Provincial People's Committee Nguyen Van De requested the police force to participate in supporting the inspection and punishment of illegal transportation and consumption in the coordination of African swine fever prevention and control; at the same time, directing the clarification of the cause and tracking down the culprits causing the forest fires.
He also requested the Department of Agriculture and Environment to increase the dispatch of livestock, veterinary, and crop officers to support localities in disease prevention and control.

Standing Vice Chairman of the Provincial People's Committee Bui Thanh An proposed focusing on budget collection, including reviewing urban area projects to speed up land allocation, land price calculation, and increase budget collection; instructing and urging wards to organize land auctions; in the long term, it is necessary to speed up planning progress in communes and wards.
Regarding the operation of two-level local government, he noted the need to provide guidance to the grassroots, especially on financial regulations, to ensure no delay in salaries and benefits; to urge and inspect public assets; and to support the improvement of infrastructure in communes.

Due to strong decentralization and delegation of power, the Standing Vice Chairman of the Provincial People's Committee also proposed to soon submit to the Provincial People's Council to issue appropriate legal documents; at the same time, the provincial level needs to continue to closely advise, accompany, and promptly handle issues arising from the grassroots.
In particular, with many new contents due to changes in laws and legal documents, comrade Bui Thanh An suggested that it is necessary to enhance the advisory role of departments and branches, and increase the responsibility in the examination work of the Provincial People's Committee Office to ensure proper authority and new regulations.

Vice Chairman of the Provincial People's Committee Hoang Phu Hien emphasized the need to strengthen project management boards to enhance the capacity to organize and implement and speed up the progress of public investment projects in the area.
Regarding the project to extend the runway of Vinh airport by 600 meters, the Airports Corporation of Vietnam (ACV) has agreed to propose to the Provincial People's Committee for investment policy and requested the province to soon commit to the land to implement the project on schedule.
On that basis, comrade Hoang Phu Hien requested the Department of Construction to closely coordinate with the consulting unit and urgently preside over the site clearance work. The Department of Finance was assigned the task of advising on the capital allocation plan for site clearance work according to regulations.
Establish working groups to guide commune level
Concluding the regular meeting of the Provincial People's Committee in July 2025, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Le Hong Vinh emphasized the key tasks in August, including seriously implementing the Prime Minister's telegram, the directive documents of the Provincial Party Committee and the Provincial People's Committee, with the highest priority being to overcome the consequences of natural disasters, stabilize people's lives and restore production after the severe impact of storm No. 3 with the motto "do it quickly, do it early, do it promptly".

To effectively implement, relevant departments and branches need to guide localities to use the province's reserve resources, combine funding, support and assistance from the Central Government to ensure the right purpose, right target, right regulations, with focus and key points to promptly and effectively overcome the consequences of natural disasters.
The Chairman of the Provincial People's Committee assigned units to quickly determine the extent of damage, summarize the needs, and send them to the Department of Finance as a basis for budget allocation for restoration, especially essential infrastructure such as transportation, schools, medical stations, public works, and housing for people in flooded areas. In particular, the Department of Agriculture and Environment coordinated with localities to review and determine safe resettlement locations, and quickly implement procedures for building resettlement areas, not only for houses, but also for schools and medical stations.

Along with the recovery work, he requested to continue to raise vigilance and proactively implement disaster prevention plans according to the "4 on-site" motto, along with learning from the recent floods in terms of organization, forces, and situation forecasting for proactive implementation.
Along with that, the Provincial Police directed professional departments to prevent and stop acts of taking advantage to spread false information, taking advantage of supporting people to attract and incite people and on cyberspace.

After more than 1 month of operating the 2-level local government, in the context of Nghe An struggling to overcome the severe consequences caused by floods, the Chairman of the Provincial People's Committee requested the Departments of Finance, Construction, Agriculture and Environment, Science and Technology, and the Provincial People's Committee Office to establish working groups to guide the grassroots on procedures for overcoming the consequences of floods, and handle administrative procedures in a "hands-on" manner, thereby ensuring that resources for overcoming the consequences of natural disasters are used effectively and government operations are smooth.

In addition, the head of the Provincial People's Committee assigned the Department of Home Affairs to coordinate with the Provincial Party Committee's Organization Board to promptly advise on overcoming the shortage and surplus of local officials and civil servants at the commune level. The Department of Finance shall preside over and coordinate with localities to review the arrangement, use of working offices, public assets, finance, offices, working conditions, travel and living conditions of officials, civil servants and public employees after the arrangement; advise on ensuring funding for the commune-level budget to operate continuously and smoothly, avoiding the situation of having no operating funds, especially paying salaries for officials, civil servants, workers and social security policies in the area.
The Department of Science and Technology continues to review and ensure the operation and connection of information technology infrastructure, digital transformation, databases, and e-government to immediately serve the management and operation of commune-level administrative units.

Regarding socio-economic development, the head of the Provincial People's Committee requested: Departments, branches, sectors and localities must closely follow the growth scenario, focus on reviewing the progress and quality of work; proactively remove bottlenecks in production and business, attract investment; resolutely strive to achieve the highest goals and targets for 2025, especially budget revenue, growth rate, accelerating disbursement of public investment capital...
At the same time, proactively advise on effectively implementing assigned tasks in the Provincial People's Committee's Plans to concretize the 4 Plans of the Provincial Party Executive Committee on implementing the 4 key Resolutions of the Politburo (57, 59, 66, 68).
Regarding social fields, the Chairman of the Provincial People's Committee assigned the Department of Education and Training to coordinate with relevant units to fully prepare facilities and teachers, ensuring conditions for implementing the new school year on schedule and with quality.

Regarding administrative reform, the Chairman of the Provincial People's Committee requested to strengthen direction, inspection, and supervision to ensure that tasks are implemented on schedule, effectively, and substantially. The public administrative service centers at the provincial and communal levels must operate smoothly, receive and return documents in accordance with procedures and on time as prescribed, contributing to building a government that serves the people.
