Chairman of the Provincial People's Committee Nguyen Duc Trung: Strictly handle civil servants who cause trouble and difficulties for businesses

On the afternoon of June 24, the Provincial People's Committee held a meeting to resolve recommendations and problems of the Business Association, business associations, and entrepreneurs. Attending were comrades: Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee; and representatives of associations, relevant departments and branches.

Removing difficulties caused by the impact of Covid-19 epidemic

At the meeting, there were 6 opinions from businesses focusing on 4 main contents, which are asking departments, branches, units, and localities to support and remove difficulties caused by the impact of the Covid-19 epidemic.

Specifically, opinions suggest that banks and credit institutions extend debt, lower lending interest rates for loan contracts to invest in means of transport or are mortgaged at lending institutions and reduce bank loan interest rates for businesses affected by the Covid-19 epidemic; Propose that the Provincial People's Committee consider adjusting the minimum revenue level as a basis for tax payment to match actual revenue to ensure the rights of businesses; Have support policies on taxes payable to businesses, VAT, land tax, corporate income tax; Incentives to reduce annual land rent, reduce premises rent for businesses.

Some opinions suggest that businesses be allowed to delay paying social insurance, health insurance, and unemployment insurance for employees, focusing on the fields of transportation, post and telecommunications, media, information, etc.

The recommendations and proposals of the Business Association, business associations, and entrepreneurs were directly answered by the Nghe An Tax Department, the Department of Agriculture and Rural Development, the Department of Transport, Industry and Trade, Natural Resources and Environment, and Social Insurance, etc., clarifying a number of issues related to the recommendations and proposals right at the meeting.

However, to help businesses continue to develop stably, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa suggested that the response and resolution of businesses' proposals should be listened to and resolved by relevant authorities in a receptive spirit, but must be close to and in line with actual needs.

Facilitate business development

After listening to the opinions of representatives of Associations, enterprises, responses from departments and branches, concluding the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung briefly announced a number of issues related to socio-economic development, national defense and security in the first 6 months of 2020 of Nghe An province. Due to the impact of the Covid-19 epidemic, the growth rate of total product in the province in the first 6 months of the year is estimated to increase by only 2.69%, but this is a high growth rate compared to the average of the whole country.

The bright spot of Nghe An's economy in the first 6 months of the year is the agricultural sector with an estimated growth rate of 4.98% in the agricultural, forestry and fishery sector, higher than the same period in 2019. The province's budget revenue reached over 7,000 billion VND, reaching nearly 47% of the estimate. The Chairman of the Provincial People's Committee affirmed that these results had a great contribution from enterprises. In the last 6 months of the year, the province will make the greatest efforts to achieve the goals approved by the Provincial People's Council.

Regarding the issue of meetings and dialogues to resolve difficulties with businesses, the Chairman of the Provincial People's Committee highly appreciated the work of the province, departments and branches towards businesses, such as regularly organizing meetings, but from now on, departments and branches must regularly meet and handle problems of businesses.

The Chairman of the Provincial People's Committee said that the Provincial People's Committee will maintain a meeting every 3 months chaired by the Chairman of the Provincial People's Committee to listen to and handle the problems of enterprises. In addition, departments, branches and localities must accompany and thoroughly handle the problems, absolutely not shirk responsibility, and create all favorable conditions to promote business development.

"It must be determined that the difficulties of enterprises are the difficulties of the province, because the development of enterprises means creating income, creating jobs, and contributing to the budget for the province. It is necessary to strictly handle cases of officials causing trouble, causing difficulties, and showing signs of harassment towards enterprises, creating a truly transparent working environment."

The Chairman of the Provincial People's Committee assigned the Department of Planning and Investment to preside over, coordinate with departments and branches to synthesize and quickly handle problems and recommendations of enterprises. The Department of Natural Resources and Environment reviewed and advised the Provincial People's Committee to issue land prices in industrial parks that are truly attractive to investors coming to Nghe An.

Regarding the recommendations, the Chairman of the Provincial People's Committee assigned relevant departments, branches and localities to review, promptly respond and resolve them appropriately and in accordance with regulations; support the policy of the Business Association to reorganize the Golden Cup for Entrepreneurs, but it must be methodical and honor businesses.

Regarding administrative reform, the Chairman of the Provincial People's Committee assigned Vice Chairman of the Provincial People's Committee Le Ngoc Hoa to directly take charge of the Working Group to resolve difficulties and recommendations of enterprises and investment attraction procedures, and at the same time requested the Provincial People's Committee Office to soon put the Public Administration Center into operation to create transparency in handling administrative procedures.
